management and coordination approach of the association and the role of each firm.
Benefits of working in association or JV
Provide companies with the opportunity to gain new capacity and expertise.
Allow companies to enter related businesses or new geographic markets or gain new technological
knowledge access to greater resources, including specialized staff and technology sharing of risks
with a venture partner.
Joint ventures can be flexible. For example, a joint venture can have a limited life span and only
cover part of what we do, thus limiting both our commitment and the business' exposure.
In the era of divestiture and consolidation, JVs offer a creative way for companies to exit from

non-core businesses.
Companies can gradually separate a business from the rest of the organization, and eventually, sell
it to the other parent company.
The firm has the strong quality management network. The board of directors has handled various sections
such as Engineering, Management, Quality control, and Administrative. In selecting the member of staff to
undertake this assignment the JV has taken into consideration the high level of expertise that is required in
each discipline, and the environment in which the team members will have to work. The JV strongly
believes in strong management and administrative guidance in support of the Project. In order to effectively
address the requirements of the project and successful performance therefore, the JV has identified four
major elements and guarantees to honor these elements during the course of the Project:
a) Project Management Element: This element is responsible for the overall project, oversight of the
contract, financial monitoring, and technical quality,
b) Strong Project Team: The Project Team will possess strong professionalism and will be capable of
working in a coordinated manner,
c) Linkage and Coordination: They are required not only to be well maintained with the various offices
and personnel of client and the local bodies of the Project area, but also with the beneficiaries and their
organizations &
d) Logistic and Administrative Support Element : The Project management will be able to provide an
adequate backstopping to the Project Team, which is responsive to the Project requirement and appreciate
the time and quality honored delivery of the Project outputs.
As a Lead firm SIDeF will be responsible for Overall Coordination of the project enters into
correspondence with the Client and overall technical, Financial, administrative and logistics management of
the consulting services,
Whereas BEAM will be Responsible for Administrative works as well as technical works mainly Road,
water supply & Contract Management sector & technical Sector mainly in urban Development, Planning,
Water Supply, Preparation for different plan, Guideline Preparation etc.
I confirm that:
Documentation regarding our corporate structure including beneficial ownership has been attached.
Documentation regarding our Board of Directors has been attached.
A written agreement to associate for the purpose of this Expression of Interest has been signed
between the consortium partners and has been attached.
I. Assignment Specific Qualifications and Experience

Consulting services include feasibility study, detailed engineering survey and design, preparation of detailed
working drawings, cost estimates, economic and financial analysis, level of water tariff and contract documents
related to water supply and sanitation services proposed for each town project. Consultants were also involved in the
preparation of IEE reports of both sub projects. Services also include construction supervision of town projects on
town project basis as and when a small town that demonstrates its commitment to the project. Consultants will
accomplish task in coordination with NGO engaged in conducting software activities, including community
awareness and public education assignments, safeguarding assignments, environmental safeguarding assignments,
Training and Capacity building assignment for WUSCs/Local bodies.
Elaboration of various alternative scenario, preparation and also comparison of the alternatives for appraising the
town projects covering the technical, economical, financial, environmental, social as well as institutional aspects of
project appraisal. Prepare detail feasibility studies and preliminary design for the town projects in close coordination
with NGO, PMO/Town Project Office (TPO), WUSC and local authorities.

