unsuitable for human habitation by all means,broken condition of such houses , density,faulty
arrangement and construction , narrow roads , lack of ventilation and light which are harmful to
safety, health and morality and that is why I designed project for redevelopment of existing slum
of ambedkarnagar at TP.7 (anjana) FP.118 by providing detailed survey of slum and proposed
planning for integrated group housing facility for slum dweller as per govt. guide line with
facility of primary , physical &social infrastructure .The implementation of said project result in
improving living standard of slum dwellers & fulfill the dream of slum free city of surat.
The implementation of said project is done by transparent bid process for inviting
financial sound developers to construct integrated group housing facility with primary , physical
and social infrastructure for slum dwellers . as per govt. policy in said project slum dwellers will
rehabilitate insinuated in flat of one room , kitchen , bath/W.C with free of charge.
Expenditurer for construction of integrated group housing facility of selected
developer will be repay by SMC or competent authority providing transferable development
rights mentioned in govt. policy and developer can sale/ uses TDR within
development limit.

History:The city of Surat, known for its textile manufacturing, trade, diamond cutting and
polishing industries, zari industry, has experienced drastic industrial development in last two
decade resulting in rapid growth in economy, an economy dominated by labour intensive
activities. Migrant labors from other parts of Gujarat, Maharashtra and Eastern India, has settled
down mainly along the major transportation corridors, river and creek banks and in vicinity of
industrial areas. This leads to formation of informal settlements characterized by high density of
population and associated public health risks. These densely populated areas are as good as
slums of course with no / substandard basic facilities like drinking water, roads, light, sanitation
etc. and are highly prone to any sort of disaster. So providing housing with healthy and hygienic
condition is the major concern for the city.
SMC also conducted a slum survey in 2005 and developed a slum policy based on this
survey. The high rate of in-migration of labour workforce, and their dependants coupled with a
lack of affordable housing, led to the growth of slums and slum like areas in Surat over the last
four decades. By 2005 there were close to 1 lakh household living in in-sanitary conditions in
333 slums. Out of these 117 were on private lands and 216 on public lands. By 2007, biometric
survey revealed that the number of slum dwellers has increased to 1.33 lakh household in 406
slums, partly due to inclusion of slums existing in the extended areas.
2. Need
Unhygienic and dismal squalid environment in slums is not only the source of spreading
diseases but also leads to many social problems of society. The slum dwellers are deprived from
their important basic right i.e. to possess own livable place on this earth with facility of potable
water supply and sanitation. The Government has acknowledged and accepted this as major
issue. The Central Government of India and State Government of Gujarat had declared housing
schemes for families living below poverty line (BPL) and economically weaker section of
society. Surat Municipal Corporation has seriously participated in the efforts of Government to
improve the living standard of urban poor.

SLUM POLICY:It is clearly understood that visioning city development without inclusion of slum
residents will never be possible. The informal sector, which mainly resides in slums are the
backbone of the economy on which cities thrive. Due to lack of basic social infrastructures like
health education facilities, access to credit & social security, the slum dweller, soon becomes a
vulnerable victim in the city. Due to unhygienic living in the slum and lack of education, slums
are the creators of epidemics in the city. So it is very important to think for the slums parallel to
the development of the city.
Surat Municipal Corporation have prepared a draft slum policy for overall development
of the slum dwellers it is the vision of city to make the city zero slum by the end of 2025. The
draft policy includes overall development of the slums.

For updating of slum data Surat Municipal Corporation carried out Biometrics survey of
slum dwellers. Under this survey all the slums dwellers are surveyed and finger prints and
photographs are collected and strong database of all slums and slum dwellers living with in the
city limit is prepared. The physical, Socio Economical level and lively hood data are also
collected. Each household will be provided smart card, which can be utilized for availing all the
services to be provided in future.

on the important reservation plots are required to be shifted. The slum dwellers residing
on this locations will be shifted in built up - pucca-flats.
b) Slum Redevelopment:
Slums located on Surat Municipal Corporation & private lands of less important will be
redeveloped at the same place by re-organizing and densification. The balance land after
reorganization can be made available with additional FSI as an incentive for better commercial
use and can be made available for public-private partnership.
c) Slum Upgradation:
The slums located at the place of non-importance are upgraded at the same place by
providing basic infrastructure facilities.

