INTRODUCTION AND SUMMARY


art I of this report contains recommendations and guidelines to minimize
the susceptibility of losing substations due to transformer fires. Part II
contains the survey findings. These figures give a snapshot at Aramco
during the survey, and may change with any modification to the
substations.

The team conducted field surveys of a select group of substations in two phases.
Phase I covered 15 manufacturing, refining and terminal facilities. Phase 11
covered 67 producing and distribution facilities. Observations from these
surveys were integrated into the report.'
During the course of the field surveys conducted by the team, the operating
organizations identified 222 substations containing 610 transformers as being
critical. If indeed these substations are critical, applying the report
recommendations would result in 109 transformer yards requiring fire barriers
and 84 transformers requiring that their oil vents be redirected. Upgrading of oil
containment would be required at 137 Substations. These figures will change
when operating plants reconsider the criticality of their substations.'
It is recognized that, depending upon the particulars of each substation,
incorporation of these recommendations may be capital intensive. For this
reason, it is imperative that the criticality of the substation be accurately
determined and an economic evaluation be done on various design alternatives.
In some cases, it may be more economical to make electrical design
modifications in order to render the substation non-critical.

FINDINGS
he report contains a number of tables providing information and specifics
on transformers, transformer yards and substation buildings for the critical
substations, as identified by the operating plants.

Following is a description of Tables 3 through 7:


Table 3, Critical Substations, shows the number of critical substations in
each plant, as well as specific substation identification numbers and the age
of each substation.
Table 4, Transformer Yard, includes information on whether a drainage
path is available in each transformer yard, and whether the transformers are
separated by fire rated walls. Also, the table specifies whether the
transformer yard is caged or not, and if it is located within 150 meters from
any vapor cloud blast source.
Table 5, Transformer Oil Quantities, provides the designation of all
transformers at critical substations; It includes the rating and oil quantity of
each transformer. The direction of the pressure relief vents is also included
in the table.
Table 6, Critical Substation Buildings Construction, includes floor, walls and
roofing materials, and whether the substation is attached to other buildings.
Furthermore, the table indicates whether a substation is raised or not; and if
raised, it indicates if the crawl space, from the transformer side, is blocked
with a security mesh or a solid wall.
Table 7, Substation Building Fire Protection, shows whether a substation
building has smoke detection and fire suppression systems or not, and if fire
extinguishers are available inside the buildings. The table also displays
requirements for redundant air-conditioning in the critical substations, and
whether fire dampers are provided in the bus-duct penetrating the substation
fire-rated walls.

FINDINGS

The survey covered 82 Saudi Aramco operating plants, having 222 critical
substations, as identified by the plants, and as per SAES-P-100. Refer to Table
3 for detail^.^
Out of the critical substations specified, only 22 substations have a drainage
path in their transformer yards, while 85 yards do not have barriers between the
oil-filled equipment, also 61 transformer yards are caged. In addition, 86 critical
substations are located near a vapor cloud blast source. For more details, see
Table 4.4
For transformers at critical substations, a total of 882,525 gallons of oil are used.
Therefore, Replacing transformer oil with less-flammable type may not be viable
option, especially that fire barriers will still be r e q ~ i r e d . ~
It was observed that 92 transformer pressure relief vents are directed to either
the substation building or nearby unassociated equipment. In addition to the
previous information, Table 5 provides specific information for each of the 61 3
transformers in the critical substations; namely, the transformer designation and
rating.

Smoke detection systems are not installed inside the substation buildings of 119
substations, while 2 substations do not have fire extinguishers nearby.
Furthermore, redundant air-conditioning is not provided in 27 of the critical
substations defined. For more details, refer to Table 7.
Distribution ODeration Facilitv Substations

A representative sample of Bulk Plant transformers were surveyed and found to


be small in comparison with other Saudi Aramco Operating plants. Bulk Plant's

largest transformer size is 2000 KVA, while transformer sizes in other Aramco
operating facilities ranges between 10 to 100 MVA. Most of the bulk plant
substations are relatively old and have outdoor switchboards. Most of the bulk
plant substations have metallic roofing and are surrounded by fences. Some of
the unique features of Bulk plant substations are:-

* Some of the Bulk plants, such as AR'AR and AL-JOUF, have two
stand-by generators.
Most of the SCECO concrete buildings that house the transformers and the
RMUs do not have any means of oil containment. Spilled oil would flow in
the outgoing cable trenchs. This is not a concern, if the buildings house only
one transformer, because damage to the transformer will result in a total
shutdown to the bulk plant, regardless of the cables status.
Some SCECO Transformer buildings have ventilation openings on all sides
including the switchboard side. This can be damaging to the switchboard in
the event of a transformer fire. Closing the ventilation opening from the
switchboard side, with concrete, is required.
Some of the newly built substation buildings are elevated and crawl space is
closed by a wire mesh. Erecting containment around the transformers to
contain the oil and closing the crawl space with a fire-rated wall is required.

Some AFO Power substations have indoor Dry-Type transformers housed in


the same building as the switchgears. This does not seem to constitute a
problem.
Some of the substations have sun shelters and no concrete slab or pad. The
storm-water may flood the substation.
In some bulk plants, SCECO (or other local electric companies) operate and
maintain the substation feeding the bulk plant. This responsibility includes all
services on the high voltage side of the transformers.

Offshore Substations

Due to space and weight limitations and the corrosive environment, offshore
substation and transformer design must be given special considerations when
implementing the required changes for protection against transformer fires.

FINDINGS

A three hour fire-rated wall and, in some cases, a fixed water spray deluge
system, should be considered to protect other equipment and buildings from
transformers; and, in some cases, allow for closer spacing than would otherwise
be possible. A three-hour fire-rated wall could be constructed of 4 mm steel plate
reinforced with vertical 18 mm angle iron stingers. On the transformer side, a 20
mm intumescent cementious layer would cover the steel plate. If transformers
were on both sides, the intumescent cementious layer could be on both sides of
the reinforced steel platelangle iron assembly.

For existing offshore facilities, the provision of an automatic actuated water


spray system for transformer protection is recommended. This would be
consistent with the fire protection philosophy for the offshore facilities. The
spacing between most of the existing offshore transformers does not permitadding separation walls between adjacent transformers.

Most of Saudi Aramco offshore transformer yards have drains, oil containment
dikes and water monitors nearby. However, some substations have control
cables passing directly above the transformers. These cables will be lost if the
transformers caught fire. Some of the substation building walls are of corrugated
metal sheets. Walls of this construction have very little fire resistance.
