Critical Guidelines

1.1.1 MMI displays turnout fault alarm.

1.1.2 Turnouts in the train route switch incompletely, cannot switch, switch point closed incompletely or
turnout position cannot be determined.

Principles for operation organization
1.2.1
1.2.1 In the case of failed turnout having not being occupied by train route, train is forbidden to pass the
route.

1.2.2 Train is not on the fault turnout

Traffic controller stops the train immediately, and notify rush repair staffs carrying out repair
immediately

In the case of fault, carry out 2-round unit operation for fault turnout immediately.

After unit operation, if turnout resumes in normal operation, organize normal operation. If not,
immediately notify relevant staffs manually preparing the route.

When one of turnout positions is unavailable, firstly consider to use the normal position of turnout
for operation, if the fault position has to be used for operation, carry out treatment as per the
requirement of manual preparation of the route.

When manual route preparation personnel reaches to the fault turnout position, firstly confirm
current position of turnout, if the position conforms to the position of the required route, directly
couple and lock the turnout (it may not cut off the monoindication obstruction); if the current
position does not conform to the position of the required route, driver shall firstly confirm the turnout
is in the right position and then pass the turnout as per the directions of traffic controllers.

When manually preparing the route, if it is required to control multiple turnouts, follow the principle
of first manually cranking the turnouts from near to far side from station direction, then confirming
the entire route from far to near side from station direction.

If the turnout is resumed to the normal operation condition, before removing turnout
(monoindication obstruction has not being cut off) coupler lock that is directly coupled and locked to
the turnout, trains shall be stopped on the forward station, to prevent staffs from hurting by turnout
switching caused by route occupation during removal of coupler lock.

After turnout is resumed, for turnouts need to be switched, coupler lock and monoindication
obstruction shall be firstly removed and resumed. For turnouts need not to be switched, coupler
lock may be removed and moniindication obstruction may be resumed at the operation internals or
after closing of operation.

1.2.3 Organizational principles of rush repair
1)
1) Upon arrival of rush repair staffs, organize repair according to the First Open Then Resume principle
under the approval of traffic controllers.

2) Rush repair staffs shall be responsible for manually preparing the route.

3) After rush repair is complete, unit operation to the fault turnout shall be conducted, and after repair is
confirmed, rush repair responsible personnel shall report repair result to the operational control center.

Action Guidelines for Each Position

Upon receipt of turnout fault report from traffic controllers, immediately issue
initialing of Emergency Program for Fault to each position.

Coordinate the cooperation of each position under the fault condition, and issue
adjusting plan for train operation.

Notify fault in a timely manner.

Follow up progress of rush repair.

Notify chief dispatcher and controllers of each function.

Adjust train operation according to the operation adjusting plan established by


chief dispatcher.

Notify standby train drivers of each track and yard traffic controllers preparing
addition of standby trains.

Organize rush repair staffs to carry out repair works.

Upon occurrence of the fault, develop the information of on-site fault and timely
issue the fault information.

Assist chief dispatcher to report fault information to the responsible leaders.

Follow up subsequent fault information.

Carry out passenger service works.

Stop the train before the fault turnout as per the directions of traffic controllers,
report to the traffic controllers, and try to appease passengers via PA.

First electric train passes the turnout fault area in a maximum speed of 5km/h,
and driver shall strengthen track observation, if find abnormalities timely adopt
safety measures and report to traffic controllers for further treatment, and if no
abnormalities are found, the following electric train will be operated in designated
speed.

Follow up fault treatment condition and timely notify the operational control
center.