Preamble :
Policy was decided under the above order dated 4-3-2010 under Rehabilitation and
Redevelopment of Slum dwellers Regulations, 2010.
government to effect changes in the policy. With a view to make urban Gujarat free from slums,
government of Gujarat has declared Chief Minister Urban Housing Scheme during the 12th Five
Year Plan in the financial year 2013-14. About seven lakh families live in slums in urban areas.
State government aims to give priority to rehabilitate them in situ. Seven lakh slum dwellers
families shall be provided houses of minimum 25 sq. mtr. carpet area and having basic facilities
free of charge. State government wants to enhance following objects by this Policy :
1. Rehabilitation of the slums situated in urban areas of the State shall be made in situ;
2. Slum-dwellers families shall be provided houses with basic facilities with two rooms,
kitchen, bath room and latrine.
3. The beneficiary shall be given ownership right of the house after 15 years.
4. Life style of urban poor shall be made clean and healthy.
5. Qualitative improvement should be brought in social, economic and environment of
towns in the State.
6. Private investment should be attracted by public-private partnership for this purpose.
7. Simple and transparent policy structure should be created to rehabilitate them in-situ.
R E S O LUTIO N
In exercise of powers conferred by section 58(2)(D) of Gujarat Slum Areas (Improvement,
Clearance and Rehabilitation) Act, 1973, the State government decides to follow Rehabilitation
policy by private developers partnership of slums situated on public lands.
1. Under the policy of slum areas, the prescribed authority should ensure that
(A) Any area being low lying, unclean, dirty or over-crowded and otherwise dangerous to
the health, security or morality of the nearby neighbours, or

(B) Houses used or envisaged to use for human habitation in any areas

Are improper by any means for human habitation; or they are unsuitable for
(ii)

The State government shall entrust the prescribed authorities to declare the areas
occupied by slum-dwellers for the purpose of slum Rehabilitation in urban areas in
exercise of powers vested under section 3(1) of section 56(1) of the Act to declare
such areas as slum areas.

rehabilitation by Implementing Agencies, viz.; Electricity Bill, Voters Identity Card, Slum
Survey or Ration Card.
4.2 Under this policy, the beneficiaries dwelling in slums shall be given a pucca house
containing two rooms, kitchen, bath-room and latrine in minimum 25 sq. mtrs. Built-up
area free of charge in lieu of their hutments.
4.3 The beneficiaries shall be given facilities of water, sewage line and electric connections.
The beneficiaries shall be responsible for their permanent maintenance, preservation and
expenditure payable.
The beneficiaries shall pay house tax and tax of Local Self-
government regularly.
4.4 Benefits shall be given of Anganwadi/Health Centre having minimum 50 sq. mtr. areas
for each such 500 houses as per rules.
4.5 The beneficiaries shall be granted lease-hold right for the houses allotted to them for 15
years and thereafter shall be granted ownership rights. However, the ownership of the
land shall vest in Local Self-government or Authorities.
4.6 The beneficiaries dwelling in slums shall be given to options for the purpose of
rehabilitation :
4.6.1 Alternatives to get house in slums rehabilitation scheme in-situ shall be given first

preference.
If any beneficiary represent to Local Self-government by his desire and consent in
writing with appropriate reasons to get house according to minimum criteria
prescribed in housing scheme affordable any other house instead of above
alternative as a part of slums rehabilitation scheme in exceptional cases and if his
representation is accepted, the selected developer shall have to make arrangement
to provide houses as per this alternative.

4.7 Stamp Duty registration for allotted house shall be executed on a stamp paper of Rs.
100/-.
4.8 If the eligible beneficiary possesses shop in the slums, he shall be eligible to get shop
admeasuring minimum 15 sq. mtrs.
5. Rehabilitation of slums situated on public lands shall be made by public-private
partnership.Such public-private partnership is central point of this policy for rehabilitation of
slums.
a. Functions and duties of private developers and public organizations.
i. Prescribed authority for rehabilitation of State level slums shall carry out following
functions :
(A) This authority shall work as regulatory, facilitator and probable authority,
(B) To create required institutional structure for implementation of the Policy.
(C) To work for removal of difficulties on account of interpretation and implementation

(D) Planning and supervising on rehabilitation of slums under this policy.
Functions and duties of prescribed authorities shall be as under :(A) To make scheme of rehabilitation in-situ of the slums,
(B) To prepare scheme of families residing as on 1-12-2010 in the slums.
(C) To prescribe guiding criteria of the scheme.
(D) To increase private developers by public and transparent bidding system,
(E) To give necessary statutory clearance,
(F) To help private developers to vacate the place for rehabilitation in-situ of slums.
(G) To provide main external inter-structure facilities for fundamental requirements.
(H) To execute concessional agreement for slums Rehabilitation with private developers.
In this agreement, incentives, relaxation to be given to private developers and duties
and functions of both the parties shall be covered.

