SCOPE
M/s. Olayan Financing Company shall be setting up Al Bustan II project. A resort housing
compound and school, with a gross built up area of approximately 240,000 sqm. CH2M Olayan
has been appointed to provide preliminary engineering design for utility complex.

2.0

STANDARDS
Design and engineering of electrical installations shall be in accordance with latest revisions of
IEC and shall meet all statutory requirements of the National and Local regulations currently in
force in Saudi.
Electrical equipment and materials shall comply with relevant project specifications and
respective datasheets.
In the event of contradiction between various referenced engineering standards, datasheets and
national/local regulations the following shall be in the order of preference

SERVICE CONDITIONS
The electrical installation and all materials used shall be new and suitable for continuous
operation under the service conditions as per climatic condition of the project.

Reliability

of

all

equipment

to

perform

continuously

in

the

service

conditions

specified is essential. Equipment typical of that being supplied shall have been in operational use
elsewhere for a minimum of two years. Prototype or unproven equipment not having a wellestablished record will not be considered.

BASIC DESIGN REQUIREMENTS


The basic design requirements for preparation of electrical drawings and design calculations
shall be as stated in this Specification.

4.1 Electrical Load Schedule


The Electrical Load Schedule will form the basis for provision of the necessary electrical
distribution system capacity.

The following shall be included in the Electrical Load Schedule:

The installed electrical loads

Category of loads i.e. continuous (all loads required continuously for normal operation
running all the time), intermittent (all loads required for intermittent operation and
running occasionally) or standby (all loads required for in emergencies only)

Rated active power in kW (shaft output), rated power factor, rated current, rated
efficiency

Absorbed active power in kW

Reactive power in kVAR

The Continuous (Sum C), intermittent (Sum I) and Standby (Sum S) loads shall be
summated separately.
A diversity factor shall be applied to each of these summations so that the Total Plant
Running Load (TPRL) and the Total Plant Peak Load (TPPL) can be calculated.
The recommended diversity factors are 1.0 x (Sum C), 0.3 for (Sum I), 0.1 for (Sum S).
Adequate care needs to be given to the requirement that 0.3 x (Sum I) shall not be less
than the largest single intermittent load. A suitable diversity factor shall be applied to arrive
at the actual power requirement.
The TPRL shall be sum of 1.0 x (Sum C) and 0.3 x (Sum I). The TPPL shall be sum of 1.0 x
(Sum C), 0.3 x (Sum I) and 0.1 x (Sum S).
In general DF/LF of the 0.8 shall be considered for utility loads.
A separate Load schedule shall be prepared for each MV and LV switchboard.

variations. The combined voltage and frequency variation shall be 10%.

The standard intake and distribution voltages to be employed are as follows:

34.5Kv, 3 phase, 3 wire, 60 Hz, resistively earthed.

13.8Kv, 3 phases, 3 wires, 60 Hz, resistively earthed.

480/277V 3 phase, 4 wire, 60 Hz, neutral solidly earthed.

208/120V 3 phases, 4 wires, 60 Hz, neutral solidly earthed for lighting and small
power.

120V 1 phases, 2 wires, 60 Hz derived from UPS system solidly earthed.

125 V DC, 2 wire, unearthed.

Any other auxiliary/control voltage required apart from the above mentioned voltages shall be
developed within the package/equipment.
The standard utilization voltages for electrical equipment shall be selected from the following:

Motors above 350 Kw to 3750 Kw 13.8Kv, 3 Phase, 60 Hz

Motors < 350 Kw 3 Phase, 460V, 60 Hz / 3 Phase

Package units (without big drives) - 480/ 277V, 60Hz

Lighting and small power - 208/120V AC, 60 Hz

Instrument Supplies 120V AC, 60Hz;125V DC

Motor starter control 120V, 60Hz, 1 phase from control transformer or


phase/neutral in each motor starter

Circuit breaker closing, tripping, indication and spring charging motor -125V DC

EQUIPMENT REQUIREMENT
Degree of Protection
Depending upon the location of the electrical equipment, one of the following minimum
degrees of protection against contact with live or moving parts against ingress of solid foreign
bodies and liquids shall be selected in accordance with appropriate standards of IEC.
The degree of protection to environmental conditions for equipment located outdoors shall be
at least;
-

