SITUATION INCIDENT BULLETIN # 1


14 JANUARY 2008
On behalf of the Designated Official a.i., Mr. Ramesh Shrestha please take note of the following:
Over the past few days Myanmar has been hit by a series of small blasts.
On Friday, 11 January 2008 a woman was killed by a bomb Friday at the railway station in Naypyidaw. The
bomb went off at about 4:20 am in the ladies washroom.
In a separate incident, the alleged bomber man was killed and four people were injured Friday evening, 11
January 2008 in a blast in central Myanmar's Bago Division in Pyu Township. A revolver and 20 rounds of
ammunition were found on the body of the man reported to be a known member of the Karen National
Union (KNU). Two other explosive devices were also found on the body.
State-run newspaper the New Light of Myanmar on Sunday blamed both of those incidents on the Karen
National Union (KNU), an armed ethnic rebel group battling the junta, and said the two who died were
insurgents.
At about 2:30 pm on Sunday 13 January 2008 another small bomb went off in the ladies washroom of the
Yangon railway station reportedly slightly injuring one woman. The bomb was detonated in the ladies
washroom. There are unconfirmed reports that a second device was also found by the authorities.
There were no immediate claims of responsibility for these bombings.
Known information at this time:

The bombs were small in size;

The locations chosen for two of the three bombs were washrooms of public train stations; and

There was no warning nor any claim of responsibility for the bombings.
UNDSS will attempt to obtain further information which will be passed on to all Agencies.

The above information confirms that the security situation in Myanmar is delicate and these small
bombing incidents may be a prelude to a continuing and escalating situation. It is yet early to make
any prognosis and would be unwise to believe that this may be an orchestrated and nonthreatening passing situation. Extreme vigilance should be the watchword for all staff and
dependants. We strongly encourage all staff and dependants to avoid large crowds and public
venues. Shop at smaller outlets, change shopping hours where there are fewer people at certain
times of the day/week. Avoid if possible large public bus/train depots as well as using this mode of
transport. In addition, UN guards and staff at UN compounds/offices and Agencies should increase
their vigilance particularly with visitors and vehicles entering workplaces. Report any and all
suspicious activity information immediately to your Security Focal Points and the UNDSS team

On behalf of the Designated Official a.i., Mr. Daniel Baker please take note of the following:
Information has just been received that at about 8:45 am Wednesday, 16 January 2008 a bomb exploded
aboard a highway passenger bus. The bus was being parked for the passengers to have breakfast at
Sagaing Lay Malar restaurant on the Yangon-Mandalay Highway near the 68 th mile post in Pyinpongyi
Village Bago Township. The bus was on it's way from Kyaukkyi to Yangon. The bus conductor Lwin Soe
35 years of age was killed in the bomb explosion that took place on the rear part of the bus. Most of the
passengers were off the bus at the time having breakfast in the restaurant.
This is the third death in series of small blasts which have occurred from the 11 January.
There has been no claim of responsibility from the Karen National Union (KNU) or any other group.
Kyaukyi, where the bus involved in this latest explosion originated, is in Karen state.
The above information has been confirmed by authorities.

The Above information confirms that as previously mentioned in Bulletin # 1-2008 the security
situation in Myanmar is fragile and confirms that these small bombing incidents appear to be
continuing. We still also do not know who is behind these bombings nor the motivation of the
perpetrator(s). As Previously mentioned, it would be unwise to believe that this may be an
orchestrated and non-threatening passing situation. Extreme vigilance should be the watchword
