working principles, network impact, and engineering guidelines.

2 Overview
Overview
2.1 Introduction
The Redirection at RRC Connection Release feature can redirect a UE complying with 3GPP
Release 6 or later to another frequency when the RRC connection is released. The information
element Redirection Info in the RRC Connection Release message contains information about
the target frequency.
2.2 Benefits
In multi-carrier networks, UEs in the idle, CELL_PCH, and URA_PCH states preferentially
camp on and set up CS voice services on a specified cell, and set up PS data services on other
cells. This guarantees the quality of CS voice services.
In addition, the target frequency information that the RRC Connection Release message contains
enables a UE to quickly return to its preferentially camped cell when the RRC connection is
released, which minimizes the possibility that CS voice services are set up on other cells. This
also guarantees the quality of CS voice services.

Technical Description
As shown in the following figure, UEs in the idle, CELL_PCH, and URA_PCH states
preferentially camp on cell F1 in a typical multi-carrier network using service steering. CS voice
services are directly set up on cell F1, and PS data services are steered to cells F2 and F3.

To ensure that a UE quickly returns to F1 after finishing services on F2 or F3, the RRC
Connection Release message contains the frequency information about F1.

Description
3 Technical Description
When releasing the RRC connection, the RNC checks the value of RedirSwitch (under the
UCELLREDRRCREL managed object) in the ADD UCELLREDRRCREL command.
If RedirSwitch is set to OFF, the RNC does not redirect a UE to another frequency at RRC
connection release.
If RedirSwitch is set to Only_To_Inter_Frequency, the RNC first identifies the UE category.

If the UE complies with 3GPP Release 6 or later, the RNC redirects the UE to another
frequency at RRC connection release. The RNC includes the target frequency information
in the RRC Connection Release message and sends the message to the UE.
If the UE complies with 3GPP Release 5 or earlier, the RNC does not include the target
frequency information in the RRC Connection Release message.
The RNC selects the target frequency based on the value of RedirBandInd.

If RedirBandInd is set to any value from Band 1 to Band 9, the RNC selects the target
frequency based on the values of the following parameters:

If RedirBandInd is set to DependOnNCell, the RNC selects the frequency of the current
cell's intra-band inter-frequency neighboring cell that supports blind handovers from the
current cell as the target frequency. The neighboring cell should not be in the overload
control (OLC) state.
If multiple frequencies are available:
When the RrcCellLoadSortSwitch in the ADD UCELLDRD command is set to ON,
the RNC selects the frequency of the neighboring cell with the maximum remaining
capacity of HSDPA UEs.
When RrcCellLoadSortSwitch is set to OFF, the RNC selects the frequency of the first
neighboring cell in the neighboring cell list.
NOTE
In the example shown in Figure 1, RedirBandInd cannot be set to DependOnNCell for F2 or F3. The
reason is as follows: The F1 cell does not have HSDPA activated and therefore does not allow any HSDPA
UEs. If RedirBandInd is set to DependOnNCell for F2 or F3, the RNC will not select the frequency of
F1 as the target frequency and the UE will not be redirected to F1.

6.3.3.1 Using MML Commands
Step 1 To activate this feature, run the BSC6900 or BSC6910 MML command ADD
UCELLREDRRCREL. In this step, set RedirSwitch to
ONLY_TO_INTER_FREQUENCY and set RedirBandInd, ReDirUARFCNUplinkInd,
ReDirUARFCNUplink, and ReDirUARFCNDownlink to appropriate values.

Set parameters on the CME according to the operation sequence in Table 6-1. For instructions