IP 55W for electric motors. (Sun shade or canopy shall be provided for motors without
air cooled heat exchanger or other coolers)

IP 55W for motor cable terminal boxes and bearing housings, junction boxes, control
stations, lighting fittings and auxiliary equipment.

For vertical motors (with downward Driving end) canopy shall be provided at nondriving end.

The degree of protection of equipment located indoors shall be at least;

IP 42 for switchgear, relay cabinets, junction boxes etc.

For heat generating equipment such as rectifiers, inverters and heater control
cabinets, IP 31 is acceptable.

POWER SYSTEM DESIGN


Primary Consideration
The power generator distribution for the Project shall be shown on the Key single line
diagram. The design philosophy for electrical power distribution shall afford the following: -

a)

Person and plant safety

b)

Maximum reliability.

c)

Stability under all operating conditions.

d)

Maintenance.

e)

Operability including flexibility of operation.

The design of the electrical power distribution systems and generation systems
where applicable, shall ensure that electrical faults and loss of generation prime
movers are correctly and safely isolated with the minimum disturbance to the healthy
systems.
Power System Distribution Philosophy shall be covered in Power Philosophy
document no. AB2-GGN-DRW-3.35PE-08.
7.2

Emergency System
Emergency diesel generator shall be provided to meet the black start load demand
for TG set. Loads critical for safe shutdown of the facility as dictated by the system
requirements and emergency load/ lighting shall be connected to an emergency
switchboard. Under normal conditions, the emergency switchboard shall be supplied
from the Main power supply. In the event of loss of normal supply voltage, the

emergency switchboard shall automatically be transferred to an emergency supply.


7.3

Short Circuit Rating


Short circuit rating (making, breaking, withstand as applicable) of electrical
equipment shall be based on results obtained in the Short circuit study. Maximum
short circuit levels shall be calculated by considering the worst case scenario.

7.4

Metering, Alarms and Indication

a) All MV circuit breakers shall be provided with a 3 phase, microprocessor based Power Meter
incorporating integral display, keypad and shall provide the following measurements:i. Phase currents
ii. Phase voltages
iii. kW / kVAr
iv. MWh / MVARh
v. Frequency
vi. Power factor
vii. kVA

Alternatively above may also be measured utilizing a numerical relay.


b) All L.V. incomers shall be provided with an ammeter and voltmeter, both fitted with selector
switches. LV incomers shall have microprocessor based protection relay which shall have
following measurements with integral display and keypad etc.

SUBSTATIONS AND SWITCHGEAR ROOM


Sub stations shall be provided to house the switchboard and its associated equipment shall
not be located in areas classified as Hazardous.
All rooms containing switchgear shall have two access doors to allow personnel and the
largest equipment to pass in to or out of the room. All doors shall be dust tight and
weatherproof.
All Sub Station buildings shall be designed to provide a clean, dust free and dry location for
the switchboard, motor control centers and auxiliary equipment.
In general and unless otherwise specified, substation shall be air conditioned.

8.4

Outdoor transformer bays shall be adjacent to the Power Station building and shall
incorporate two hour rated firewalls between adjacent bays. Sunshades shall form an
integral part of the transformer bay design, arranged such, not to impede ventilation.
Each bay shall be provided with a lift off mesh security screen, with padlocked access
door.

8.6

Wherever applicable, bus duct entries through walls shall have a fire seal.