A fund should be created of Rs. 250/- for construction of every square meter for
maintenance of the scheme and should be transferred to the Association of
beneficiaries and prescribed authority.
5.1.3.11.
Defect liability period of the developer selected for slums rehabilitation scheme
shall be seven years.
6. Following incentives shall be given to the private developers by the prescribed authority :
a. Maximum three F.S.Is shall be given for the purpose of development on land for slums
rehabilitation.
b. If after Rehabilitation of slums in-situ, vacant lands are saved, the developers shall
develop free sales on vacant land under existing rules.
c. Private developers shall be given following two rights on slum lands :
(i)
Rights of development prescribed under this policy,
(ii)
Free hold rights to develop for their own profit if the land falls vacant after
Rehabilitation of slums.
d. Private developers shall be exempted from applicable municipal and revenue charges for
slums development only. However, after slums Rehabilitation, the private developers
shall pay all the municipal and revenue charges applied for development for their own
profit on the remaining lands.

e. Relaxation given in sub-rules for construction for Rehabilitation in-situ of only slums shall
apply to every area other than restricted areas.
7. Prescribed authority shall select private developers as under by public and transparent system
:
a. Selection of private developers shall be made by public and transparent tender system.
Model tender for this purpose shall be given by State level Authority.
b. Developers during slums Rehabilitation according to prevailing two bid systems shall be
decided as per technical criteria. Price for slums Rehabilitation scheme shall be obtained
from the private developers according to technical criteria. The private developer who
produces bid of lowest price shall be finally selected. The price shall be repaid by the
prescribed authority by transferable development rights.
Such
transferable rights shall be used in any zone except restricted zone. It may be transferred
into schemes sanctioned under township policy as well as hotels and hospitals of the
scheme.
c. Transfer of developmental rights may be transferred under the respective development
plan.
d. The lands which are on the roads having 18 meters or more width shall be entitled to get
height of construction upto 70 meters.
e. In order to get height of construction shown in para 8.4, transferable developmental rights
shall be transferred on available lands within the limit according to requirement of FSI in
addition to free FSI admissible in that zone.
f. Transferable developmental rights shall be adjusted against admissible chargeable F.S.I.
rates in the area of available lands.
g. If there is requirement of additional F.S.I. by total (Free + chargeable) admissible F.S.I. on
available lands, transfer of transferable developmental rights saved shall be made pro-rata
according to prevalent Jantri rates of the available land. For such pro-rata transfer, unit
value of original TDR (Total amount of sanctioned bid/total construction) shall be
calculated. For the purpose of transfer of developmental rights, Jantri price shall be froze
as on date of rates quoted for the slum Rehabilitation scheme.
h. Generally transferable developmental rights shall be transferred once completely or in
pieces.
i. Such transferable developmental rights shall be utilized within maximum period of seven
years from the date of work order for slum Rehabilitation scheme.
j. Transferable developmental rights shall be given in the multiples of completed
construction of 50 houses under slums rehabilitation scheme.

9. Partnership of slum-dwellers :
a. In order to ensure effective planning and implementation by selected developers,
partnership of communities dwelling in slums shall be ensured at each stage of
implementation of slums rehabilitation scheme. Help from voluntary agencies/community
based organizations shall be sought so as to increase partnership in development process
of the communities of families dwelling in slums for smooth rehabilitation by the
developers. Public partnership shall be obtained as under :
b. Cooperation shall be sought for planning of slums rehabilitation scheme, to prepare maps,
survey, assignment, and database.
i. Microscopic planning of slums rehabilitation scheme shall be made by their cooperation.
ii. The Association may coordinate at slums Rehabilitation scheme for implementation,
repairs and maintenance of slums Rehabilitation scheme at Rehabilitation scheme level.
iii. The private developers shall take care to ensure that when the beneficiaries go to live in
their new homes in slums Rehabilitation scheme, they may adopt reformed and
responsible life style in urban management with the help of non-governmental
organizations/community based organizations.

