Os prticos Ricardo Falco e Jonatas Lima deram seus testemunhos sobre as particularidades da navegao na Bacia Amaznica.
Explicaram que a regio demanda monitoramento batimtrico
constante (realizado com recursos das praticagens) devido s
frequentes mudanas na topografia dos leitos dos rios. Falaram
detalhadamente de seu ofcio, ressaltando de que forma
contribuem para a harmonia socioeconmica da regio.
Ricardo Falco, prtico da ZP-01 (zona de praticagem que vai de
Fazendinha a Itacoatiara), apresentou estudo de caso da Bacia
Amaznica Prticos em parceria com a Minerao Rio do Norte
(MRN). Aps computar prejuzos em sua produo, a mineradora
vem-se recuperando com o auxlio da praticagem que, com sua
expertise e investimento em sondagens e dragagens, superou
desafios de ordem natural, como o fenmeno de terras cadas,
observado em 2011 no Rio Trombetas.
Na poca o canal do rio estreitou-se sensivelmente, e a
navegao s pde ser realizada durante o dia, mesmo aps
dragagem emergencial realizada pela MRN. Contando com
a parceria da praticagem da ZP-01, que privadamente investiu
em treinamento de pessoal, os prticos da regio passaram a
manobrar navios de maiores arqueao bruta e comprimento
total, o que representou enorme economia para os donos da
carga e, ao mesmo tempo, permitiu que recordes de produo
pudessem ser escoados.
Falco tambm descreveu solues encontradas pelos prticos
junto Diretoria de Hidrografia e Navegao para superar adversidades encontradas em 2015 nas ilhas do Patacho e Faraday,
garantindo a navegao segura sem a necessidade de diminuio

At that time the river channel was quite narrow and navigation
could only occur during the day, even after emergency dredging by

MRN. With the help of the PZ-01 pilotage partnership, which had
invested privately in personnel training, the pilots in the region
now maneuvered ships with a larger gross tonnage and total
length, which was a huge saving for the cargo owners while, at the
same time, helping the marketing of a record production.
Falco also described solutions found by the pilots in the Directorate
of Hydrography and Navigation to overcome adversities in 2015 in
the Patacho and Faraday islands, ensuring safe navigation without
needing to reduce the ships draft. He explained that the solutions
found by the PZ-01 pilots resulted in huge economies of scale for
all ships that sailed down the Amazon River from ports and terminals upstream, avoiding the restraints illustrated in the case study.
For the ports of Itacoatiara, Cargill and TFB (Petrobras), these
economies were added to the safety of navigation, since they
allowed ships to continue operating with their maximum drafts
even during the dry season. For all vessels from Manaus, it was
also possible to navigate with any departure draft along a stretch
of more than a thousand kilometers.
In the past, droughts forced these ships to sail with up to 30,000 tons
less cargo, which meant that exporters and importers would charter
double the number of ships to carry the same quantity of cargo. This
saving is passed on to the bread consumers, to give a very run-ofthe-mill example, since wheat is carried by ship, the pilot said.

The Legal Amazon is the name given to the region in Brazil covering
the states of Acre, Amap, Amazonas, Maranho, Mato Grosso,
Par, Rondnia, Roraima and Tocantins. The concept of Legal
Amazon and its territorial boundaries, instituted in 1953, arose
from the need to plan the socioeconomic development of the
region, irrespective of the equatorial rainforest ecosystem occupying 49% of national territory and extending to eight neighboring
countries. The Legal Amazon boundaries were modified several
times as a result of changes in the countrys political division.
The Sustainable Amazon Plan (PAS), launched in May 2008 by the
federal government, considered the entire state of Maranho part
of the Brazilian Amazon. Brazilian pilotage operates in four of the
nine states forming the Legal Amazon Amap, Amazonas,
Maranho and Par.

