covering the performance characteristics, design, manufacture, testing, supply,
delivery and bidding submission requirements ofsingle and three-phase, pole and
ground mounted Distribution Transformers.
It is expected that manufactures will supply energy efficient standard design
equipment that will provide high level of efficiency and significant cost savings to
the utility.
This specification follows IEC guidelines for equipment specifications for standard
altitude up to 1000m.
The specification covers transformer sizes 25kVA, 50kVA, 100kVA, 200kVA and
315kVA for pole mounting and 400kVA, 500kVA,630kVA, 800kVA for ground
mounting.
Only the transformer sizes required in the bid shall be applicable.
The data provided in this specification are applicable as per standard IEC guidelines
for up to and including highest altitudes 1000m. If the equipment to be provided
under the bid are intended to be used at higher altitudes, this information shall be as
specified in the general technical specification TS-GN-01 or as defined in the scope
of supply which shall override TS-GN-01. This will define the very particular
environment requirements for the individual goods to be provided under the bid. In
the case of the transformer the altitude will affect the parts of the transformer that
are exposed to air such as bushings, arcing horns etc. but not items immersed in oil.

The losses shall be stated and guaranteed in the technical specifications of the Bid.
The guaranteed transformer losses stated in the above table shall be the maximum
allowed and there will be no positive tolerances during acceptance / routine testing.
Bidders shall also state losses at the extreme taps.
All measurements of instruments used for losses shall be of accuracy of class 0.1.

8.1

CAPITALIZATION OF LOSSES FOR BID EVALUATION

When evaluating the individual Bids, the distribution transformer losses will be
capitalized as follows:
Tnl = Total No-load losses (Core losses + dielectric
loss) at rated voltage and frequency.
Tll = Total load losses in kW (copper loss + stray
loss) at rated current, frequency and rated output
power at nominal tap

US $ 1950 per kWfor 25

years
US $ 520 per kWfor 25
years

Losses will be capitalised at the above rates to the bid price for evaluation purposes
only according to the formula below:
Tep = Tbp + Tloss
Where
Tep = Transformer bid evaluation price
Tbp = Transformer bid price
Tloss = Cost of the operation and maintenance in 25 years made up as follows:
Tloss = US$ 520 x Tll + US$1950 x Tnl
Where
Tll = Transformer Load Loss Figures in kW
Tnl = Transformer NO Load Loss Figures in kW
If the Bid currency is other than US$ the exchange rate used for bid evaluation will
be used.
There will be no credit for losses less than the guaranteed value other than for
evaluation purposes

8.2

PENALTIES FOR LOSS

If, on delivery, the tested losses exceed the guaranteed losses then losses in excess of
the guaranteed values may be capitalized at TWO TIMES THE EVALUATION
RATE and the amount deducted from the contract price. Losses will be the nearest
KW of losses.
