SPECIFIC WORK / FUNCTIONS


1. Acted as MARINA-IX prosecutor and assisted the Legal Officer III in the hearing of cases re:
violations of RA 9295 and its IRR, MARINA Memorandum Circulars, laws, rules and
regulations.
2. Monitored vessels, shipping lines and shipyards registered with MARINA. Ensured
compliance with the minimum manning requirements, safety of life at sea (SOLAS),
sanitation and environmental protection like provisions on the Certificate of Public
Convenience (CPC), Loadline Certificate, Stability Certificate, General Arrangement Plan,
Fire Control Plan, National Safety Manual and officers and crews licenses, certificates and
qualification documents;
3. Participated in inter-agency planning on coastal management, protection on marine
environment, preservation of marine resources and endangered species.
4. Coordinated with the Philippine Coast Guard on the implementation of the provision of
Garbage Management Plan, Oil Pollution Plan and coastal management. Coordinated with
the DENR on issuance of ECC on Shipyards and LGU on issuance of business permit prior
to registration with MARINA;
5. Acted as the focal person of MARINA in BEST in Customs, Immigration, Quarantine and
Security (CIQS) projects implemented by lead agency Mindanao Economic Development
Council (MEDCO) now Mindanao Development Authority (MINDA) in cooperation with
National Economic Development Authority (NEDA) and participated in the planning, drafting
and formulation of Sea Port and Airport Security Plan;

6. Attended trainings like Surveillance at Port Level, Intelligence Planning, Detection of


Fraudulent Documents and Incident Command System;
7. Represented MARINA in the membership in the Regional Disaster Risk Reduction Council
(RDRRC) and participated in trainings and seminars on Contingency Planning, Disaster Risk
Reduction, Prevention and Management, Disaster Preparedness, Food Security and Climate
Change.
8. Actively participated in planning activities and helped formulate policies on the adoption of
evacuation plan on tsunami, earthquake, flooding and fire, tree planting, coastal clean-up,
earthquake drill, tsunami drill and oil spill drill.
9. Represented MARINA in the Maritime Security Coordinating Committee and Coast Watch
South, Zamboanga Peninsula and participated in the planning sessions on inter-agency
cooperation and coordination on maritime safety, security and environmental protection,
prevention of illegal logging, illegal fishing, use of vessels and ports in criminal activities like
human trafficking, hijacking, piracy, etc.
10. Represented MARINA in the Inter-agency meetings and planning activities in the Zamboanga
Peninsula Occupational Safety Health Network (ZAMPEN OSHNET) and Department of
Labor (DOLE).

11. Member of Bids and Awards Committee (BAC) and actively participated in BAC meetings
and bidding activities such as but not limited to resort to different modes of procurement,
opening of bids envelops, evaluating legal and qualification requirements, drafting
resolution/s declaring the lowest bidder with the recommendation to the Head of Procuring
Entity (HOPE).
12. Participated and attended trainings and seminars on RA 9184 with its revisions and annexes
and PhilGEPS.
13. Represented MARINA in the Department of Trade and Industry Consumer Protection
Committee and participated in meetings, activities and seminar planning workshops on
Energy Conservation, Consumer Protection and Oplan Timbangan;
14. Attended and participated on National Workshop on the Growth of an International Ship
Recycling Industry in the Philippines Based on Compliance with International Safety and
Environmental Standards;
15. Participated in the educational visit and inspection of Bataan Nuclear Power Plant relative to
the said seminar.

16. Acted as MARINA Budget Officer and Concurrent Cashier, pursuant to a Special Order.
Prepared Annual Procurement Plan, Performance Physical Report and Annual Budget Plan;
17. Participated in MARINA-wide Annual Budget Planning Workshops;
18. Participated in Gender and Development planning such as but not limited to attending
seminar and workshops on Gender Sensitivity, Gender Mainstreaming and Gender Audit and
help the GAD Chair in the formulation and implementation of Gender and Development Plan;
19. Participated and attended Anti-Red Tape Act Seminar. Directly involved in the implementation
of Anti-Red Tape Act (ARTA) planning activities in MARINA such as but not limited to drafting
of Memorandum on Officers-of-the day, suggestion mechanism, placing of NO FIXER sign in
the office and grievance procedure;
20. Acted as co-focal person of the Office together with the Officer-in-Charge in the organization
and creation of Maritime Safety, Security and Environmental Protection Council by
conducting seminars and trainings on deputation of maritime enforcers among allied
agencies on maritime safety, security and environmental protection.
21. Issued Maritime Advisory to shipping lines to ensure compliance on maritime safety, security
and environmental protection. As Attorney III, heard cases pending before the MARINA on
violation of maritime laws, rules and regulations and issued Cease and Desist or Suspension
Order for non-compliance thereof.
22. Participated in the Oplan Pantalan and coordinated with the Philippine Ports Authority on
registration of illegal ports and in the collection of data, planning and analysis on how to
regulate the said colorum ports in Region IX;
23. Participated in the NEDA and DPWH Infrastructure Committee as representative of member
agency and worked with the Committee in the planning, gathering of data, analysis,
evaluation, public consultation and implementation of Action Plan or Medium-Term
Development Plan.