d. Relaxation shall be given in the margin from common plots to the building. According to
the prevailing rules, margins of 3 meters and 6 meters are necessary in the buildings
having height of 25 meters and more. Taking into consideration the circumstances of the

case, 2.00 meters margin shall be sanctioned for the buildings having height upto 25
meters.
e. (i)
No lift is required for 30 dwelling units; but additional lift shall be kept for units
or part thereof;
(iii)
Apart from aforesaid (1), if the height of construction exceeds 25 meters,
additional lift shall be kept except one.
f. Minimum 200 sq. meters or 8% area of building units, whichever is more shall be allotted
for common plot.
g. On the plot of slums Rehabilitation, lands remaining after Rehabilitation shall be
considered as separate plot and sanction will be accorded taking into view dimensions like
width of road and margin for available land upto height of 70 meters as per prevailing
G.D.C.R. instead of applicable height in the respective zone.
h. G+3 type houses shall be constructed on the roads having 9.0 meters or less wide roads,
G-5 type houses on the 9.0 to 18.0 meters wide roads and houses of height as per
prevailing G.D.C.R. on more than 18 meter roads shall be constructed. Responsibility of
repairs and maintenance of lift shall be of the developers upto seven years. Then, the
developer shall deposit necessary fund in this regard to the concerned local selfgovernment organization.
12. Following relaxations shall be given under construction sub-rules for available lands.
a. Transfer of developmental rights shall be sanctioned in all areas other than restricted areas.
Transfer of developmental rights shall be made in the proposals sanctioned under Hotel
and Hospital Policy as well as Township Policy of the State government.
b. If the width of road is 18 meters or more, height of the building upto 70 meters shall be
accorded sanction.
c. Ground coverage : After deducting margin place, the area of the plot-margin shall be kept
as per rules proposed in DP 2021 of AUDA.
d. Slums Rehabilitation in urban areas of the State, lands remained after Rehabilitation and
as per AUDA Development Plan, 2021 on available lands, provisions other than above
shall apply.

DEVELOPMENT WORKS:
At present surat municipal corporation intend/selected ambedkarnagar slum situated at
TP.7(anjana) FP. NO.118 near anjana farm for in situated redevelopment of said slum under
public private partnership (ppp) basis and to construct integrated housing facility for slum
dwellers of said slum with two room , kitchen , bath/w.c balcony having minimum carpet area
admeasuring 25 sqmt with basic/physical/social infrastructure and provision of shops
admeasuring minimum 15sqmt carpet area and provided that said flat will be allotted to slum
dwellers free of charge. construction cost of developers will be repay by providing TDR to
developer and positive land premium . if vacant land available for free sale development after
completion of integrated housing facility project . if slum dwellers possesses in slum ,he shall be
eligible to get shop admeasuring minimum 15 sqmt carpet area to obtain the required sanction
for slum redeveloped scheme from the prescribe authority of S.M.C.

/ ceiling, completed with 6A Tissino Type ISI marked flush type switch / bell push and
accessories erected on Metal /PVC Box covered with 3 mm thick PC (Polycarbonate) /

11.CONCULSION
As I am employee of surat municipal corporation working under ppp scheme for redevelopment
of various slums. Redevelopment of ambedkarnagar slum under ppp scheme at TP.7(anjana)
FP.NO.118.I have done detailed survey work including name of slum dwellers on site and
prepared proposed layout plan for integrated housing facilities with basic aminities for slum
dwellers as per govt. Guideline and and building bye laws with planning regulation.SMC
appointed consultant for survey work and planning for integrated group housing facilities.I have
gone through detailed survey work and proposed planning for integrated group housing facilities
for ambedkarnagar slums situated at TP.7(anjana) FP.NO.118 near anjana farm for
redevelopment of said slum.
Owing to rapid Urbanization in and around surat city large influence of the migrants
have been observed, which has resulted in formation of slums. This Project is very useful for the
vision of slum free city plan of surat. Main objective of this project is as under (1) To know the
socio-economic survey data of the existing slum scenario in the city.(2) Frame out the housing
policy for slums.(3)To work out practical and efficient public private partnership (ppp) models
for slum Free city of vision India. (4) To improve living standard of slum dwellers by providing
houses with basic/ physical / social amenities under public private partnership (ppp) scheme.