C. Management Competence (Please answer each question in one paragraph of 3-5 sentences)
1. Describe standard policies, procedures, and practices that your entity has to assure quality
interaction with clients and outputs.
The Consortium operates with high quality levels, which can be guaranteed by specific expertise and
quality systems used throughout the years. Quality management system (QMS) is a tool that enables to
achieve better quality of products and/or services through continual improvement of methods and means of
performance. SIDeF-BEAM inspires its work to the principle of transparency in the interaction with the
Client. Its action aims at the total satisfaction of the client in reaching effective and shared solutions during
the implementation of the Project. The degree of satisfaction of the client is a key performance indicator.
The quality of outputs depends on the quality of the overall management of the various phases of a contract
assignment: in a broad sense outputs are not only the final deliverables (reports, etc.), but the relationship
established among the experts, the Client and the beneficiaries (when different from the Client). A
constructive relationship allows a proper fine-tuning of the assignment on the basis of the real situation in
the field, the changes of relevance of the individual components of the assignment, of timing of activities,
etc. SIDeF-BEAM applies three basic rules to ensure quality of outputs: Close Monitoring of the
assignment; Application of a Quality system; Assessment of results and application of corrective measures.
2. How will your firm/consortium handle complaints concerning the performance of experts or quality
of the reports submitted for this assignment? What internal controls are in place to address and
resolve complaints?
The success of every consulting relationship depends on the extent and depth of the mutual understanding
and agreement between the Client and the firm as well as between the experts and the firm. The experts will
be adequately equipped with all devices necessary to perform satisfactorily the mission tasks giving them
all the guideline and details at the kick-off meeting. The communication process with the experts follows
criteria such as transparency, rapidity and quality assurance. In order to avoid any complaints, SIDeFBEAM will provide back-stopping to own experts. : Our Consortium is organised in such a way that it can
effectively provide three main types of support to its staff in the field: Technical Support in Human
Resources Development: We can provide short-term experts to meet the client's urgent needs. The Human
Resources Department is in charge of the recruitment and/or mobilisation of our project staff and
consultants. Administrative Support: We are responsible for financial accounting, contracts and payments
for consultants/staff, on-time and within budget completion of works, monitoring project quality. Softwares
and Equipment: Procurement of necessary software appropriate for the works and in accordance to the
Consultants needs on Data Collection and data processing. In fact the firms between them can claim to be
among the civil engineering consulting firm the most conversant with different engineering application
software.
3. How will you ensure the quality of your firms/consortiums performance over the life of this
assignment?
SIDeF-BEAM will be jointly responsible for ensuring the availability of resources for the technical
assistance including qualified staff, logistic, financing, etc. required by Asian Development Bank in order to
provide the required services according to time, quantity and quality standards. SIDeF-BEAM will be
responsible for the quality control of financial accounting, contracts and payments for consultants/staff, ontime and within budget completion of works monitoring project quality. During the life of the assignment,
all the activities will be carefully assessed through our internal Monitoring System. The Quality
Management System is designed to ensure a systematic approach that allows the continuous improvement
of team performance. The Quality plan is divided in four main activities with the following sub-activities:
Quality Planning: Defines the purpose of the quality and specifies the necessary processes and resources
needed to meet the required quality.
4. Describe standard policies, procedures and practices that your firm has put in place to avoid
changes/replacements of personnel and to ensure the continuity of professional services once
contracted.
Changes and replacements of personnel is the major problem many projects suffer, which lead to
unsatisfactory results of the achievement of goal of any project. Taking this thing in consideration, the

