ABOUT UNION BUDGET 2016-17

POINTS

1. Infrastructure and agriculture cess to be levied


2. Excise duty raised from 10 to 15 per cent on tobacco products other than beedis
3. 1 per cent service charge on purchase of luxury cars over Rs. 10 lakh and in-cash purchase
of goods and services over Rs. 2 lakh.
4. SUVs, Luxury cars to be more expensive. 4% high capacity tax for SUVs.
5. Companies with revenue less than Rs 5 crore to be taxed at 29% plus surcharge
6. Limited tax compliance window from Jun 1 - Sep 30 for declaring undisclosed income
at 45% incl. surcharge and penalties
7. Excise 1 per cent imposed on articles of jewellery, excluding silver.
8. 0.5 per cent Krishi Kalyan Cess to be levied on all services.
9. Pollution cess of 1 per cent on small petrol, LPG and CNG cars; 2.5 per cent
on diesel cars of certain specifications; 4 per cent on higher-end models.
10. Dividend in excess of Rs. 10 lakh per annum to be taxed at additional 10 per cent.
11. No changes have been made to existing income tax slabs
12. Rs 1,000 crore allocated for new EPF (Employees' Provident Fund) scheme
Govt. will pay EPF contribution of 8.33% for all new employees for first three
years
13. Deduction for rent paid will be raised from Rs 24,000 to Rs 60,000 to benefit those living
in rented houses.
14. Additional exemption of Rs. 50,000 for housing loans up to Rs. 35 lakh,
provided cost of house is not above Rs. 50 lakh
15. Service tax exempted for housing construction of houses less than 60 sq. m
16. 15 per cent surcharge on income above Rs. 1 crore[12% TO 15%]
17. Rs. 38,500 crore for Mahtma Gandhi MGNREGA for 2016-17
18. Swacch Bharat Abhiyan allocated Rs.9,000 crores
19. Government is launching a new initiative to provide cooking gas to BPL families with
state support. LPG connections to be provided under the name of women members of
family: Rs 2000 crore allocated for 5 years for BPL families
20. 2.87 lakh crore grants to gram panchayats and municipalities - a quantum
jump of 228%.
21. 300 urban clusters to be set up under Shyama Prasad Mukherji Rurban Mission
22. 2.2 lakh renal patients added every year in India. Basic dialysis equipment gets some
relief.
23. A new health protection scheme for health cover upto 1 lakh per family. Senior citizens
will get additional healthcare cover of Rs 30,000 under the new scheme
24. National Dialysis Service Prog with funds thru PPP mode to provide dialysis at all district
hospitals.
25. M Jan Aushadhi Yojana to be strengthened, 3000generic drug store to be opened
26. Scheme to get Rs.500 cr for promoting entrepreneurship among SC/ST
27. 10 public and 10 private educational institutions to be made world-class.
28. Digital repository for all school leaving certificates and diplomas. Rs. 1,000 crore for
higher education financing.
29. Rs. 1,700 crore for 1500 multi-skill development centres.

31. Objective to skill 1 crore youth in the next 3 years under the PM Kaushal Vikas Yojna-FM

32. National Skill Development Mission has imparted training to 76 lakh youth. 1500 Multiskill training institutes to be set up.
33. Rs. 3000 crore earmarked for nuclear power generation
34. Rs. 27,000 crore to be spent on roadways. 19000 CR BY central govt and 8000 cr by
state Govt.
35. 65 eligible habitats to be connected via 2.23 lakh kms of road. Current construction pace
is 100 kms/day
36. Shops to be given option to remain open all seven days in a week across markets.
37. Rs. 55,000 crore for roads and highways. Total allocation for road construction, including
PMGSY, - Rs 97,000 crore
38. Total outlay for infrastructure in Budget 2016 now stands at Rs. 2,21,246 crore
39. New greenfield ports to be developed on east and west coasts
40. 100 per cent FDI in marketing of food products produced and marketed in India
41. Dept. of Disinvestment to be renamed as Dept. of Investment and Public Asset