10.0 MEDIUM VOLTAGE SWITCHGEAR


MV switchgear shall comply with the Specifications for MV Switchgear (AB2-GGN-

SPE-3.35PE-02). MV switchgear shall be metal clad type air insulated as specified in


the specification. Equipment shall have short circuit rating and other technical
specifications in accordance with specification and datasheet.
The breakers shall be SF6 or Vacuum. MV switchgear and controlgear shall be of
withdrawable type.
All switchboard components shall be designed to withstand the maximum expected short
circuit level as specified in SLD/Data sheet.
The switchboards shall have at least one spare outgoing cubicles on each busbar section.
The switchgear panel shall be suitable for satisfactory operation at the specified minimum
rating, at the maximum site ambient temperature of 55C during air conditioning failure for
duration as per code. Continuous operation shall be suitable for max design temp under air
conditioning roon as specified above. Satisfactory test evidence shall be submitted to confirm
the performance of equipment at all site conditions.

11.0 LOW VOLTAGE SWITCHGEAR


Low voltage switchgear and motor control centers shall comply with the Project
specifications.
Back-to-back design or double front design of LV switchgear shall not be provided
unless floor space is restricted.
Generally, for main switchboards, the number of sections shall be two and each bus-

section shall be provided with 100% rated incoming circuit.


i)

10 % spare shall be considered for design margin.

ii) The equipment shall be of the withdrawable type.


iii) The switchgear panel shall be suitable for satisfactory operation at the specified

LV Switchgear shall comply with project specification for LV Switchgear (AB2-GGNSPE-3.35PE-03). Equipment shall have short circuit rating and other technical
specification in accordance with project specification and SLD/datasheet.
12.0 TRANSFORMER
12.1 Oil Immersed Transformer
Power and Distribution transformers shall be oil immersed type. The transformers must be
designed for erection outdoors and continuous operation. The ratings and technical
specifications of the transformers shall comply with the requirements listed in the equipment
specification and schedule document.
Overloading of transformer in accordance with IEC 60354 shall be possible and the bushings,
tap-changer etc. shall not restrict such duty.
Where a combination of two methods of cooling is applied to one transformer as for
ONAN/ONAF units, the transformer shall be capable of operating under the ONAN condition
up to the load as stated in the schedules.
Transformers shall be provided with voltage control equipment of the tap changing type for
varying the effective transformation ratio without phase displacement. Transformers equipped
with a manual or automatic on-load tap changer shall have a separate switching
compartment so that the oil can be independently sampled and filtered during operation.

12.2 Dry Type Transformers


Lighting and small power transformers shall be of the dry type and cast resin encapsulated.
The ratings and technical specifications of the transformers shall comply with the
requirements listed in the equipment specification and schedule document.

Externally operated off circuit tap changing facilities shall be provided. Tapping range
shall be -5%, -2.5%, 0%, +2.5%, +5%; the values shall be clearly marked.

Padlocking facilities shall be provided for locking the tap changer in each tap
position.
13.0 AC UPS SYSTEM
AC UPS system shall be provided for critical process loads and instrumentation
system requiring uninterruptible maintained AC supply. Following loads in general
shall be connected to the AC UPS system:

PMS System

Fire and Detection System

Local panels for critical packages (wherever required)

Metering Stations instruments

Phone system

Any other load not indicated above requiring Critical AC supply.

The configuration of AC UPS System, e.g. redundant, stand-by redundant, parallel


redundant will depend upon the function of its consumers. The UPS system shall
also be provided with stabilized and maintenance bypass.
14.0 DC UPS SYSTEM
DC UPS system shall be provided to feed the following:

Switchgear control

Critical lighting

Telephone system

Generator Protection

Any other loads not indicated above

The DC UPS system shall comprise of 2 Nos. 100% rated rectifier/ charger units and
2 nos. 50% rated back-up battery banks.
DC Distribution boards shall have at least 20% spare outgoing feeders.
A design margin of 10% shall be considered in deciding the total capacity.