consortium firms strive to provide best possible mechanism to ensure the continuity of professional service
once contracted. We understand that the satisfaction of professional will depicts the success of projects. The
professionals will be provided with good remuneration as per contract with allowances, per diem facilities,
transport and communication facilities, and fringe benefits, accidental and medical insurances. Apart from
these facilities the consortium will legally make contract with the professional with commitment to not
leaving the project till it is accomplished. In fact, in order to discourage the professionals from leaving
before their time period, in one of the project we handled as the local lead firm, we arranged for the
retention amount of 5% of the remaining amount which the professional will have to forfeit if he or she
leaves before the agreed time period. As per the agreement we carry out with the professionals they are
bound to inform us at least one month beforehand if they are to discontinue with us, and in this one month
we have up to now managed to find an equivalent or better replacement candidate.
5. Describe what social protection practices you have in place to safeguard the well-being of your
proposed experts? Specifically describe arrangements you have in place for medical, accident, and
life insurance coverage during the assignment.
After the identification and finalization of stakeholders with the Client, the Consultant will organize
stakeholders' consultation at local level. The issues to be discussed during this consultation will include:
Beneficiary participation issues including participation of disadvantaged and vulnerable
groups in decision making, planning and management
Potential social and environmental {positive and adverse) impacts of the project activities
on the livelihoods and quality of life and possible enhancement and mitigate measures
Management capacities and delivery mechanisms of local institutions
Governance issues- role of community leaders and elected people's representatives
Cultural property protection
Rehabilitation issues including safeguards & enhancement options and conflict resolution
mechanism
Training and institutional capacity building
Inputs into the enhancement of participation mechanisms.
The above mentioned mechanisms will definitely make friendly and cooperative environment to our team
and stakeholders, which will ease in effective implementation of the approach and methodology team has
proposed. The consortium will make special arrangements for insurance coverage for 10 years for the
personnel assigned for the project. This will cover the project period which will be an added incentive
during the assignment. This will ensure quality outputs for the assigned staff which has been standard
policy for every project undertaken by the consortium. For this purpose, the proposed personnel will be
provided Rs, 5,00,000 as personnel insurance during the assignment. We also make provision for the
medical expenses of Rs. 4,000 on annual basis for each and every professional to be involved in our
projects.
6. Describe capacity of key manpower of the firm in Survey, Design & Estimation of large
infrastructure projects.
The team will be selected for the smooth and effective completion of the project with due consideration to
the requirement of ToR. The tasks envisaged in the proposed job as stated in this is called for inputs from
multidisciplinary team of experts with each and every member contributing to his area of expertise
systematically and meticulously.
The key expert of the consulting team for the service will be selected among the list shown in (VI).
The team for this job will be composed to carry out the tasks in a coherent, comprehensive, and integrated
manner to obtain the best output. The team listed below in (VI) has been selected because:
All of them have excellent qualifications in the work required and are full abreast with the technical
advances in their particular field of interest
All of them have matching experience and have successfully completed similar assignments as well
as has experience of handling large projects of other and similar field.
All of them are able to relate and communicate quickly and easily to the clients need and with each
other
Most of them have similar geographical experience
All of them have high level of inter-personal qualities to listen to the views of others impartially

and work effectively to achieve the best outcome of the project

TECHNICAL APPROACH AND METHODOLOGY
Understanding of Project and Objectives
Project Area
The seven co-financing Water Supply projects are namely Jaluke Co-financing WS Project-Nawalparasi,
Nayagaun Co-financing WS Project -Rupendehi, Narayanpur Co-financing WS Project -Dang,
Pragatinagar-West Kalikanagar Co-financing WS Project -Rupandehi, Balewa Narayansthan Co-financing
WS Project -Baglung, Sadakpur Bauniya Co-financing WS Project - Kailali & Harnamadi Sukaura Cofinancing WS Project -Makwanpur.
Background of the Project
Co-financing Water Supply & Sanitation Project is a government of Nepal funded project under Ministry of
Urban Development. Department of Water Supply and Sewerage (DWSS) is the implementing agency of
this project. Co-financing Water Supply & Sanitation Project has been under implementation since fiscal
year 2068/69. Conceptually, co-finance water supply & sanitation project is based on public private
partnership. This project is launched to ensure the enhanced quality and service level against traditional
system. Basically this project is implemented after assurance of 30% investment of total implementation
cost from community. 10% of total cost must be deposited as upfront cash and the rest could be in the form
of labour, or in cash contribution, even though financing agencies.
Objectives of the Work
The overall objective of the study is to formulate technically feasible, economically viable, socially
acceptable and environmental friendly water supply and sanitation project.
Specific objectives are to ascertain population and coverage area, project cost, community contribution,
detailed construction works, IEE, bid documents and operation & maintenance requirements along with cost
recovery and cost sharing by the communities.
APPROACH TO THE SERVICES:
In order to achieve various requirements of TOR, the approach has been conceived and developed to fulfil
the objective and scope of the service. A multidisciplinary working team consisting of Water supply expert,
Environmentalist, Hydraulic Engineer, Structural Engineer, Geotechnical Engineer/Engineer Geologist,
Hydrologist, Senior Surveyor and other supporting staff will carry out the study.
The consultant realizes that the proposed study will have considerable socio-economic effect on the
development of the region. Obviously, the initial capital costs of such projects are high and construction as
well as operation consumes tremendous capital investment. Haphazard designing of the project results in
changes at construction stage resulting in avoidable drainage of funds. The following major approaches will
be applied during execution of the assignment.