42. MAT will be applicable for startups that qualify for 100 per cent tax exemption
43. Direct tax proposals result in revenue loss of Rs.1060 crore, indirect tax proposals result
in gain of Rs.20,670 crore
44. Total allocation for agriculture and farmer welfare at Rs 35984 crores
45. 28.5 lakh heactares of land wil be brought under irrigation.

provision of `12,517 crore has been made through budgetary support and market

borrowings in 2016-17
49. To reduce the burden of loan repayment on farmers, a provision of 15,000 crore has
been made in the BE 2016-17 towards interest subvention
50. Farmers also take up other allied activities to supplement their family income. To
make dairying more remunerative to the farmers, four new projects will be taken up:
first, the Pashudhan Sanjivani nd provision of Animal Health Cards
(NakulSwasthya Patra); second, an Advanced breeding technology;
third,Creation of E-Pashudhan Haat, fourth, a National Genomic Centre for
indigenous breeds. These projects will be implemented at a cost of `850 crores
over the next few years
51. Implementation of 89 irrigation projects under AIBP, which have been languishing,
will be fast tracked. This will help to irrigate 80.6 lakh hectares. These projects
require `17,000 crore next year and `86,500 crore in the next five years. We will
ensure that 23 of these projects are completed before 31st March, 2017.
52. Banks get a big boost: Rs 25,000 crore towards recapitalisation of public sector banks.
Jaitley says: Banking Board Bureau will be operationalised, we stand solidly behind
public sector banks.
53. Target of disbursement under MUDRA increased to 1,80,000 crore
54. Process of transfer of government stake in IDBI Bank below 50% started
55. General Insurance companies will be listed in the stock exchange
56. Govt to increase ATMs, micro-ATMs in post offices in next three years
57. Committed to implementing GAAR from April 1, 2017.
58. 160 airports and airstrips can be revived at a cost of Rs 50-100 Crore each.

76. Rs. 2.87 lakh crore for gram panchayats as per recommendation of 14th
finance commission. This translates to Rs. 80 lakh per gram panchayat and
over Rs. 21 crore perMunicipality. This is a quantum jump of 228% compared to the
previous five year period.

77. 8,500 crore has been provided for Deendayal Upadhayaya Gram Jyoti Yojna and
Integrated Power Development Schemes

NH roads.

The tota linvestment in the road sector, including PMGSY allocation, would be
97,000 crore[27000/- PMGSY+55000 Road transport and Highway +NHAI Bonds}
during 2016-17.. Total outlay on roads and rails will be Rs. 2.18 lakh crore.[97000+121000

85. The total expenditure in the Budget for 2016-17 has been projectedat `19.78 lakh

86. EPF at 8.3 per cent for all new employees enrolling in EPFO for the first three

years of their employment and . the scheme will be applicable to those with salary
up to `15,000 per month.
87. Direct Benefit Transfer for fertiliser subsidy.
88. Rs. 900 crore for buffer stock of pulses.
89. Rs. 100 crore for DeendayalUpadhyay's birthday celebrations and Guru Gobind Singh
300th birth anniversary.
90. Lowering of Corporate IT rate for companies not exceeding Rs. 5 crore turnover to 25% plus
surcharge.

91. The period for getting benefit of long term capital gain regime in caseof unlisted
companies is proposed to be reduced from three to two years

from 3.5% to 1.4% of the premium paid in certain cases
93. Rate of Securities Transaction tax in case of Options is proposed to be increased
from .017% to .05%.

Environment Cess and simultaneously increase its rate from `200 per tonne to `400
per tonne
95. Investment limit for foreign entities in Indian stock exchanges will been hanced from
5 to 15% on par with domestic institutions.
96. 40% of withdrawal at the time of retirement under National Pension Scheme to be tax
exempt.
97. Ceiling under 87A to be increased to Rs. 3,000. HRA deduction up from Rs. 24,000 to Rs.
60,000 p.a.
98. FDI policy: Changes in insurance, pension, asset reconstruction
99. A bill on targeted delivery of financial services using Aadhar to be introduced.
