CHAPTER 1: Introduction

1.1.

Background of the Study

Health is one of the most priority and integral part of our life and in our
society. Providing good nutrition and quality healthcare are vital for achieving
healthy lifestyle. Many factors influence health status, most of provinces are not
sufficient in terms of availability of medicines and medical supplies and health
care facilities such as hospital and medical center. Some communities are not
giving focus on or not measure the importance of implementing and advocating
wellness.
Wellness is a physical and mental health which has been applied in many
ways. It will help us to maintain and build a healthy living and social networks to
achieve

vibrant

and

healthier

city/municipalities/town. Applying

wellness

approach in healthcare facilities will provide lifelong health and a sense of

direction, which we become aware of, and creates a world-view, a more
successful existence. Create an active and comprehensive qualities of healthcare
with harmonious environment will promote harmony, discovery, learning, synergy,
and sustainability to the community.
The Rizal province enjoys a natural beauty of nature and a perfect setting
for investments, business establishments and settlements. It is one of the
neighboring provinces of Metro Manila and the second most densely populated in
the CALABARZON region with 2,113 persons per square kilometer. It is more
than six times that of the Philippines and almost thrice that of CALABARZONs.
One of the fast-growing municipal in Rizal is Binangonan with 2.90%
APGR (Actual Population Growth Rate). Because of its increasing population,
this will require increased investments in infrastructure and services in order to

maintain the relatively high living standards that residents of Binangonan and its
nearby municipalities currently enjoy. The establishment of tertiary hospital with
adequate modern facilities which serve a comprehensive medical and
diagnosis/surgical treatment with wellness services is one of the big demands
and needed to intensify in terms of healthcare services and development of the
Binangonan. It will not just reduce the rate of mortality and morbidity of the
community but also to achieve quality of life and enhance the well-being and
health status of the residents.
1.1.1. Philippines Health Service Delivery
Many factors influence health status and a country's ability to provide
quality health services for its people. Based on the Philippines Health Service
Delivery Profile 2012, the top five causes of death include heart and
cerebrovascular diseases, malignant neoplasm, pneumonia, and tuberculosis.
The top five causes of morbidity include acute respiratory infection, (ALRTI)
Acute Lower Respiratory Tract Infection and pneumonia, bronchitis, hypertension
and acute watery diarrhea. Health Functions are largely devoted to provinces and
municipalities. The Local Government Code (1991) outlines the roles of different
levels in healthcare, including barangay (village), municipality and province. The
Aquino Health Agenda: Achieving Universal Health Care for All Filipinos is the
Philippines Governments continuing commitment to health sector reform and
achieving the Millennium Development Goals (MDGs). The National Objectives
for Health (2011-2016) sets all the health program goals, strategies, performance
indicators and targets that lead the health sector towards achieving its primary
goal of Kalusugan Pangkalahatan (KP), or Universal Health Care.

1.1.2. Health and Wellness Industry

Former President Gloria Macapagal-Arroyo issued Executive Order No.
372 on October 18, 2004 that created a public-private partnership (PPP) task
force for the development of globally competitive Philippine service industries.
The Health and Wellness industry belongs to the services sector. Establishments
belonging to the industry, therefore, are engaged in: 1. Hospital care and
treatment, 2. Specialty clinics, 3. Wellness and Spa Centers, 4. Retirement and
Rehabilitative Care. (http://www.dlsu.edu.ph/research/centers/aki/participant/trainings/workingPapers/2015)
The Spa Industry is a core part of Wellness sector in the Philippines, and
the countrys government. Many hospitals in the Philippines also have wellness
centers on-site (e.g., for acupuncture, yoga, meditation, nutrition, massage,
herbal products). These often provide after-care for medical tourists. The Filipino
government has supported these developments by encouraging the medical
community to understand and support the healing and preventative aspects of
spa and alternative therapies.

By virtue of EO 571, issued in October 2006, the National Competitiveness

Council (NCC) was created. The PPP Task Force was subsumed under the NCC,
making tourism focused on Health Wellness and Recreation (HW&R), one of the
eight industries to be developed and promoted as globally competitive industries.

1.2. Problem Setting

1.2.1. Statement of the Problem
The Rizal province, Provincial Health Office (PHO) intensified the
importance of taking care of anyone's health, fitness and wellness among
children, parents, adults and the elderly. It is one of the provinces that have an

outstanding performance for implementing and serving a healthy living in the

community. Binangonan ranks the fifth biggest town in the province in terms of
area. The Municipal Health Office (MHO) caters to health needs of people of
Binangonan. Its primary function is to ensure that basic health services are
delivered to its constituents. It provides preventive, curative and sometimes
rehabilitative medical services.
However, Rizal province is one of the most densely populated regions in
the country, principally because it is the closest region to Metro Manila as well as
Binangonan. Binangonan has forty (40) barangays comprising the municipality;
each barangay has its own Barangay Health Station which is supervised by four
(4) Rural Health Units (RHU) serving as the mother health center.
Due to its increasing population and lack of accessible healthcare and
inadequate modern facilities that equipped with technology in preventing
diseases, which causes the increasing rate of morbidity and mortality of
Binangonan Rizal, and the goal of Municipal Health Sector, which provide
affordable, accessible and quality health care services especially to indigent
people and improve health indicators atleast 10 percent, a proposed tertiary
hospital, Binagonan Medical & Wellness Center is strategically located to serve
as community health care facilities to the people of Binangonan and nearby
municipalities. It will be a benchmark in the province of Rizal in which they will
recognize the place as a comprehensive quality of healthcare facilities and high
productivity in health service sector. It will be an essential part to achieve quality
of life and enhance the wellbeing and health status of the residents.

Binangonan prior to its propinquity to nearby municipalities/cities.
It assumes that through system analysis and proper management it
can generate income for the municipality and can provide job
opportunities for people in Binangonan and nearby municipalities.
The project assumes that more than just income, Binangonan may
be known not just for its new healthcare center but it will be a
benchmark in the province of Rizal in which they will recognize the
place as a comprehensive quality of healthcare facilities and high
productivity in health service sector.
