IMPLEMENTING RULES AND GUIDELINES


Registration Details
1. The registration fee for the three-day press conference is Php
3,500_per participant. First meal shall be lunch of November 16 and
last meal shall be lunch of November 18.
2. Pre-registration is mandatory. No pre-registration, no kit and t-shirt.
Walk- in participants may be accepted but shall not be provided with
kits and t-shirts.
3. Pre-registration should be done with full payment of the registration
fee.
4. Only CASH payments shall be accepted.

6. Please send your pre-registration form together with the scanned copy
of the deposit slip to Prof. Arlene Moises-Lagman thru email address:
arlenemlagman@gmail.com on or before October 15, 2016.
7. An institutional fee of PhP 500 per school publication shall be collected,
chargeable to respective publication fund, on November 16, 2016
during the start of the 17th RTSPC.
8. No student participants shall be allowed to join the conference/contest
without the presence of their respective advisers.
9. Participants with special food requirements are advised to coordinate
with the Secretariat Committee. They are advised to indicate in the
pre-registration form said concern.

Individual Contests
1. Eligibility. Any bona fide college student who is a member of the
publication is eligible to participate in the press conference.
Certification from the school registrar (with dry seal) is

required upon registration. Each contestant shall bring a duly


authenticated student ID forAY 2016-2017. A medical certificate
from the school physician should also be presented upon registration.
2. Contestants may participate in not more than three (3) contests.
3. There shall be 12 contested categories in English and Filipino. These
are the following: newswriting, editorial writing, sports writing, feature
writing, poetry writing, development communication writing, comic
strip drawing, copyreading/headline writing, column writing, editorial
cartooning, photojournalism and literary graphics illustration.
Layouting, which is now a regular contest, shall follow the following
guidelines:
Each contestant must bring a laptop or desktop computer with
CD/DVD writer or USB port. The laptop/desktop computer
must have Adobe Photoshop and In-Design of any version.
Materials (text, photos, graphics, masthead, editorial box)
shall be provided by the lecturer/judge either in Filipino or
English.
In two and a half (2 ) hours, including the lecture, each
contestant shall make a layout of a 4-page newsletter with
9x12/8.5x11 sized paper that shall contain news, opinion,
feature and sports sections.
Contestants are not allowed to add or remove any of the
materials provided by the judge in the final layout.
Final layout must be saved in .pdf format and must also be
saved in a blank cd/dvd or flash drive for submission to the
proctor for judging. Contestants must bring their own cd/dvd
or flashdrive.
Placing of any marks that shall identify the school is not be
allowed. Entries with marks shall be automatically
disqualified.
6. Contestants in Editorial Cartooning shall use charcoal and/or pencil
only. A 1/8-illustration board shall be used for the competition.
Contestants shall bring their illustration board.

Use of ink in Comic Strip Drawing is allowed. Comics drawing


should be in 4 boxes. 1/8-illustration board shall used for the
competition. Contestants shall bring their illustration board.

For Literary Graphics Illustration, contestants are to interpret a


poem or any prose to be given by the lecturer/judge in a 1/8illustration board. Any medium with a maximum of six (6) colors is
allowed. Contestants shall bring their illustration board.

9. Writing style in opinion writing shall be informal, with commentary


breaks on national or developmental issues.

Photojournalism contestants shall use digital SLR cameras,
however, printing cost for twelve (12) pictures shall be shouldered
by the contestants. Contestants shall bring their -illustration
board.
11.Participants who shall come late in his/her contest due to
participation in another individual contest shall be given one (1)

hour. Participants who shall arrive late not due to participation in


another contest shall be allowed in the contest but he/she shall only
consume the remaining time allotted for that particular contest.
12. Top 10 shall be announced winners who shall all receive certificates
of recognition, but only the Top 5 shall receive medals. While
certificates of merit shall be awarded to the contestants adviser.
Also, only the Top 5 shall be qualified to participate in the 16 th
LHEPC.
Note: Dress code shall be strictly observed. No contestants shall be
allowed inside the contest rooms in house clothes. Advisers are
not exempted from this rule.
Group Competitions:
1. School papers/publications published within the present academic year
shall be considered entries to the group competitions.
2. There shall be 5 brackets: MAGAZINE, NEWSLETTER,
BROADSHEET and LITERARY FOLIO.

3. Schools can enter their publications in ANY or ALL bracket categories


provided there is no duplication of the same bracket type as entry.
4. Standard sizes of Print Publications shall be observed (stated below).
Discretion of the organizing committee shall be respected in
determining acceptance of entries deviating from the following sizes:
Magazine (8.5 x 11.5 or 9x12, minimum of 24 pages)
Newsletter (8.5 x 11.5 or 9x12, minimum of 12 pages)
Literary Folio (any size, minimum of 40 pages)
Broadsheet (13/13.5 x 22, minimum of 12 pages)
Tabloid (12 x 18, minimum of 12 pages)
5. Mimeographed and computer printed papers or publications shall not
be allowed for competition. Only offset printed publications shall be
accepted.
6. Fifteen (15) copies are required in each bracket for the competition.
7. Top 5 shall be announced winners. ALL shall receive trophies and
certificates of recognition.
8. All group entries should be received on or before October 28, 2016

Travel Advisory:
1. Estimated regular fare from Legaspi to DEBESMSCAT, Mandaon, Masbate
including terminal fees is PhP1, 302.00 back and forth.
2. The Organizing Committee is arranging a special trip for RTSPC delegates
since the regular ferry service may not be able to accommodate the bulk of
passengers who are joining the press conference. The special trip is expected
to leave Pilar, Sorsogon at 8am on November 16 and reach Masbate City at
12 noon of the same day. The trip is expected to be on a much lower fare rate
but can only accommodate around 232 passengersso those who are planning
to join the special trip are advised to coordinate with the Chairperson of
the Accommodation & Transportation Committeeas soon as possible/ on
or before October 15, 2016:
