The community in Canberra expects that diplomats resident here will drive responsibly in compliance with local traffic laws. Since the presentation of your credentials on 26 Tune 2013 to 2 September 2015 staff at the Royal Embassy of Saudi Arabia have accumulated 274 unpaid traffic infringements in the Australian Capital Territory, totalling $64,735. Among the more serious of these offences include driving more than 30krn/h over the speed limit, stopping in a disebled parking area and driving an unregistered vehicle.s 22(1 (aii) $.22(1)(a)ili) I note my predecessors have written to you 25 times about staff members who have accumulated eight or more demerit points on their driver's licences from traffic inftingements. 1 expect all mission staff and their dependants to observe Australia’s traffic laws, in line with Asticle 41.1 of the Vienna Convention on Diplomatic Relations 1961 which states diplomatic representatives are to respect the laws and regulations of the receiving state, Furthermore, a3 stated in the Protocol Guidelines, the department considers payment of fines to be consistent with acceptance of Article 41.1 ‘The vast majority of foreign embassies in Australia adhere to local traffic law and in cases when they have violated them, pay the fines promptly, I regret to inform you that your embassy tops the list of those who do not. In accordance with DFAT’s Protocol Guidelines, diplomatic missions are permitted to import or purchase a reasonable number of official vehicles under privilege according to the size and noeds of the mission. Protocol Branch applies a quota of one vehicle for the Head of Mission and one vehicle for every two diplomatic officers (excluding administrative and technical staff) at the mission. As of 22 April 2016, the Embassy has a total of 53 individuals accredited as diplomatic officers, Based on this data, the Embassy is currently entitled to one Head of Mission vehicle and 26 mission vehicles under privilege (ie. Vehicles purchased GST and customs duty free). While there is a limit on privileged vehicles, I note that the Embassy is able to purchase any number of vehicles without accessing privileged entitlements. Further, the allocation of diplomatic vehicle registration plates is not linked to the result of the approval of the “Application for the purchase of a motor vehicle under privilege” form. As set out in the Protocol Guidelines, all motor vehicles for use in a public place in Australia are required to be registered. Those owned by diplomatic missions, their respective staf? members and dependent members of their household must be registered with the local registration authority and are required to carry diplomatic plates, unless exceptional approval has been granted otherwise.