15.0 BATTERIES
Batteries shall be rated to fulfill load requirement at an operating temperature of 5C
to 55C.
While sizing the batteries, temperature correction factors and ageing factor shall be
duly considered.
Normal vented nickel cadmium batteries fitted with recombination vent plugs shall be
used for high reliability and availability, long service life, survivability in site
temperature extremes and minimizing the need for charging during shipping, storage
and installation. However, for special cases where space is constraint, valve
regulated lead-acid (VRLA) batteries with absorbed electrolyte in a micro porous
structure can be specified.
All batteries shall be located in a suitably conditioned environment, preferably in
dedicated battery rooms, separate from the UPS unit but located as close as
possible to it.
16.0 BATTERY AUTONOMY TIMES:
The battery autonomy times are detailed below:
1. Lighting
a) Escape Lighting general process/plant areas

rooms/spaces, canteen, recreational areas etc.

17.0 LOCAL CONTROL STATIONS


Control station enclosures shall be metal or glass fiber reinforced polyester (GRP).
Degree of protection shall be IP55. Use of aluminium is not permitted and nonmetallic enclosures shall be UV resistant and flame retardant.
Each motor shall be provided with a Local Control Station in the field near the motor
for starting and stopping purpose. Sun-shelter shall be provided to protect the
outdoor LCSs. Motor installed at elevated platforms shall be provided with additional
LCS at ground level for stopping the motor.
All threaded entries shall be ISO metric and fitted with plugs. For control stations
specified in hazardous areas, the plugs shall be certified for use in the hazardous
areas.

Control station components shall be in accordance with the following: a)

Start, reset, forward, reverse pushbuttons etc., shall be of the non-latching flat
shrouded actuator pushbutton type. Color shall be in accordance with the
respective IEC standard.

b)

Stop pushbuttons shall be of the automatic latch when depressed, unlatched


when turned, red colored mushroom head actuator pushbutton type and shall
be key lockable in the operated mode to prevent reset.

c)

Indication lamps shall be of the low power consumption, long life type and
visible from a wide viewing angle.

d)

Motors rated above including 5.5kW shall be provided with field ammeters.
Ammeters shall be of the flush mounting type with an accuracy class 1.5 or
higher according to IEC 60051 and shall be suitable for operation from a
current transformer with a 1 amp secondary winding. The ammeter shall have a
full-scale deflection with remaining scale compressed for the motor
starting current and be complete with an adjustable red pointer.

18.0 MOTORS
Squirrel cage induction motors shall be specified on account of their robust construction and
lower capital cost. For application where power factor compensation is beneficial and cost
permits, synchronous motor may be used.
All motors shall be designed for Direct On Line starting unless otherwise other methods of
reduced voltage starting are specifically mentioned.
Unless stated otherwise, the method of motor cooling shall be: -

a) M.V. Motors - TEFC or closed air circuit, air cooled (CACA) or as specified
elsewhere.
b) L.V. Motors - Totally enclosed fan cooled (TEFC), or unless specified elsewhere.

All motors shall be rated for continuous duty except for cranes/hoists/engine starting
which may be rated for envisaged duty cycle.
Winding insulation shall be class F. The motor temperature rise shall be as for class B.

Motors rated at 132 kW and above shall be provided with a minimum of six
embedded resistance temperature detectors, two per phase, in the hottest parts of

