Dear Mr. Thomas:
It is with a heavy heart that I am notifying you and the City of Reno that 1
will be leaving my employment with the City, effective December 1, 2016. In
addition to resigning, | will also be retiring from the Public Employees.
Retirement System, effective the same date.
In the course of my years with the City I had the opportunity to work on a
wide range of projects and programs which served and improved our community,
including the construction and operation of the Community Assistance Center;
the creation and implementation of the Reno Accelerator Fund Program; the
ReTRAC enhancements; the restoration of the historic California Building; two
SAFER grants which saved 74 firefighter jobs during the Great Recession; the
international IBM Smarter Cities project; the construction of the new Neil Road
Senior Center; the implementation of the American Recovery and Reinvestment
Act of 2009; and the design and execution of the Reno Master Plan update.
Several of these projects were true game-changers in the provision of human
services, preservation and expansion of community assets, and stimulation of
economic development. Throughout those years, I worked with an amazing team
of talented and dedicated Reno staff, many of whom became dear friends. 1am,
and will always be, grateful for the opportunities, the friendships, and the
memories.
Given this background and my track record with the City, itis unfortunate
that my resignation is under circumstances which constitute a constructive
discharge. In the wake of the events that unfolded after June 22, 2016, and, in
particular the increasing hostility that I experienced after March 2016, the City
has become an unsafe work environment for me. Most telling, the City continues
to refuse to properly investigate the workplace complaints which members of the
City Council encouraged staff to report. My complaints of misconduet, cronyism,
hostility, and retaliation were not addressed during the Alice Mercado
investigation and I have been excluded from the second investigation beeause
the City insists on the right to attempt to use my interview against me. Given
these facts and the reality that without a proper investigation to remediate the
aticonditions stemming from the structural problems which underlie them, I feel I
have no choice except to resign.
If, during the period between November 17 and November 30, you would
like me to assist with the transition of work or the transfer of files, I would be
happy to do so if certain protections were assured. Further, if my administrative
leave is withdrawn during this period, I would request to draw down some of my
accumulated vacation hours until my resignation is in effect.
