Can the MOA-AD bring


lasting peace?
THE Memo of Agreement on Ancestral Domain initiated by the
peace panels of the Moro Islamic Liberation Front and the Gov-
ernment of the Republic of the Philippines is a sign of contradic-
tion. For probably most Christians, it is a document that is un-
patriotic, a betrayal of the nation, a surrender of national sover-
eignty over huge swaths of Mindanao, Sulu Archipelago and
Palawan, a selling of Christians “down the river”, a document
to be rejected. For some Muslims, the document is not enough.
It is a betrayal of their hopes and aspirations for self-determina-
tion and freedom, a surrender of territories that once belonged
to them by right of ancestral domain and native title.
But the MOA-AD, no matter how one looks at it, is a remark-
able document. It is a very serious attempt to balance national
sovereignty and Bangsamoro aspirations for self-determina-
tion and freedom. For this reason, I believe that the MOA-AD
can bring lasting peace. Let me elaborate.
The document should be read in the light of Bangsamoro
history. This history is not one that our Spanish and Filipino
Christian historians have developed. Our history is a history
written by one party to the complex human encounter that we
call Philippine history, written perhaps by “victors.”
Bangsamoro history has largely been one of oral tradition and
only in the last 400 years do we see that history written, but
not from their point of view.
But it is from the largely unfamiliar side of Philippine his-
tory that is also true and indisputable that the concepts of an-
cestral domain and a Bangsamoro homeland should be under-
stood. The MOA-AD document returns to that concept as a
basis for lasting peace.
On the other hand, the document is also remarkable from
the angle of what Mindanao is today. Through successive waves
of migration and public laws, the face of the population as
well as of territories has changed. In less than 50 years begin-
ning with the 1930s Christians now outnumber Muslims in the
land once under the sway and influence of Muslim Sultans.

THANK you for enlightening your readers on the teaching office of


the episcopal conference. As a follow-up to that article, would you be
kind enough as to now explain the rights and duties of the ordinary
faithful as regards the Magisterium of the Church? Specifically, I
would like to be enlightened on the possible fate of the Catholic faithful
—who are a sizeable minority—in those areas of Mindanao which may
possibly be set up as Islamic States in the event of a Federal system of
government in the Philippines.

AT the outset, I would like to declare my incompetence to


write about the implications of the setting up of a Federal
system of government in the Philippines, as my expertise is
Canon Law, not Constitutional Law of the State. I shall limit
myself, therefore, to answering the first part of the question
enunciated above, leaving the finer points of the second part
to a possible article by a Constitutionalist.

Religious freedom
The Second Vatican Council dedicated a whole document to
the subject of religious freedom.1 The fundamental affirma-
tion of the Council is as follows:
The human person has the right to religious freedom. This freedom
consists in that all men, within due limits, should be free from all
coercion—whether from particular persons, social groups or what-
ever human power—in a manner such that in religious matters no
one should be obliged to act contrary to his conscience or to be impeded

from acting according to it, whether publicly or privately, alone or in
association with others... Freedom of religion is founded in the very
dignity of the human person, as known through the revealed Word of
God and through human reason (DH, 2).
This basic freedom has been formalized (elaborated) in the
Code into a set of rights and duties, which we can summarize
as follows.

IT is a panoramic scene of skyscrapers rising up from a dusty


smoky and garbage covered land. The only life visible in the
whole landscape is a medium-sized robot: Wall-E, busy gather-
ing all the trash, compacts them into solid squares, stores them
in his tractor, then drives towards a to-be-completed skyscraper
to pile his well compressed blocks on the very top of the build-
ing. After working at this for several hundreds of years, he is the
only one alive of his kind, “created” and assigned to the job of
cleaning up the earth and rehabilitating it for human occupation
again. Though at first alone and lonely, Wall-E (Voice: Ben Burtt)
has been touched and moved by some of the things he has found
among the trash he has to deal with. A working television, mu-
sic, songs, a green plant growing in an old shoe, have made him
look at life differently. Suddenly, something unexpected hap-
pens: the arrival of a robot Eve (Voice: Elissa Knight), sent to
earth to find out if there is any botanical life still present on
earth. Wall-E falls for her at first sight. But she could not stay
after she accomplished her investigation. The spaceship that
brought her to earth takes her back. Not willing to let her go, he
clings to whatever he could find on the outside of the ship, and
he is taken on an unusual ride in space.
Wall-E is an interesting and intriguing science-fiction story
that could entertain all levels of viewers. The young could
enjoy the visuals of the various kinds of robots shown, and the
appearances of the deformed humans dressed in colorful red,
who could barely move or do anything because having lived
so many years in spaceships manned by robots the humans
have become, too obese and too motionless to be able to do
things for themselves. Older viewers will have the added plea-
sure of following the story of what happens to Wall-E and Eve,
and how it ends up. Will the humans have the opportunity to
return to their earth? Even without proper dialogue, the movie
is able to carry on with a clear and enjoyable movie. The time
it has taken to come up with Wall-E and the experts, who
worked on it like Andrew Stanton, Randy Nelson, Steve Jobs,
Ben Burtt, Jim Morris, and John Lasseter, show why the movie
is such a hit with the audience.
Although Wall-E is meant to please and entertain, it also pro-
vides matters to be noted and thought about on another level.
The scene of the earth as it has been left by the humans is clearly
a picture of devastation and is still uninhabitable after so many
hundreds of years have passed on. Could we not take better care
of the world we live on? Could we make a time when there will
be no need to live in temporary “spaceships” with nothing to do
but become out of shape and immobile? Wall-E a robot, after a
long while doing what he was meant to do, experiences some
kind of change in him affected by his collection of some of the
equipments, gadgets which he used and played with. Could this
be possible, could it happen in some future time?
