A BILL to amend section(s) 737.16


of the Ohio Revised Code to change the way police officers react to dangerous situations.
WHEREAS, African-Americans are getting killed by white police officers, and this presents a danger for
African-American citizens of the State of Ohio.
WHEREAS, current laws are not clear in stating what police officers should do when they approach a suspect.
BE IT ENACTED BY THE 131st GENERAL ASSEMBLY OF THE STATE OF OHIO.
737.16 Appointment of deputy marshals, police officers, night guards and special police officers.
The mayor shall, when provided for by the legislative authority of a village, and subject to its confirmation, appoint all
deputy marshals, police officers, night guards, and special police officers. All such officers shall continue in office until
removed therefrom for the cause and in the manner provided
by section 737.19 of the Revised Code.
No person shall receive an appointment under this section after January 1, 1970, unless the person has, not more than
sixty days prior to receiving such appointment, passed a physical examination, given by a licensed physician, a physician
assistant, a clinical nurse specialist, a certified nurse practitioner, or a certified nurse-midwife, showing that the person
meets the physical requirements necessary to perform the duties of the position to which the person is to be appointed as
established by the legislative authority of the village. The appointing authority shall, prior to making any such
appointment, file with the Ohio police and fire pension fund a copy of the report or findings of said licensed physician,
physician assistant, clinical nurse specialist, certified nurse practitioner, or certified nurse-midwife. The professional fee
for such physical examination shall be paid for by the legislative authority.
No person shall have a contract or renewed as a police until they learn certain training techniques and pass a certain test.
They should go through this every couple of years after they have left the police academy. They shall learn how to handle
certain situations and should know how to shoot their target. They should understand the techniques and should know
how to react under life threatening situations. The test should be taken before they are accepted into the authority office
and before they get out of the police academy. They should learn to shoot, aim, arrest, run plates, investigate crimes,
memorize the Miranda Rights, call for backup when needed, and know when and where to shoot people. Taser training
should be mandatory. Shooting to wound instead of kill should be mandatory. They should not shoot to kill unless it is
necessary because they have proof that the suspect is armed and dangerous.

This law shall take effect December 1,2016.
