principles and engineering guidelines.

Overview

This feature enables services to be handed over to other 2G or 3G cells without call drops before
the cell is out of service.

3 Technical Description

Technical Description

This feature is introduced to prevent service interruption caused by insufficient battery voltage
or NodeB reset When one of these problems occurs, this feature enables the NodeB to
automatically reduce the pilot transmit power and hand over the UE to other 2G or 3G cells,
thus lowering the call drop ratio.
The out-of-service state is automatically triggered in the following cases:
l

Voltage of the batteries is lower than the preset threshold after the AC power is shut down

Reset of the Node B

When the out-of-service state is triggered, the PCPICH power of the cells can be lowered step
by step until the UEs are handed over to other 2G or 3G cells. For example, the PCPICH power
can be lowered to 1 dB per 333 ms. This allows the services to be handed over to other 2G or
3G cells without call drops before the cell is out of service.
The Intelligently Out of Service feature is introduced to prevent service interruption caused by
insufficient battery voltage or NodeB reset. When one of these problems occurs, this feature
enables the NodeB to automatically reduce the pilot power and hand over the UEs to other
GERAN or UTRAN cells, thereby lowering the call drop ratio.
When the NodeB battery voltage is restored or the cell is unblocked, the pilot power gradually
rises so that the UEs are smoothly handed over back to the original cell from other GERAN or
UTRAN cells. This feature prevents the pilot power from directly rising to the maximum. If the
pilot power directly rises to the maximum, interference is caused towards the neighboring cells
and call drops occur in the neighboring UTRAN cells.
This feature gradually reduces the pilot power in the following scenarios:
l

Voltage of the batteries is lower than the preset threshold after the AC power is shut down

Reset of the NodeB

This feature gradually increases the pilot power in the following scenarios:
l

The battery output voltage reaches the undervoltage threshold.

The cell is unblocked.

When the out-of-service state is triggered, the PCPICH power of the cells can be lowered step
by step until the UEs are handed over to other GERAN or UTRAN cells. For example, the

PCPICH power can be lowered to 1 dB per 333 ms. This allows the services to be handed over
to other GERAN or UTRAN cells without call drops before the cell is out of service.
Increase of the cell pilot power uses the same parameters as those for reduction of the cell pilot
power. Increasing the cell pilot power aims to gradually hand over the services back to the
original cell from the neighboring cells.

4.3 Activation
Using MML Commands
Step 1 Run the NodeB MML command SET NODEBSMTHPWRSW. In this step, set Smooth Power
Change Function Switch to OPEN(OPEN).
Step 2 Run the NodeB MML command SET NODEBSMTHPWRPARA . In this step, set Smart
default step(0.5dB) and Smart default time ratio(100ms).

Using the CME


NOTE

When configuring the Intelligently Out of Service feature on the CME, perform a single configuration first,
and then perform a batch modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.

Step 1 Configure a single object (such as a cell) on the CME.


Set parameters on the CME according to the operation sequence described in Table 4-2. For
instructions on how to perform the CME single configuration, see CME Single Configuration
Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)
on the CME to start the batch modification wizard. For

4.4 Activation Observation


Step 1 Run the NodeB MML command LST NODEBSMTHPWRSW. In this step, check whether
Smooth Power Change Function Switch is set to OPEN.
Step 2 Run the NodeB MML command LST NODEBSMTHPWRPARA. In this step, check whether
Smart default step(0.5dB) and Smart default time ratio(100ms) are set correctly.

Step 3 Run the NodeB MML command RST BTSNODE.


Observe the transmit power of downlink carriers on the RNC LMT to verify that the PCPICH
power gradually declines during the NodeB reset. Observe the UE trace messages to verify that
UEs served by the NodeB are handed over to a neighboring cell.

4.5 Deactivation
Using MML Commands
Step 1 Run the NodeB MML command SET NODEBSMTHPWRSW . In this step, set Smooth Power
Change Function Switch to CLOSE(Close).