VTS, gerenciamento de recursos e projeto de passadio, navios
autnomos e arranjos de amarrao e de rebocadores.

affected navigation. Paulo Holthus spoke about sustainability in
maritime trade and oceans. Mr. Holthus is the president of the World
Ocean Council, a non-profit organization that endeavors to build up
and bring together responsible companies that collectively look for
solutions to allow sustainable sea and ocean activities.
Next, the vice-president of the Korea Ship Owners' Association
(KSA) Mr. Young Moo Kim discussed the shipping activity in
general and, specifically, referred to the bankruptcy of Ranjin
Shipping, one of the largest container carriers in the world, and its
consequences for the maritime transport market. In his presentation,
Garland Hardy, president of Lantec Marine, Canada, shared with
the audience his experience with training pilots in state-of-the-art
simulators. The closing speech of this blocks activities on the 26th
was given by pilot Jonathan Pearce, an expert on under-keel
clearance and the vessels squat.

of up to 380 meters in length, Peter McIsaac (American Pilots
Association), Mark Ayre (Australasian Marine Pilots Institute) and
Nick Lee (United Kingdom Maritime Pilots Association) reported
how they are dealing with the challenge of maneuvering gigantic
ships in ports that have remained practically unaltered.
Continuing to pursue the subject, Pilot Jose Burgos spoke about
the founding of a training center for Panama Canal pilots. He
explained that, based on the demand for local pilotage, the canal
authority agreed to create a training center under the supervision
of Port Revel, the renowned French training center. This has allowed
all professionals in the region to practise the various maneuvers
required in the canals locks and lakes. Also in this group of
presentations, pilot Toshiki Moriguchi (Japan Federation of Pilots
Associations) talked about the new generation of mega-ships
and Sang Min Goag (Korea Maritime Pilots Association) on the
development of LNG ships and their maneuverability.

The initial session on September 29th when the IMO celebrates the
World Maritime Day was chaired by Gurpreet Singhota who for
over 26 years occupied the post of Subcommittee Secretary of
Navigation Safety of IMO (NAV). Singhota presented a panel on the
legal status of pilots from the perspective of IMO. Detlef Zschoche
(Consultant of Ince & Co, Germany LLP) and Tristan Laflamme
(Executive Director of the Canadian Maritime Association) also
referred to the subject, addressing aspects of civil and criminal
liability of the pilot, according to the law of their country. At the
end of the session, In-Hyeon Kim (consultant of the Korea Maritime
Pilots Association) engaged in a specific analysis based on the
Korean civil liability act in the case of an offshore accident.
In a technical session, which he chaired, Vice-President Ricardo
Falco presented an analysis of user opinions in relation to the
PPU. He submitted a recent publication of guidelines for PPUs

Gas tankers are giant reservoirs for carrying gas in a liquid state.
Natural gas is liquefied at a temperature of -161C, and the LNG is
also transported at this temperature. A cargo spill, therefore, would
have disastrous consequences for the environment, which
would not withstand the impact of a thermal shock of this magnitude.
Tankers can carry tens of thousands of tons of liquefied gas and are
truly potential bombs when loaded. The risk level increases so
considerably when there are LNG tankers in circulation that, when
they sail in restricted waters, the traffic there is stopped so that
they do not encounter other ships.
The Golar Spirit, built forty years ago and registered in the Marshall
Islands, has a maximum draft of 12.6m, length of 285m and
breadth of 44m. Any accident with its cargo could have terrible
consequences for the environment and human life. It could, in fact,
have stopped the traffic in Guanabara Bay for an indefinite period.
This would have occurred exactly at a time when the spotlights of
the international press were focused on Rio de Janeiro and the
imminent Olympic Games.
On succeeding to stop the tanker only 100 meters from the Fortress

self-control at the public service, living up to the motto of his
profession and providing a happy end to this story.