Integration of Project Team Personnel


The Consultant plans to organize a kick-off meeting at the commencement of the services to integrate all
the key personnel and other members of the Project into one team, where everybody is fully aware of his
duties/responsibilities and is informed of the goal of the services and the required quality of output.
Considerations for Timely Completion of the Project
The Consultant will ensure that project activities are completed in time as per the work plan/ schedule
through constant monitoring during all stages.
The strategy of the Consultant would be to establish suitable measures and develop an interactive
framework between Employer/ Employer's Representative, and Engineer/Engineer's Representative, to
make possible the timely completion of the Project.
Quality Assurance
Our organization in multidisciplinary services in consultancy, project management, planning and
development, design and engineering, procurement, quality assurance & construction supervision and
maintenance, of different projects. Adequate logistic and administrative support to provide adequate
backstopping to the Project Team will be made available. The firms assigned Project Manager for the task
will be made responsible for insuring the effective application of these procedures and project management
methodologies for entire project period. The Consultants would evolve a Quality Assurance cum
Management system for this assignment, which will be documented as Quality Assurance Plan (QAP), and
the system would cover all aspects of client communication field Studies, engineering Surveys and
investigations, design and drawings; bid documents.
Environmental and Social Impacts of the Project
The Consultant fully understands their responsibilities towards environmental protection along the project
stretch as well as the much wider impact on ecology and poverty reduction within the project area. The
Consultant's approach will be to ensure that the project is implemented in such a way that it blends
harmoniously with the physical, biological, socioeconomic and cultural environment of the project area. It
will be ensured that the recommendation of the Environmental Management Guidelines of the WSS in
Nepal is adopted in the Project.
Management Approach
The emphasis of the Consultant will be to ensure a proper management of all the issues related to contracts
including the necessary assessment for a proper understanding of contractual aspects and conditions, timely
compliance of the contractual requirements, adherence to contract specifications, etc. Therefore, the
Consultant's approach to proactive management of services will be based on the following actions:
Close co-ordination among the key stakeholders of the project
Systematic and effective working relation within the Consultant's associates
Fully empowered Team Leader to act as consultant representative for all administrative and
financial decision
Strict adherence to the work schedule
Safety Management at all times
Clearly defined roles and responsibilities for each member of the proposed Team

In-depth knowledge of physical and financial and management information systems at all
times

The Consultant will take this project as;
An opportunity for professional capacity development of Client, as well as the Consultant
and other stakeholders.

The Consultant would embark upon the works with the following general approaches:
Selection/ mobilization of project personnel.
Selection of tested and proven methods and technologies to an optimum.
Application of an optimal combination of the methods, tools/technologies based on

practicality and usefulness.


