JICA,ADBEstablish$1.5BillionFundtoInvestinPrivateInfrastructure

JICAtodayhasenteredintoanagreementwiththeAsianDevelopmentBank(ADB)toestablishanewfundtosupportprivateinfrastructure
investmentsacrossAsiaandthePacific.Thefund,LeadingAsiasPrivateInfrastructureFund,orLEAP,willbeseededbya$1.5billion
commitmentfromJICA,andwillbemanagedbyADBsPrivateSectorOperationsDepartment.
LEAPwilltargetawiderangeofquality,privatesectorinfrastructuretransactionsinenergyandpowergenerationwithastrongfocuson
renewableenergyandimprovementsinenergyefficiencyaswellaswaterandurbaninfrastructure,transport,informationand
communicationstechnology,andhealth.Thefundwillalsohaveaflexiblemandatetoinvestinprojectsatdifferentstagesofdevelopment
throughavarietyofmodalities,includingpublicprivatepartnerships,jointventures,infrastructureconcessions,andcorporatefinancings,while
usingarangeofdebt,equityandmezzanineinstruments.
TheestablishmentofLEAPoriginatedfromanewcollaborationpackageannouncedbytheGovernmentofJapanonNovember21,2015as
oneofthefollowupmeasuresofthePartnershipforQualityInfrastructure.JICAandADBhavebeendiscussingthecreationofatrustfund
forsupportingprivatesectorinfrastructureprojectsandpublicprivatepartnershipsinAsiaandthePacific.Thetwoorganizationssigneda
MemorandumofUnderstanding(MOU)onaframeworkforthepartnershiponDecember17,2015,andhavenowreachedagreementonterms
andconditionsforthetrustfund.
AccordingtoADB,Asiasinfrastructurefinancingneedsareestimatedatamassive$800billionperannum,andtappingtheresourcesofthe
privatesectoranddevelopmentorganizationsiscrucialtobridgingthisgap.ThroughthisequityinvestmentinLEAP,whichwillbefinanced
fromitsPrivateSectorInvestmentFinance,JICAaimstofurtherexpanditsprivatesectorinvestmentactivityinqualityinfrastructureprojectsin
developingcountriesinAsiaandthePacific.
Goingforward,JICAwillcontinuetopromoteJapansPartnershipforQualityInfrastructureandwillcontinuetosupportactivitiestoachieve
theSustainableDevelopmentGoals(SDGs)pledgedintheUNGeneralAssemblyinSeptember2015,throughstrengtheningcollaborationwith
ADBandothermultilateraldevelopmentbanks.