Gustavo Martins, president of CONAPRA, opened the 40 th
National Pilotage Meeting held from October 24 to 26 in Fortaleza,
stressing that pilotage is a key link for harbor safety. He also
emphasized that the purpose of the pilotage meetings has been to
further discussions of an administrative and technical nature in
order to share information that contributes to the enhancement of
safe navigation and related activities.
Interaction with the maritime and port community is one of the
major benefits that the meetings offer, since the harmony between
these sectors and the pilotage service depends on solving the huge
bottlenecks that the waterway transportation infrastructure faces
in Brazil. The next speaker, Vice-Admiral Wilson Pereira de Lima
Filho, Director of Ports and Coasts, spoke about the role of the
maritime authority in this country.

coordinator of the Numerical Offshore Tank (TPN) at the Polytechnic
School of So Paulo University (USP). He analyzed advanced
techniques for assessing the efficiency of tugs and the size of the
bollard pull. At the end of his panel, Tannuri concluded that
the assessment of the type, number and bollard pull of a harbor tug
for a certain operation, when using the best available technique
together with local experience, should consider the following
factors: impacts of environmental agents (current and waves);
forward speed; interaction among thrusters and with the hull; and
times for changing position and actions.

de manobra que sero sistematicamente questionados at ser aceitos pelos outros. Esse sistema de comando faz dobrar a quantidade de
palavras e o tempo necessrios para se executar uma manobra, alm
de envolver uma terceira pessoa no dilogo de comando.
O papel do prtico
Seria fcil aceitar esse jogo de palavras que ocorre no passadio
como o principal problema. Por mais irritante que seja para os
prticos mais experientes, esse no o principal problema. Junto
com o processo de mudana na hierarquia de liderana e na organizao da equipe de passadio, muitos navios de cruzeiro tentam
forar tambm uma mudana na funo do prtico. De acordo com
o comandante Nash e outros defensores do sistema Carnival/
CSMART, o papel ideal do prtico seria o de conselheiro da equipe
de passadio, posicionado discretamente nos fundos do passadio
enquanto o navegador e o co-navegador conduzem o navio. O
comandante Nash chegou at a sugerir que a presena do prtico
como ter um taxista londrino no banco do passageiro do carro
para ajudar a encontrar o caminho na cidade. Est na hora de frear
a propagao dessa ideia e realmente entender o papel do prtico.
Os prticos tm duas funes principais, e essas funes esto
sendo cada vez mais contestadas pelos operadores de navios de
cruzeiro promotores dessas mudanas na estruturao das equipes
de passadio. De acordo com a primeira funo, o prtico protege
o navio dos perigos do porto. Os prticos so peritos em manobrar
navios, com conhecimento local especializado e preparados para
utilizar rebocadores e outros mtodos com que a maioria das
tripulaes de navios no est familiarizada. Em muitos navios,
especialmente naqueles praticamente incapazes de se mover sem
o auxlio de rebocadores nas guas restritas e confinadas de um
porto, o prtico conduz e orienta simultaneamente os movimentos
dos rebocadores e do navio. Evidentemente, nessa primeira
funo, os prticos so peritos em manobrar navios.
De acordo com a segunda funo, os prticos protegem o porto
contra os perigos apresentados pelo navio. Nenhum porto desejaria que um desastre martimo bloqueasse seu acesso. Dessa forma,
atribuda ao prtico a responsabilidade de fazer uso, de forma
independente, da sua capacidade de julgamento para comandar a
manobra do navio com segurana e eficincia, em favor do bem
pblico. nesse aspecto que as empresas de cruzeiros martimos
e suas equipes experimentais de passadio pecam, ao no
reconhecer a funo do prtico. Entende-se que navios de cruzeiro,
sobretudo os dotados de propulso azimutal e mltiplos impelidores laterais, raramente necessitam do auxlio de rebocadores.
Navios de cruzeiro podem ter a bordo seus prprios especialistas
em manobra, capazes de manobrar e atracar seus prprios navios.
O prtico, porm, ao manter o navio no cais de atracao ou em
uma boia devido a um nevoeiro, atrasar uma sada por causa do
vento ou ajustar o movimento do navio devido ao trfego, toma
decises que so indiferentes a qualquer presso comercial,
visando proteger as pessoas, o meio ambiente e a infraestrutura
martima da autoridade que lhe concedeu a licena.

