United States Secretary of Defense William Cohen stated in a press briefing, while commenting
on new technological threats possibly held by terrorist organizations:
Others are engaging in an eco-type of terrorism whereby they can alter the
climate, set off earthquakes, (and) volcanoes remotely, using the use of
electromagnetic waves.
This quote is taken from an April 1997 counterterrorism conference sponsored by former Senator
Sam Nunn, quoted from "DoD News Briefing, Secretary of Defense William S. Cohen, Q&A at
the Conference on Terrorism, Weapons of Mass Destruction, and U.S. Strategy," held at the
University of Georgia-Athens, Apr. 28, 1997. This statement overlooked the fact that HAARP
was a secret Soviet Union-US joint project during the Cold War.
HAARP is a land based, sea based, air based, space based integrated global weapons system
developed from Tesla technology. It was secretly co-developed by the Soviet Union and the
United States as the Woodpecker Project during the Cold War, at the Livermore Nuclear
Weapons Lab and in the Soviet Union. The program was secretly funded under the cover of
National Ballistic Missile Defense and the Star Wars program. Some of the applications of
HAARP are described in the original patent held by the inventor Dr. Bernard Eastland, and in the
US Congressional resolution HR 2977 Space Preservation Act of 2001. They include missile
defense, chemtrails, communications disruption, subsurface mineral exploration from space,
rogue waves, tectonic events, weather modification, with emphasis on mind control.

The findings were laid out in the European Parliament report, but there was little followup or further investigations. The list of HAARP facilities around the world explains why:
Concluding that HAARP is a breach of international law. All the implications of
the new weapons systems should be examined by independent international
bodies. Further international agreements should be sought to protect the
environment from unnecessary destruction in war.
The United States Government refused to participate in any aspect of the investigation:
[The European Parliament] regrets the repeated refusal of the United States
Administration to send anyone in person to give evidence to the public hearing or
any subsequent meeting held by its competent committee into the environmental
and public risks connected with the high Frequency Active Auroral Research
Project (HAARP) programme currently being funded in Alaska.

DR. BERNARD EASTLUND AND THE HAARP PATENTS

HAARP is a large phased array electromagnetic wave generator located in
Alaska. The involvement of Dr. Bernard Eastlund in its creation has been well
documented in books and in magazine articles and newspapers. During the period
in which many of the books and articles were written, Dr. Eastlund was under a
15 year confidentiality agreement with ARCO (The Atlantic Richfield Company).
That confidentiality agreement has now matured. This web site will present
information regarding the development of the ARCO patents and the founding of
APTI (Now owned by AES Corporation) the corporation managing the HAARP
facility. (The ARCO patents referred to in this web site are three patents that Dr.
Eastlund assigned to ARCO because he was a consultant. They are 1) U. S. Patent

Development of HAARP was the hidden agenda behind the large number of nuclear weapons
tests, conducted by the US and Soviet governments, under the atmospheric testing program.
Livermore Nuclear Weapons Lab scientist, Dr. Nicholas Christofilos was the inspiration for high
altitude nuclear tests to develop HAARP and worked closely with Dr. Eastlund:
HIGH ALTITUDE NUCLEAR EXPLOSIONS
One of the inspirations for the ARCO patents came from Dr. Eastlund's friendship
with Nicholas Christofilos, a research scientist at the Livermore National
Laboratory who was the inspiration of a series of high altitude nuclear explosions.
The residue of these tests was a high population of MEV electrons trapped in
what are now referred to as the Van Allen belts. These electrons presented a
danger to satellites because of their ability to penetrate solids, and to heat or
disable materials in the satellites.

Development of the HAARP system was funded by DARPA, with Marconi Corporation (US)
involvement, merging in 1999 with BAE Systems Inc., a British defense and aerospace company
as the main contractor.
Jason scientists such as Dr. Christofilos, the successors to the Manhattan Project scientists from
WW II, worked along with some Manhattan Project scientists (Dr. Enrico Fermi did research at
Los Alamos nuclear weapons lab on solitons or standing waves known as rogue waves in the
HAARP applications) under contract to the Dept. of Defense to develop HAARP applications.
They were paid through the MITRE Corp., a research company started by MIT faculty, and later
expanded. MITRE Corporation was later reported, by investigative reporter Christopher Bollyn,
to have been involved in 911. Since HAARP technologies were used in the 911 False Flag
terrorist event, it is no surprise.

Space Preservation Act of 2001 - Reaffirms U.S. policy that activities in space should be
devoted to peaceful purposes.
Directs the President to: (1) ban U.S. space-based weapons and remove from space any
existing U.S. weapons; (2) terminate research and development, testing, manufacturing,
production, and deployment of all such weapons; and (3) direct the U.S. representatives
to the United Nations and other international organizations to work toward negotiating,
adopting, and implementing a world agreement banning space-based weapons.

