Dwight D Eisenhower once said We are proud because from the beginning of this nation
man can walk upright no matter who he is or who she is. He can walk upright and meet
his friend or his enemy... And he does not fear that, because that enemy may be in a
position of great power... that he can be suddenly thrown in jail to rot here without
charges and with no recourse to justice. We have the habeas corpus Act and we respect
it.
Now non-American citizens, who live in the US, who are subjected to US laws and
jurisdiction, are being denied this fundamental right.
The US Constitution says that everyman is treated equally, so everyman should be given
the same rights as another, whether they are an American citizen or not, since every man
in the US, who enjoys the Freedom the US provides, should have the right to Life, liberty,
and the Pursuit of Happiness
The US was built around equality and freedom. We dont discriminate
against others because theyre not American Citizens. Freedom should
be available to everyone and Habeas Corpus is a major part of
freedom, and one of the most important Judicial Laws in the US, and it
should be opened to those who abide by our laws.
Habeas Corpus is Latin for you have the body it is a court order
which orders the officer and the prisoner to appear in a courtroom to
justify the legality of the prisoners confinement.
Habeas Corpus is used in cases of excessive bail, no parole, or
probation has been unjustly denied
Habeas Corpus is used in suspected cases of error of fact, or error of
law. Habeas Corpus is used to reexamine cases in which these errors
are suspected. By denying non-American Citizens who comply with our
laws this right, we have corrupted our own Judicial System by refusing
to look at suspected errors
Habeas Corpus is specifically not used for determine guilt, but for
errors that can be later reviewed in Judicial Cases
Those who are imprisoned that are non-American citizens living on
American soil should have the same rights American Citizens due,
since they obey our laws, therefore they should be given the rights
when imprisoned, especially when errors are suspected so that later
cases can review and not replicate the errors
Habeas Corpus should be given to everyone living in America because
errors can prevent the people from pursuing happiness, which is in the
Constitution
It invalidates our own Judicial Laws, by refusing to admit and look at
mistakes

excessive bails that can be mistakenly or purposely put on

A Bill to provide funding for every High School Graduate to attend two years of Posthigh School Education

Dr. W.E.B. Dubois, one of the most prominent scholars in American

history, says Its a silly waste of money, time, and temper to try and
compel a powerful majority to do what they are determined not to do
The US High School dropout rate is 7 percent since 2012.
If 7 percent of High School Students drop out before 4 years, how many
will drop out in 5 or 6?
Its not worth the money, to fund every high School Graduate, to force
them to attend 2 years of mandatory post high school education
34.1 of High School Graduates do not go to college. Thats more than
1/3 of the number of high school graduates in America that do not
choose to go to college.
Where should the money come from, the Tax Payers themselves. Thats
the US people paying for people who do not want to continue with
Post-high School education, to be forced to do so
If we force our High School Grads to do Post-high school education to
do what they do not want to do, then we are wasting money on them,
then on other important things such as medical care
According to the Washington Post, 46.6 percent of Americans do not
pay their income taxes, because they cannot, this bill will just increase
taxes on the American people.
If Colleges,
If we spend money on an eventual drop out, that money will go to
waste. The money of a 2 year college degree, which this bill will give to
high school graduates is 3500. 21 million Americans go to college. That
is 73,500,000,000 dollars that will be spent on this bill.
Does every high school graduate need go to college? Many jobs that
pay over 50,000 a year do not need a college degree. According to the
CNN, jobs such as Air Traffic Controller and Registered Nurses do not
need a collegiate degree, and both those jobs pay 108,000 and 64,700
respectively

This bill is going to put 73,500,000,000 dollars on the Taxpayers money

to pay for the tuition of High School Graduates, in which 33 percent are
not even going to finish their high school education
The US dropout rate is one of the highest in the world
These students who do not wish to finish their college, should not be
forced to, because many jobs pay well and do not need a college
degree