Expert in simulations of
harbor operations runs a
workshop in DPC
A workshop was held from November 9 to 11, 2016, in the
Directorate of Ports and Coasts (DPC), Rio de Janeiro, on Pianc
Report Nr. 121 Harbor approach channels and design guidelines,
an important report published by the International Navigation
Association (Pianc) in 2014. The workshop was run by Dr. Mark
McBride, naval architect, port engineer, PhD in harbor operations
simulations, with more than 25 years of experience in activities
relating to harbor and maritime projects, project manager of HR
Wallingford Ltd. a center of coastal and harbor studies in the UK ,
and chairman of the Pianc Nr. 121 working group.
One of the 50 participants or so included pilot Siegberto Schenk
Jr., PZ-14 (Espirito Santo), member of the Institutional Council of
CONAPRA.
At the opening, DPC director Vice-Admiral Lima Filho stressed
that Law Nr. 12,815/13, on determining that setting ship
dimensions and maximum drafts is the responsibility of the port
administrations and authorities, requires the latter to set proper
procedures and standards for this process, and to train skilled
personnel on the subject. Also, a closer relationship with Pianc,
internationally renowned as a qualified forum in this field, would be
a natural outcome.
Therefore, this should be the first of a series of projects on the
subject, and its goal is not only to disseminate this knowledge, but
also to encourage networking between the professionals in the
field.
One important aspect was the multidisciplinary role proposed,
involving engineers, designers, specialists in simulations and
models, port administration, maritime authorities and, last but not
least, the pilots.
It should be mentioned that this report was the basis for the
revision work on the technical standard ABNT NBR13246 Port
planning, nautical aspects , which is in its final draft and has the
participation of several representatives from the maritime authority
and professionals as well as institutions associated with the port
planning area.

Paralimpadas
A histria dos Jogos Paralmpicos est intimamente ligada sistematizao de prticas de reabilitao para melhoria da qualidade de
vida de ex-combatentes de guerras. Em julho de 1948, paralelamente
cerimnia de abertura dos Jogos Olmpicos de Londres, o mdico
Ludwig Guttmann organizou a primeira competio em cadeiras de
rodas, que chamou de Jogos de Stoke Mandeville (cidade inglesa).
Quatro anos depois, em 1952, com a adeso de militares holandeses
aos jogos britnicos, estes ganharam status de jogos internacionais.
A nona edio dos jogos de Stoke Mandeville ocorreu em 1960,
paralelamente 17a edio dos Jogos Olmpicos, em Roma, com
mais de 20 pases participantes. Surgiam os Jogos Paralmpicos.
O Brasil nas Paralimpadas
A estreia brasileira nas Paralimpadas aconteceu nos Jogos de
Heidelberg, Alemanha, em 1972. Os brasileiros competiram nas
seguintes modalidades: basquete em cadeira de rodas, atletismo,
natao e tiro com arco. Com resultado tmido, o Brasil conquistou o
quarto lugar no basquete. A mentalidade que norteava o grupo apontava, sobretudo, para a participao em detrimento do desempenho,
o que se mostrou acertado, s no tendo vingado na dcada de 1980.
A participao feminina na competio comeou em 1976, em
Toronto, com Maria Alvares no atletismo e Beatriz Siqueira no lawn
bowls. Foi justamente no lawn bowls (espcie de bocha jogada na
grama) que o pas conquistou sua primeira medalha paralmpica: a
dupla Robson Sampaio de Almeida e Lus Carlos Curtinho foi
laureada com a prata no Canad. Robson, alis, foi responsvel ao
lado de Aldo Miccolis pelo ingresso do esporte paralmpico no
Brasil, ao fundar, em 1958, o Clube do Otimismo, no Rio de Janeiro.
Em 1980, em Arnhem, Holanda, o Brasil teve seu pior desempenho
na histria das Paralimpadas. As primeiras medalhas de ouro s
viriam em 1984 nos jogos disputados parte em Stoke Mandeville,
Inglaterra, parte em Nova York, EUA: Amintas Piedade, Luiz Cludio
Pereira, Mrcia Malsar e Miracema Ferraz (atletismo) e Maria
Jussara Mattos (natao) conquistaram sete medalhas de ouro.
Luiz Cludio Pereira foi o primeiro dolo brasileiro dos Jogos
Paralmpicos. Depois de conquistar quatro medalhas nos jogos de
1984 (duas de ouro e duas de prata), entrou de vez para a histria
paralmpica nos Jogos de Seul, em 1988. Alm de repetir as medalhas
de ouro nas provas de lanamento de dardo e de arremesso de
peso, o brasileiro quebrou o recorde mundial nas duas modalidades.
O Brasil no realizou grande campanha nos Jogos de Barcelona,
em 1992. Luiz Cludio Pereira, entretanto, despediu-se das
Paralimpadas em grande estilo conquistando medalha de ouro na
prova de arremesso de peso, quebrando novo recorde mundial.

