Preparation of Diagnostic Report which shall include land use,

zoning & land investigation, warehousing land, transportation,
Public buildings, industrial/commercial communication, highway,
roads, railways, jetties, wharves, moorings & navigational
channel, telecommunications, utilization of water, power & natural
resources, community planning, housing, slum clearance
amelioration, community facilities including water supply,
sewerage disposal, electricity supply, gas supply and other public
utilities, residential accommodation & welfare facilities for PQA
employees, environmental control & prevention of pollution etc.

Submission of Diagnostic Report.

Analysis of Port Development Scenario and Future Strategy.

Preparation of Strategic Optimizing Study Report shall include,

shipping & road traffic forecast, land use, zoning & land
reservation, Karachi city & water land connection development,
plan of Rail & Road connectivity corresponding to shipping & road

Revision and Updating of Port Qasim Master Plan.

Preparation of existing & future development / implementation

plans shall include the identification of projects for
implementation, implementation plans considering available PQA
funds, other lending options be considered and recommend most
10. feasible / doable option with arrangement of financing for
implementation, use of simulation to determine what
development projects options / plans can maximize the expected
revenue, curve analysis to optimize the present / future revenue
of PQA & assessment of future uncertainty etc.

Submission of existing & future development / implementation

12. Recommendation for arrangement of water.

Financial Appraisal which shall include assessment of sources of
13. investments, cash flow projection financial and economic internal
rate of return.
Preparation of Draft Final Report which shall include master plan
14. and summary of work performed, consultants findings and
recommendations.
15. Submission of Draft Final Report.
Preparation of Final Report which shall incorporate all
16. revisions/modifications to the Draft Final Report as approved or
necessary.
17. Submission of Final Report.
