Balancing the lesser evils of winter roads

Driving in and around Ottawa these last 2 weeks, on consistently bare, dry roadways (despite an ever-changing mix of freezing rain, hail, and snow) reminded me
of my early winters (from 1992) living in Merritt, when you could at any time hop
onto the Coq & fly down to Vancouver no matter the weather. Safely, without a moments hesitation, without any additional travel time.
The difference now, I think, is the non-use of road salt by highway maintenance
contractors. In 1998, Min. of Env. worked with Min. of Hwys to minimize the use of
salt on winter roads. Its an interesting read (see exerpt below, but theres alot more)