At a Paralimpada de Atlanta, em 1996, o Brasil s havia conquistado medalhas em atletismo, lawn bowls e natao. Naquele ano,
entretanto, Antnio Tenrio da Silva encarregou-se de ampliar o
leque de esportes paralmpicos com projeo ao vencer o judoca
espanhol Francisco Boedo na final (categoria de at 86kg).
Nos jogos posteriores, em Sydney (2000), ganharam notoriedade
dois dos maiores medalhistas paralmpicos brasileiros: dria
Santos (atletismo) e Clodoaldo Silva (natao). Clodoaldo foi o
grande destaque da Paralimpada de Atenas (2004). O nadador
conquistou seis medalhas de ouro e uma de prata. O pas praticamente duplicou o nmero de medalhas em relao aos jogos de
1984 , o que foi atribudo Lei Agnelo/Piva, de incentivo ao
paradesporto nacional.
Em 2008, em Pequim, o Brasil continuou sua escalada de timos
resultados: 16 medalhas de ouro, 14 de prata e 17 de bronze. A
performance do nadador Daniel Dias, o maior medalhista paralmpico brasileiro, foi to arrebatadora, que o atleta foi condecorado
em 2009 (o que voltaria a acontecer em 2012 e 2016), em Londres,
com o renomado Prmio Laureus.
O fato de o nmero de medalhas conquistadas em Londres (2012)
ter sido inferior ao de Pequim no impediu o pas de consolidar
naquele ano sua posio de potncia paralmpica. Daniel Dias
continuou a abocanhar medalhas (foram seis pdios de ouro),
assim como o nadador Andr Dias (trs medalhas de ouro e uma de
prata). O Brasil continuou a brilhar no atletismo com Terezinha de
Jesus e Alan Fonteles, entre outros.
O balano final do desempenho do Brasil nos Jogos Paralmpicos
de 2016 revelou o melhor resultado obtido em toda a histria
da participao brasileira na competio quanto conquista de
medalhas: o Brasil subiu ao pdio 72 vezes o que significou
incremento de cerca de 60% em relao s medalhas conquistadas
nos Jogos de Londres (2012). Mas o pas no alcanou a meta
estipulada pelo Comit Paralmpico Brasileiro de ficar entre os
cinco primeiros pases. Embora tenha conquistado 14 medalhas de
ouro, 29 de prata e 29 de bronze, o pas terminou a competio em
oitavo lugar. Garantiu, entretanto, sua hegemonia no futebol de
cinco, conquistando o tetracampeonato, e ganhou sua primeira
medalha de ouro na bocha. Pela primeira vez o pas subiu ao pdio
no halterofilismo, no ciclismo de estrada, na canoagem de velocidade e no voleibol sentado.
Brazil did not perform well in the 1992 Barcelona Games. However,
Luiz Claudio Pereira said farewell to the Paralympics in great style
winning a gold in the shot put, breaking a new world record.
Until the 1996 Atlanta Paralympic Games, Brazil had only won
medals in track and field, lawn bowls and swimming. That year,
however, Antonio Tenrio da Silva took it upon himself to widen the
range of Paralympic sports by beating the Spanish judo champion
Francisco Boedo in the final (86 kg and under category).
In later games, in Sydney (2000), two of the greatest Brazilian
Paralympic medalists gained fame: Adria Santos (athletics) and
Clodoaldo Silva (swimming). Clodoaldo was the major highlight of
the 2004 Athens Paralympics. The swimmer won six gold medals
and a silver medal. Brazil practically doubled its number of medals
in relation to the 1984 games -, an achievement attributed to the
Agnelo/Piva Act that provided incentive for the national Paralympic
sports.
In 2008, in Beijing, Brazil continued its advance of excellent results:
16 gold, 14 silver and 17 bronze medals. The performance of
swimmer Daniel Dias, the greatest Brazilian Paralympic medalist,
was so outstanding that the athlete was presented in 2009 (to
be repeated in 2012 and 2016) in London, with the renowned
Laureus Award.
The fact that the fewer medals won in London (2012) than in the
Beijing games did not prevent the country from consolidating its
good Paralympic rating. Daniel Dias continued to collect medals
(six gold) as well as swimmer Andr Dias (three gold and a silver).
Brazil continued to shine in athletics with Terezinha de Jesus and
Alan Fonteles, to name another two.
The final balance of Brazils performance in the 2016 Paralympic
Games confirmed the best result ever in its participation in the
competition in terms of medals: Brazil achieved a podium finish 72
times which meant about 60% rise in the medals won in the 2012
London Paralympics. But the country did not achieve the target
stipulated by the Brazilian Paralympic Committee to be included
in the first five countries. Although it won 14 gold, 29 silver and 29
bronze medals, Brazil was placed eighth in the competition. It did,
however, guarantee its hegemony in the five-a-side soccer,
becoming four-times champion and also winning its first gold
medal in bowls. For the first time Brazil was on the podium in
weightlifting, road cycling, canoe sprint and sitting volleyball.
But by far the major victory was the average public per session.
According to Carla da Mata, manager of the goalball team sport,
the attendance at the Rio event in the Paralympics was far
beyond the organizers expectations. We had on average a record
number of 8,000 people per session, she said enthusiastically.