Full use of the national and international technical standards, guidelines procedures,
methodologies, formats including those formulated by the DOR.
Close contact and effective co-ordination with the Client and concerned authorities.
Regular briefing to the Client and concerned authorities on the progress/problems.
Full use to available and applicable reports, standard design, data, maps/drawings,
specifications, other information for execution and completion of the services in
accordance with accepted professional standards and sound engineering and economic
practices.
Completion of the proposed services within the stipulated time and budget.
Learning from the Past
Where there have been relevant past studies and projects, during the Inception Phase we will review these
and discuss with the PMO to ensure that the lessons of the past good and bad are learnt and applied in
this project. For consortium, the findings, successes and weaknesses of earlier projects are a very important
input to the asset procurement process. At the same time, through the knowledge of our in-country team and
through the back-stopping facilities of BDA, we will consider the relevance of other projects outside
whether they are from current location or from other appropriate locations.
Project Plan
We will use proven management techniques and tools to enable us to satisfy the Project objectives.
Consortium fully complies with the requirements of client quality management procedures and
environmental management, and will employ proven Quality Management techniques currently being used
in large, complex, multidisciplinary projects throughout the world.
The Team Leader, in his role as Project Quality Assurance Manager, will be involved in quality auditing
during the implementation of this contract. He is highly experienced in producing specific Quality Plans
for different projects and undertaking Quality Control Audits in full compliance with international
standard.In addition to any reporting and monitoring required by the contract, the Project Programme would
be monitored on a monthly basis and where milestones are seen at risk, decisive action will be taken. A
robust Project Plan would be created at the outset of the contract encompassing the following aspects:
Scope of Services;
Project Programme;
Project Deliverables;
Key Project Participants;
Organizational Structure and Resources;
Communication Channel and Document Management;
Review and Verification of Deliverables;
Health and Safety.
The Plan will be monitored and revised by the Team Leader when significant changes occur in the Project.

Robust Environmental Management and Gender Plans
It is very important that all the project interventions are associated with minimal adverse environmental
impacts and that ADB gender targets are met. The appraisal of subprojects for future tranche funding will
include full environmental, socio-economic and financial assessments and gender impact statements. All
required social and environmental safeguards will be undertaken and reported in the standard manner fully
conforming to ADB requirements. The consortium Team Leader will ensure that these are strictly enforced.
From the environmental studies to be undertaken a positive net environmental impact (i.e. benefit) is
expected for many of the project interventions, e.g. sewerage systems. Any unavoidable long term negative
environmental impact should have been accounted for by mitigating actions incorporated in the design, or
accepted as an inevitable cost of gaining an overall positive benefit. Negative impacts may be created by
construction activities. These will be mitigated as far as possible by enforcing adherence on the part of the
contractors to the terms of the construction contracts. These should require, among other things,
establishment of an Environmental Management Plan (EMP) and other Good Practice, for each contract,
incorporating ADB and requirements. We would expect the plan to include such measures as:

Provision of security and protection of the site from trespassing or interference;