Resolution to Ban Medical Malpractice Suits

Medical Malpractice Suits might seem a right and just way of punishing
doctors who do misconduct that put patients life in jeopardy.
However, the money that doctors pay for insurance fees are not paid
by the doctor, but instead by the patients that go to the doctor, who
are burdened by the weight of the insurance.
Millions of Americans cannot afford Health Care due to these
skyrocketing prices
These Medical malpractice Suits are not punishing the doctors that do
misconduct, but the patients of that doctor
Many hospitals order tests, procedures, referrals, consultations, and
hospitalizations are ordered for the specific purpose of avoiding
Medical Malpractice Suits
Again, the people who are burdened with the costs of these prevention
procedures are the patients themselves, of which millions are not able
to even cover the cost of medical care due to the sky high prices
45,000 Americans die each year because of the lack of Health care
according to the Harvard Gazette, and these numbers continue to grow
despite attempts to lower them
The amount of money required for health care can be lowered
significantly by banning Medical Malpractice Suits altogether.
This would ease the burden on patients of the doctors that require
insurance to pay for Medical Malpractice Claims
Medical Malpractice suits are harmful to the community and a vast
amount of people other than the doctor
These suits barely affect the doctor supposed to be affected by the
suit, rather than him or her suffering for their actions, they just merely
raise prices for patients visits which then in turn leads to the number of
deaths due to lack of medical care higher

Medical malpractice suits do not do anything in the long term, they just
force the doctor to get insurance
By banning medical Malpractice Suits, State medical boards will go to
other more just and right punishments to prevent more malpractices,
by either removing their doctors license or by preventing them for
prescribing medications
These Medical Malpractice suits are unjust and unfair to those patients
seeing the doctor
They do nothing in the long term to prevent these malpractices
This bill will better the US medical field and make medical care cheaper
and cost effective to the greater American Populace

Resolution to ban the use of gas chambers to euthanize stray animals

Gassing adoptable cats and dogs is not only inhumane but unjust
because dogs and cats are not just pets, but living beings as well
Euthanizing shelters use carbon monoxide and carbon dioxide, both of
which are harmful to the environment and humans
20 American States have taken the steps to ban Euthanizing already
Euthanizing is extremely expensive, with 4.98 per animal
2.7 million cats and dogs are euthanized each year, totaling to 15
million dollars a year
Who will pay for these euthanizations? American taxpayers
With almost half of American Taxpayers not able to pay their
involuntary contributions, more commonly known as taxes, where will
then the 15 million dollars come from? Not the federal budget, due to
its 17 trillion dollar debt
Even though Euthanizing by Injections or EBIs are cheaper and cut the
money to euthanize cats and dogs to 7.5 million dollars, and more
effective, the inhumanely action of killing a living being is not right and
immoral.
By allowing these Gas Chambers to be used, this draws attentions from
Animal Activists, who will then seek legal actions against the State.
This further costs money from the State which then ultimately derives
from the Taxpayers
Research studies have shown that Gas Chambers have a high chance of
leaking into the Atmosphere, furthering Global Warming
Carbon Dioxide and Carbon monoxide are some of the most harmful long
term gases, and are key parts of the Greenhouse effect

People are willing to adopt these cats and dogs, so why does the Taxpayers
have to spend money to pay for these animals to be gassed when people can
adopt these animals?

These Euthanizations are immoral, unjust, and are not right to kill these living
creatures if they are able to be adopted by loving and caring new owners
The use of Gas Chambers in killings of people have been labeled war crimes,
so what is the difference between now and then, if both are living beings that
are being killed?
The banning of Gas Chambers would not only be economically right by
reducing the amount of money used to euthanize these animals, but is also
morally right.

Bill to Require Businesses to Provide Employees with Protected Retirement Plans

Businesses have a duty to their employees to give them Retirement Plans

Not only is it good for the employees, but it helps the business greatly by
attracting higher more educated job seekers, such as those with masters and
PhDs, increasing the business reputation and making the business function
better
In order for the US to upgrade our economy and to bring our economy to the
next level, we must make the step to increase employment rates, and the
only way to do that is to show workers that businesses do care about them,
and the only way to show that is with a protected retirement plans, cause this
bill emphasizes the traditional American statement, Made of the People, and
for the People

The US Unemployment rates are some of the highest in the developed

countries of the world with 7 percent
This can change with the passing of this bill in the way that this bill will
attract employees to companies with open jobs that are not filled due to the
lack of employee benefits
Many unemployed are not unemployed because they cannot find a job,
according to a recent article from CNN, but because the jobs they do find do
not offer employee benefits, such as retirement plans such as pensions