Antonio Carlos Dias Paes Leme era exmio velejador, tendo obtido vrios ttulos no Brasil e exterior.
Marinheiro nato, ao ingressar na praticagem rapidamente tornou-se profissional respeitado pela
calma e preciso com que manobrava, sobretudo em condies adversas. Sua simpatia e educao
tambm se destacavam em sua personalidade. Faleceu trabalhando, em 5 de dezembro de 2016,
aos 80 anos, vtima de um mal sbito. Era um dos prticos veteranos do Rio de Janeiro: em 2017
completaria 50 anos de profisso.
No encerramento desta edio, a produo da Rumos Prticos foi informada ainda sobre o
falecimento do prtico Cesar Gibrail, em 26 de dezembro, aos 84 anos.
In less than four months pilotage suffered three major losses: pilots Fernando de Campos Evangelista,
Antonio Carlos Dias Paes Leme and Cesar Gobrail. Evangelista was extremely dedicated and responsible and his main concern was transparency in his professional life. But he was not stern, quite the
contrary. Always joking and caring, had enviable good humor and formed close ties with those around
him. His colleagues said he had the gift of making friends and this, together with his competence,
might explain the countless executive positions he had during his career in PZ 15. A friend of his tells
us that his colleagues always wanted him to be on the board of directors since they knew he would
do a good job. Evangelista was president of Conapra between 1979 and 1980. Married to Vanda, he
had two sons, Luiz Fernando and Marco Antonio, the latter also being a pilot. He retired from his
profession over ten years ago after thirty years as a pilot. He passed away on October 7, 2016 at the
age of 78, a victim of Alzheimers disease.
Antonio Carlos Dias Paes Leme was a great sailing boat enthusiast. He received several prizes in
Brazil and abroad. A born mariner, he quickly became a respected pilot after joining the profession
due to his calm and precise maneuvers, especially under adverse conditions. He was known for
his congeniality and pleasant manner. He died suddenly at work on December 5, 2016 at the age of
80. He was one of the veteran pilots of Rio de Janeiro and would have commemorated fifty years
of professional life in 2017.

In his book Geoffrey Gill discusses the whole organizational error. Having examined its most important aspects, he leads the
reader step-by-step to its understanding, pointing out defects in processes and suggesting corrective measures. He mentions
the group formed by Bridge Resource Management as an excellent tool to prevent the error by a person or a group of people
in the bridge crew. He does, however, stress that the engine room is often excluded when analyzing operational errors. The
quality of his insights makes his work highly recommendable for all those interested in the maritime industry.