the stator winding with the connections brought out to a separate terminal box.
Motors rated 30kW and above shall be provided with a suitably rated anticondensation heater. Anti-condensation heaters shall be suitable for operation on a
single phase, 120V, 60Hz supply. Where there is a likelihood of condensation
occurring due to service or process conditions, anti-condensation heaters shall be
provided in motors rated less than 30 kW in a case to case basis. In case, the
supplier does not provide anti-condensation heater, the supplier must provide an
undertaking that there will be not be any detrimental effect on the life of the motor
due to condensation.
Motor starting current shall not exceed 6 times full load current inclusive of
tolerances.
All motor terminal boxes shall be on the left hand side of motor viewed from nondriving end. Terminal box of motor shall be suitable for rotation by 90.
Motor control systems shall be designed so that in the event of a component failure
or control power supply loss, the system will fail in a safe condition.
Under no circumstances shall drives be allowed to start only on reset of a stop
pushbutton or trip device. Drives shall be allowed to start only after fault has been
cleared in faulty circuit.
Each motor shall be provided with a control station located within 1 metre of the
motor unless specified otherwise. The switch shall be lockable in OFF position. The
control station shall be hardwired directly to the motor starter. Control station shall
include Start / Stop push button as a minimum unless stated otherwise.
The control for duty and standby selection of related drives shall be performed by the
control system.
Motor control and indication, as a minimum, shall comprise: a)

Start/Stop Control Station (field).

b)

Ammeter in control station

c)

Current metering (starter)

d)

Motor fault indication (starter)

e)

Motor running indication (starter)

19.0 EMERGENCY DIESEL GENERATORS


The Diesel Engine driven generators shall be a self contained complete package along with
Diesel Engine. These generators shall be complete with AVR, Generator Control Panel and
Generator Breaker. The Generator Control Panel shall contain AVR controls, metering,
indications, annunciations and protective relays for the generator. The generating set shall be
hooked up to switchboard through incomer circuit breaker in the switchboard. Additional local
breaker near to the generator shall be provided in those cases where the generating set is
located away from the switchboard to which it is hooked-up and local isolation is necessary.
Necessary hardware for AMF facility shall also be provided for standby/ emergency
generators.
Generators sizes upto 1000kVA shall have a voltage rating of 480V. Above 1000kVA, the
generators shall be MV, unless stated otherwise.
Generator shall be air-cooled. The emergency generators shall feed the following loads:

Electrical loads essential for safe shut down of plant

Emergency lighting

Plant instruments, as applicable

Communication equipment

Fire and gas detection system

UPS system (AC & DC)

Fire fighting equipment

Loads critical for personnel safety

Any other loads not indicated above

The generators shall be sized to have at least 20% spare capacity for design margin. Motor
starting requirements and emergency loads shall be duly considered for sizing of generators.

Facilities shall be provided to enable full load test of the emergency generators during normal
plant operation. Necessary synchronizing facilities shall be provided where parallel operation
is envisaged.

Lighting system shall consist of the following:

A multiplying factor of 0.8 (Maintenance factor) shall be used in the calculation for
the illumination level.
Lighting shall comprise internal lighting of buildings, plant lighting, area floodlighting,
security lighting, perimeter fence and unless otherwise specified.
Suitable fixtures (FTL / Incandescent / HPSV combination) shall be used for indoor
lighting. High-pressure discharge lamps may be used for practical and economic
reasons in case of lighting of tall buildings (e.g. Compressor sheds etc). Highpressure sodium luminaries shall be used for area floodlighting. Low pressure
sodium luminaries may be used for road lighting and security lighting.
All outdoor luminaries shall be provided with readily available safe means of
personnel access for maintenance purposes. Floodlighting poles may be 8-12m
high.
Lighting distribution boards shall be triple pole and neutral configuration with an
incoming isolator. Distribution boards shall have at least 20% spare circuits with a
minimum of two spare circuits.
Lighting circuits shall be single phase. Maximum loading for each circuit shall be