In 2001, Mr. Alfred Labremonte Webre a Yale Law School graduate and long active in
preventing the weaponization of space, authored a House of Representatives bill for
Congressman Dennis Kucinich. Known as the Space Preservation Act of 2001, it is the best
description of the HAARP weapons system as a WMD. This is the only time that chemtrails
have been mentioned in Congressional legislation, and the inclusion of chemtrails in the bill was
omitted when it was reintroduced the following year.
Chemtrails were an essential modification program for development of HAARP, and were first
described August 11, 1987, in HAARP patent # 4,686,605: Method and apparatus for altering a
region in the earth's atmosphere, ionosphere, and/or magnetosphere:

It has also been proposed to release large clouds of barium in the magnetosphere so that
photoionization will increase the cold plasma density, thereby producing electron
precipitation through enhanced whistler-mode interactions.

CIA AND HAARP

The CIA was heavily involved with the development of HAARP and its applications through the
secret MKULTRA program, and defense contractors, and now they own it:
The patents described below were the package of ideas which were originally controlled
by ARCO Power Technologies Incorporated (APTI), a subsidiary of Atlantic Richfield
Company, one of the biggest oil companies in the world. APTI was the contractor that
built the HAARP facility. ARCO sold this subsidiary, the patents and the second phase
construction contract to E-Systems in June 1994.
E-Systems is one of the biggest intelligence contractors in the world, doing work for the
CIA, defence intelligence organisations and others. US$1.8 billion of their annual sales
are to these organisations, with $800 million for black projects-projects so secret that
even the United States Congress isn't told how the money is being spent.
E-Systems was bought out by Raytheon which is one of the largest defence contractors in
the world. In 1994 Raytheon was listed as number 42 on the "Fortune 500" list of
companies. Raytheon has thousands of patents, some of which will be valuable in the
HAARP project. Twelve patents are the backbone of the HAARP project, and are now
buried among the thousands of others held in the name of Raytheon.

In 1995, the Wall Street Journal reported 'Raytheon to Acquire E-Systems for $64 a Share, or

DR. GORDON MACDONALD: ENVIRONMENTAL WARFARE

In 1968 a prophetic book was published, Unless Peace Comes: A Scientific Forecast of New
Weapons, edited by Nigel Calder, a research scientist and Editor of The New Scientist. At the
peak of the Cold War, sixteen eminent scientists from six countries contributed a chapter
projecting warfare in the future from the viewpoint of their own disciplines. Perhaps the most
disturbing and foreshadowing was the chapter on environmental warfare by Dr. Gordon J.F.
MacDonald, How to Wreck the Environment. An Associate Director of the Institute of
Geophysics and Planetary Physics at the University of California, Los Angeles, he also
participated in national science policy-making as a member of President Johnsons Science
Advisory Committee. A Jason scientist and elite scientific insider during the Cold War, he was
the chief architect of the HAARP program known as tectonic warfare, an aspect of the
hardware and software of how to wreck the environment. In this prophetic chapter he
described weather modification, climate modification, earthquake modification,
modification of oceans, and brain waves around the world (mind control), all now recognized
as HAARP programs or applications. In the last two pages, he reveals the intelligence agencies
(such as CIA, MI6, Mossad) purpose for HAARP applications as secret war and changing
relationships:
Eventually, however, means other than open warfare may be used to secure national
advantage. As economic competition among many advanced nations heightens, it may be
to a countrys advantage to ensure a peaceful natural environment for itself and a
disturbed environment for its competitors. Operations producing such conditions might
be carried out covertly, since natures great irregularity permits storms, floods, droughts,
earthquakes and tidal waves to be viewed as unusual but not unexpected. Such a secret
war need never be declared or even known by the affected populations. It could go on
for years with only the security forces involved being aware of it. The years of drought
and storm would be attributed to unkindly nature and only after a nation were thoroughly
drained would an armed take-over be attempted.

He concludes:
Our understanding of basic environmental science and technology is primitive, but still
more primitive are our notions of the proper political forms and procedures to deal with
the consequences of modification. All experience shows that less significant
technological changes than environmental control finally transform political and social
relationships. Experience also shows that these transformations are not necessarily
predictable, and that guesses we might make now, based on precedent, are likely to be
quite wrong.