Local control and treatment of rainfall run-off, dust and noise;
Defined access routes and protection of the public from off-site activities;
Strict limitation of construction activities to within the given site boundaries;
Careful site clearance and preservation of top-soil and existing feature or other structures;
Reinstatement of all excavations and surfaces to the specified condition;
Complete removal of surplus materials and temporary works.
Ensuring the involvement of women in the provision and maintenance of urban infrastructure, e.g. for water
supplies is important. Of course, the whole community must be fully supportive of and as much as possible
involved in the implementation of the project. However through the gender Action Plan, particular attention
will be paid to the needs and potential of women. More specifically we will assist the PMU in establishing
a system and training staff to monitor implementation of gender action plan; advise the PMU to ensure that
the ADB gender targets are met; conduct gender sensitization workshops for the municipal staff; assist the
PMU to carry out awareness campaigns focused on involving women in water management activities;
design a gendersensitive communication strategy and IEC materials illustrating key social and behavioral
Messages related to hygiene, sanitation and health; and Identify and mobilize technical resources for
carrying ou t specialized tasks like vocational training/skills development for women. We will ensure that
periodic reports to the PMU on progress achieved against gen der targets outlined in the GAP are provided
at the appropriate times.
Socio-Economic Development Plan
We feel that it is important to ensure that the socio-economic development impacts of the urban
infrastructure investments and capacity building activities are maximized. The ultimate aim of the project
is to improve peoples lives and promote economic growth. When undertaking the social and economic
assessment of sub-project activities, we will also investigate the ways and means whereby beneficial social
and economic impacts can be maximised. Identifying the pathways whereby for example improved
transportation can assist local businesses will be important. Showing how agglomeration benefits can be
maximised and dis-benefits addressed through the provision of improved urban infrastructure is another
example. We will work with the PMUs and other relevant stakeholders to identify how socio-economic
benefits can be maximised and describe the findings in the sub-project assessment reports.
Engaging the Community: Public Awareness and Communication Strategy
Consortium will assist the PMO, for the overall strategic communication guidance to the project. We
suggest that the Communication Strategy will be devised in order to set a vision on how the community can
benefit from and be involved in the proposed water sector infrastructure improvements. The community
must feel a degree of ownership of the assets provided. The strategy will identify challenges that the
KMC and the community will face as the infrastructure is being constructed, and elaborate a plan of action
to achieve the communication objectives contributing to the successful implementation of the project
objectives. The success of the project will depend on public awareness of the overall goals and objectives
and the local community needs to contribute for its successful implementation through their cooperation.
The public must also be made aware of the part played by Client and the ADB. This is to be done through a
positive and factual Public Relations interface formally endorsed by the Stakeholders.
Our proposal will be for the Program to identify different public groups such as householders,
schoolchildren, institutional managers, business organisations and health provision facilities who will need
to be approached at different levels and with different types of information. The primary means of
communication will most likely be through cooperation with other established information programs and
media which have already achieved penetration and readership in the target public groups. This would be
preferred to a standalone program that might be largely ignored and would be more difficult to broadcast.
Local broadcast media, contributions to circulated media including newspapers; official leaflets that reach
all, or most, households are probable dissemination means. As requested, Consortium will assist to organise
public meetings, prepare educational material and conduct workshops for schools and local public interest
groups.
More specifically consortium can assist the PMO to (i) prepare an on-the-ground Communication Based
Assessment and (ii) to develop a communication program for the project including stakeholder mapping, It
would include assessing the stakeholder positions and requirements in the project; their communication

requirements ,especially those of the project affected people; gauging stakeholders level of understanding;
identifying their interest and level of influence both positive and negative, communication of these
interests; identifying strategic approaches and materials for engaging stakeholders through various
communication and media channels that will be critical to sharing information, building consensus and
supporting project objectives. We would suggest also to analyze the media and communication channels
that will be critical to sharing information, build consensus and support the project objectives; and evaluate
the communication capacity of the relevant institutions both Client and non-government that are
involved in the implementation and/or managing the implementation of the communication program.
FORMULATION OF APPROACH AND METHODOLOGY:

In the technical approach to services, Activities have been identified based on the requirements of the
TOR. The scope of work detailed in the TOR are detailed enough to meet the requirements.
DETAILED METHODOLOGY:
Based on our understanding of the objectives and the detail given in TOR for the services, our technical,
management, participatory, general, innovativeness and technology transfer approaches, an appropriate
methodology has been developed by the Consultant. Since the scope of services covers some independent
and interdependent activities, it is proposed to follow "ACTIVITY /TASK APPROACH" to carry out the
entire work comprehensively and accurately to the complete satisfaction of the Client. The whole foreseen
scope of work has thus been organized into different Task Groups, which will allow better monitoring,
compliance and QA/QC during the entire duration of Consultancy services. Depending on the nature of
each task and their relationship as well as the project completion time including immediate targets, a
suitable Work Plan/Schedule will be prepared separately for each to ensure satisfactory completion of
services. However, these may require modifications or adjustments, inter alias, for addressing additional
issues or conditions encountered during the provision of services. Should such modifications become
necessary, these will be suitably reviewed and discussed with the Client and appropriate approval obtained.
Several tasks may be started simultaneously and thus their serial numbers do not necessarily reflect any
sequential order. The text in italics of each task denotes the corresponding activities as referred to in the
TOR. Methodology is developed by dividing the works contained in TOR into different tasks and sub-tasks.
Major components of consultants services are defined in terms of Task Series.

below in chart.