1.5kVA.
Distribution boards located outdoors shall have IP 65 rating and be provided with
personnel weather shelters. The boards shall have thermostatically controlled
heaters to ensure the correct operation of circuit breakers at low temperatures.
Measures shall be taken to avoid stroboscopic effects in the vicinity of rotating plant.
Control room lighting shall use low glare fluorescent luminaries with electronic
control gear together with dimming facilities in selected areas to ensure that the
control panel displays and VDU screens can be viewed by operators without glare,
reflections or eyestrain.
Lighting in external control panel areas shall be arranged to minimize shadows and
glare on control panel faces.
Aviation lights shall be placed on buildings / structures in accordance with applicable
standards.
21.0 EMERGENCY LIGHTING
Emergency lighting in all process and utility unit plant areas and buildings shall be
provided consistent with the requirements of plant operating and personnel safety
needs under failure conditions of the normal supply.
During normal operation both emergency and normal lighting shall be fed by normal
power source. On failure of normal supply, emergency lighting load shall be
transferred to Emergency source.
The number of emergency lighting fittings to be installed as a percentage of total
number of fittings shall be determined as follows:

Emergency lighting for escape inside buildings having a HVAC system controlled
environment shall be by fluorescent luminaries. The illumination level under
emergency conditions shall not be less than 5 lux average over the escape route.
Fire alarm call points and fire fighting appliances shall be adequately illuminated by
emergency lighting.
22.0 CRITICAL LIGHTING
All critical light fittings shall be equipped with integral battery backup.
Recommended areas for critical lighting are:
a) Control room
b) Substation
c) Emergency escape route
d) Any other specific areas requiring critical lighting
23.0 SOCKET OUTLETS AND PLUGS
These outlets shall include:
63A, 480V AC 3-phase, neutral and earth BS EN 60309 socket outlets in all plant areas
for connection to portable welding equipment and it shall be metal clad, outdoor
ndustrial type.

16A, 120V AC 3-Phase, neutral and earth BS EN 60309 socket outlets in


Control rooms, Relay rooms, Switchrooms etc.

16A, 120V AC 3-Phase, neutral and earth BS EN 60309 outdoor socket


outlets in plant out door area, platforms etc.

5A, 120V AC single-phase, neutral and earth BS 1363 socket outlets in control
rooms, offices, Guard Room, Switchrooms etc.

24.0 CATHODIC PROTECTION


Cathodic protection may be provided to tank bottom, tank internals, underground
piping, structural steel etc. as required.
Either impressed current or sacrificial type cathodic protection shall be provided as per the
requirement.

25.0 ELECTRICAL POWER MANAGEMENT SYSTEM


Power Management System (PMS) shall have HMI station in the central location as
one, which shall split into functional sections viz. control, relay, synchronizing and
load shedding etc. The system shall incorporate control / alarms and indications
displaying the status of the following equipment, where applicable:

Alarms for each transformer.


Alarms and breaker status for all MV breakers and LV incomers and bus-section
breakers.
Open / Close control of MV / LV circuit breakers etc.
Alarms for UPS systems and HVAC equipment.
Any other alarm or status monitoring that is necessary.
Measurements of active / reactive power flow for all MV switchgear incomers,
bus coupler bay, bus section bay and transformers. Measurement of percentage
power available and Load shedding for all outgoing feeders at EHV/MV
switchboards shall be provided based on the agreed priorities.
Status indication i.e. Open/Close/Trip status for all circuit breakers at EHV / MV
switchboards and LV switchboard breakers.
Open / Close status of all bus bar isolators, all line Isolators in line bays and all
line earthing isolators.
Local / remote switch status for 13.8 kV switchgear and MV / LV switchgear
breakers etc.
Check synch input across each bus section, bus coupler and synchronizing
facility across EDG incomers and at 480V Emergency switchboards.
Any other control/indication as deemed necessary for successful operation of
plant.

PMS panel shall have memory backup to avoid reprogramming after any power
interruption. All numerical relays of all types shall be communicable and connected
to PMS/DCS on IEC protocol with time stamping and time synchronization. The PMS
hardware shall be considered as redundant for CPU, Power supply, Communication
Modules etc
26.0 OTHER CONTRACT REQUIREMENTS
The requirements for As Built Drawings, Operation and Maintenance Manuals and
Spares shall be specified in the Contract Documentation.