The fact that this chapter was written in 1968 indicates that advanced planning had already been
developed for decades based on Tesla concepts, inventions, and technologies. Another
indication that Tesla was of high interest to the National Labs is that the south boundary road for
the Livermore nuclear weapons lab, where HAARP was co-developed with the Soviets during
the Cold War, was named Tesla Avenue, probably as early as the 1950s. The 1984 letter
mentioned earlier, from the US Undersecretary of Defense to ARCO inviting Bernard Eastland
to present his research to the Jasons (on patents that led to the development of HAARP), was just
a formality. In fact the Soviets had already introduced ULF over-the-horizon radar globally

when the Woodpecker signal officially went

operational on July 4, 1976, the 200th anniversary of
the United States. The Woodpecker signal
broadcast bursts spaced at 0.1s(10Hz) on shortwave
around 14MHz that made a knocking sound initially
on shortwave transmissions globally, and was
nicknamed Woodpecker by ham operators. Such
early interest in Tesla technologies in fact goes back
to the early 20th century, and may have been the real
purpose for development of nuclear weapons and the
atmospheric testing program, in order to inject large
amounts of ionized particles into the upper
atmosphere in order to understand the earths
magnetic field and ionospheric-magnetospheric
dynamics.

TECTONIC NUCLEAR WARFARE GOES OPERATIONAL

With the sale of the Eastland patents to Raytheon in 1995, the CIA and HAARP programs went
operational with the 1995 Kobe earthquake in Japan. Geoscientists have noticed a series of
unprecedented large off-scale environmental disasters since 1995. Various factors
(foreshadowing, ULF transmissions detected, never before reported off-scale magnitudes,
economic benefits) indicate these are HAARP events: 2001 Gujarat earthquake, 2004 Indian
Ocean earthquake, 2005 Kashmir earthquake, 2005 Hurricane Katrina, 2006 Sumatra earthquake
and tsunami, 2007 Black Sea storm, 2007 Niigata earthquake, 2008 Myanmar cyclone, 2008
China earthquake, 2010 Haiti earthquake, 2010 Chile earthquake, and most recently the 2011
Great Tohoku earthquake and tsunami causing the Fukushima global nuclear disaster.

5. Infrared emissions above the epicenter increased dramatically in the days before the
devastating earthquake in Japan, say scientists Technology Review, MIT May 18, 2011.

Today, Dimitar Ouzounov at the NASA Goddard Space Flight Centre in Maryland and a few
buddies present the data from the Great Tohoku earthquake which devastated Japan on 11
March. Their results, although preliminary, are eye-opening.
They say that before the M9 earthquake, the total electron content of the ionosphere increased
dramatically over the epicentre, reaching a maximum three days before the quake struck.

At the same time, satellite observations showed a big increase in infrared emissions from above
the epicentre, which peaked in the hours before the quake. In other words, the atmosphere was
heating up.
A comment on this article mentioned that the EISCAT HAARP facility in Tromso, Norway, was
conducting an ionospheric heating experiment in the weeks before this earthquake. The heating
causes water pockets to boil in the fault zone, and the expanding steam helps to release the parts
of the fault zone that are locked up.

Japan's Meteorological Agency and researchers have determined that the tsunami of
March 11th reached heights of up to 40 meters (131 feet) in some areas.
Due to communication failures and blackouts as well as automatic tide-gauge stations
being destroyed during the disaster, the precise height of the tsunami waves was unclear.
Experts have looked into traces of each tsunami in the affected area and found that
around 10-meter waves reached wide areas of Iwate, Miyagi and Fukushima Prefectures.
They also found tsunami reached up to 40.5 meters in Miyako City in Iwate Prefecture,
37.8 meters in Noda village also in Iwate Prefecture, and 34.7 meters in Onagawa town in
Miyagi prefecture.
Based on the collected data, researchers are now working on discovering how the giant
tsunami was triggered.

Thus, the U.S. Department of Energy (DOE), under the directorship of Dr. Steven Chu
(Secretary of Energy) and Dr. Stephen Koonin, is following in the Fukushima HAARPradiation false flag operation the same methodology that they followed in the BP Gulf Oil

Ms. Moret states, "Dr. Steven Chu received a $500 million grant from BP Oil prior to

Ms. Moret states, Together, DOE/BPs Secretary of Energy Steven Chu and Dr. Stephen
Koonin are doing the same thing at Fukushima that they did at the BP Gulf of Mexico oil
spill with full approval by President Obama. Dr. Chu and Dr. Koonin increased the

exposure of the population both at Fukushima (radiation) and at the Gulf of Mexico oil
spill (toxins), and they acted within the U.S. government on behalf of President Obama,
so that effective action to prevent exposure could not be taken. With full Presidential
oversight, the U.S. Government is increasing radiation exposure in the northern
hemisphere from Fukushima, through Secretary of Energy Chu and Dr. Koonin on behalf
of their benefactors the British crown and BP, with the same depopulation agenda result
they had at the BP Gulf oil spill.
