Pada akhir september, pemerintah telah menetapkan

dan mengumumkan nilai kenaikan cukai rokok pada


2017.
Menteri Keuangan Sri Mulyani mengatakan, bukan
tanpa alasan pemerintah memutuskan penetapan
kenaikan cukai rokok lebih cepat dari biasanya.
Pemerintah ingin memberi kepastian bagi seluruh
masyarakat terkait isu kenaikan harga rokok yang
fantastis.
"Keputusan kami buat sekarang untuk berikan sinyal
dan kejelasan dan industri untuk lakukan persiapan,"
kata Sri Mulyani di gedung Ditjen Bea dan Cukai,
Jakarta, Jumat (30/9/2016).
Kenaikan cukai rokok rata-rata 10,54 persen di tahun
depan akan mengerek harga rokok.
Petani cengkeh di lereng Gunung Slamet Pulosari,
Kabupaten Pemalang, Jawa Tengah khawatir kenaikan
harga rokok akan berdampak pada menurunkan
permintaan cengkih oleh perusahaan rokok.
Saat ini harga tembakau di tingkat petani terpuruk,
yakni Rp 1.000 per kg. Petani tembakau di Kabupaten
Pemalang, Jawa Tengah misalnya. Mereka meminta,
jika benar-benar harga rokok naik, maka harga
tembakau juga harus naik.
"Kalau pemerintah mau menaikkan harga rokok per
bungkusnya sampai Rp 50 ribu, bantu dulu stabilkan
dan menaikkan harga tembakau yang saat ini
hancur," ucap Slamet 50 tahun, petani di Desa
Karangsari, Kecamatan Pulosari, Pemalang, Jateng,
Senin 22 Agustus 2016.
Pemerintah belum memutuskan apakah Indonesia
akan ikut serta dalam Framework Convention on
Tobacco Control (FCTC) atau tidak. Namun untuk
mencegah generasi muda merokok, Presiden Jokowi
memiliki 4 jurus.
"Pertama, Presiden meminta menteri terkait menekan
impor tembakau. Kedua, menaikkan cukai tembakau
impor," kata Sekretaris Kabinet Pramono Anung, di
Kantor Presiden, Jakarta, Selasa (14/6/2016).
"Ketiga, menaikkan cukai rokok dan keempat,
mempersempit ruang bagi para perokok," tambah
mantan Sekjen PDIP itu.

Menurut Elvira, aspek yang perlu diperhatikan
sebelum menaikkan cukai rokok adalah semua mata
rantai industri tembakau yang meliputi petani,
pekerja, pabrik, pedagang, hingga konsumen.

Berawal dari penelitian
Wacana kenaikan harga rokok hingga Rp50.000 per
bungkus berawal dari penelitian studi Pusat Kajian
Ekonomi dan Kebijakan Kesehatan Fakultas Kesehatan
Masyarakat, Universitas Indonesia.
Studi yang diterbitkan di Jurnal Ekonomi Kesehatan
Indonesia itu mengkaji dukungan publik terhadap
kenaikan harga rokok dan cukai untuk mendanai
jaminan kesehatan nasional (JKN) yang biasa dikenal
sebagai BPJS.
Berdasarkan survei terhadap 1.000 orang dari 22
provinsi dengan tingkat penghasilan di bawah Rp1
juta sampai di atas Rp20 juta, sebanyak 82%
responden setuju jika harga rokok dinaikkan untuk
mendanai JKN.
Dengan menaikkan harga dua kali lipat, jumlah rokok
yang dikonsumsi akan turun tetapi jumlah uang yang
beredar untuk rokok tetap naik. Maka pemerintah
menerima tambahan uang cukai sebesar Rp70 triliun,
itu cukup untuk menutup defisit JKN, tutur penulis
utama laporan itu, Hasbullah Thabrany.
Kebijakan pendukung
Meski demikian, Wakil Ketua Yayasan Lembaga
Konsumen Indonesia, Sudaryatmo, menilai sekadar
menaikkan harga rokok tak cukup untuk menurunkan
jumlah perokok.
Kebijakan itu, menurutnya, perlu dibarengi rangkaian
kebijakan pendukung; antara lain menyediakan terapi
bagi masyarakat yang ingin berhenti merokok.
Di satu sisi harga rokok dinaikkan, di sisi lain
pemerintah
juga
menyediakan
alternatif
bagi
masyarakat yang mau berhenti merokok berupa terapi
gratis di klinik kesehatan. Selama ini sudah ada, tapi
jumlahnya terbatas, kata Sudaryatmo.
Sudaryatmo mengakui bahwa kenaikan harga rokok
tak akan berdampak besar pada para perokok yang
sudah ketagihan. Meski demikian, ia berharap langkah
itu dapat menekan angka pertumbuhan perokok
pemula.
Kebijakan kenaikan cukai rokok akan lebih efektif jika
pada saat yang sama ada larangan menjual rokok
secara ketengan dan isi kemasan bungkus rokok
dibatasi minimal 20 batang, tambah Sudaryatmo.
