Establish multinational Framework BDE HQ in order to
execute UNSCR 2211 (MONUSCO) mandated
operations.
Framework BDE HQ conducts planning in accordance
with established UN SOPs and staff structures.
Framework BDE HQ provides Command and Control of
(virtual) maneuver forces.
Reception Staging Onward Movement and Integration
(RSOI) of all forces and their equipment.
Integrate civilian and non-governmental organizations
into the multidimensional scenario that incorporates the
UN Country Team.

Proposed Mission Statement

MDF, U.S. forces, and SADC member nations conduct


Exercise Southern Accord 16, a Command Post Exercise
(CPX) vicinity Salima, Lilongwe from 1 to 12 August 2016 in
order to increase interoperability and capacity of the
participating military, civilian, and non-governmental
organizations to respond to UN/AU mandated Peace
Operations in Africa.

Proposed Commanders Intent


Purpose: Conduct a multinational Command Post Exercise (CPX) that includes all SADC member
states, selected European nations and identified international and non-governmental agencies in
order to increase interoperability and capacity of the participating forces to respond to UN/AU
mandated Peace Operations in Africa.
Focus Area: Operational Planning using UN Doctrine.
Key Tasks:
Incorporate inter-agency/ whole of government into the exercise
Invite all SADC member states as participants
Synchronize deployment operations of all partner nations
Establish a multinational Framework BDE HQ
Integrate SADC partners into MCPP
Optimize operational readiness of all SADC, selected European, and US partners
Endstate: Participants are trained to Command and Control realistic multidimensional Peace
Operations missions in accordance with UN/AU standards. Units are capable of continuing all
sustainment operations. HR/DR is provided in a timely fashion to affected civilians.

Exercise Concept
What: SA16 Command Post Exercise
When: 1-12 August 2016
SA16 will be a Command Post Exercise (CPX) focused on
Peace Enforcement Operations (PEO) by integrating the
SADC partner nations with USARAF forces and forming a
Sector Headquarters to conduct operational planning of the
UN/AU mandated operation in DRC.
USARAF and MDF will set the conditions by coordinating
with Partner Nations to ensure objectives and tasks are
identified, validated, and incorporated into the exercise
throughout JELC conferences and weekly DCO meetings.
Identification of individual/ collective training that supports
the commanders endstate will be identified and
coordinated through the use of TCT, Mil-Mil, and online
training utilizing APAN and VTC.

Rehearsal of Concept (ROC)

The exercise will begin with an Opening Ceremony and


proceed into academics at the Operational level that
support UN/ AU PO operations. Upon completion of the
academics the exercise will move into practical application
in which the Sector HQ will conduct Mission Command
and Consequence Management of its tactical (simulated)
forces.
Upon completion of the practical application, a series of
discussions and After Action Reviews will be held to
capture Lessons Learned and best practices to be
further applied to future Southern Accords and SADC
operations.

contract and will provide three meals per day for
approx. 250 personnel.
- 130 x MREs at the airport and one (1) day of
supply at MAFCO.