Many successful firms have achieved great success with protected retirement
plans, the most successful being the United States Armed Forces
The US Armed Forces now have over 1 million people in active duty
One main reason the Armed Forces offer pensions for those who stay for 10
or 20 years of active duty
The Armed Forces never have a lack of active duty members because of this
protected employee retirement plans
Active Duty Members know that the Armed Forces have their back with these
Retirement Plans
This Bill will show the populace of the United States that the US government
does have their back
This will improve the reputation of the US Government and morale in the US
This bill will help millions of people across the United States and will also
attract unemployed to businesses that desperately need employees

This bill is good for our nation, our people, our economy, and our businesses
This bill is the first step in taking our nation to the next step by improving our
economy
By passing this bill, Congress, and the Government are showing that this
country is made of the people and for the people and we have our
countrymens back

Sectional Government Act

In 1776, 13 Colonies declared their independence from Britain, TOGETHER

We stayed as a country through good times and bad, from the Great
Depression and the Civil War to the Technological Boom of the late 20 th
century
We did it all as a country, with currently 50 states to support one another
If we create these Sectional Governments. It will not only weaken our
national bond, but give us no sense of Statehood.
Rather than me saying I am proud to be a Texan, I have nothing that makes
me unique from an Idahoan other than the lack of potatoes, and the
unbearable Summer heat
Our state governments give us an identity that we will lose with this bill being
passed. Rather than being a Californian, he will be a Pacifican, rather than a
Nebraskan, He will be a Great Plainsmen. This bill robs us of our identity both
from our state and our Country itself

By dividing the US into 4 regions, it combines people with different cultures

into a melting pot that will lead to increased tensions due to different
climates in the North and South, and different crops, and traditions
This mistake was made by the European Conquerors in making the borders
for their African Colonies. Instead of looking at their culture and their people,
they looked at geography which ultimately led to the African People fighting
due to different tribes mixed into one country, or at that time, colony
This same mistake is being proposed with this bill. It divides the US into
regions that are mainly found geographically, not politically.
For example, in the Gulf States of America, it combines Florida with
Massachusetts, which have completely different cultures, people, and
tradition.
This will eventually lead to bloodshed eventually, similar to the African people
in the 19th Century
Our Country will be divided in the cases of War
By Splitting the US into regions, it is asking for war by combining and forcing
different identities into each other
This bill not only will cause further bloodshed but it gives states no sense of
Identity
While we all now consider ourselves Americans in this room today, does we
not consider ourselves Texans as well?

If this bill passes, Senators, our identity as Texans will go away completely
Soon, after many years, our childrens children will not even know what Texas
was
Senators, to protect our cultural identity, and our nation as a whole, I urge
you to negate this bill

Bill to revoke the Helms Amendment

The Helms amendment states No foreign assistance funds may be used to

pay for the performance of abortion as a method of family planning or to
motivate or coerce any person to practice abortions
This Bill is endorsing the use of Abortion
There are 3 types of murder, Suicide, which is the killing of yourself,
homicide, the killing of another, and abortion, the killing of an unborn baby
Abortion is not only unjust, but immoral as well
If a woman chooses to have a baby, but ends up not ready for it, there are
other options available such as foster care and adoption rather than aborting
the baby

Abortion is the murder of an innocent baby that has yet to be born

The Helms Amendment says that funding is allowed to save a womans life,
so does that not automatically cover the physical and mental health of a
woman?
Women who are not ready for a baby, should not choose to have one if they
are not ready for it, they do not want one
They should take responsibility for their actions instead of taking the easy
way out taking another persons life
It doesnt matter whether a person is not yet to be born, or is already born,
the universal definition of murder is the unlawful killing of another human
being without justification or excuse. The killing of an unborn baby is
unlawful, and is a sin and murder no matter what name people give it.
While many supporters of this bill might make the statement that abortion is
justified by preserving the physical or mental health of a woman, it is their
own choice and actions to do the actions necessary for the creation of a
baby, and no action can justify the killing of another human being.

The Helms Amendment is constitutional and it protects the next generation of

American citizens
No matter what defendants of Abortion say, Abortion is unjust and immoral
People who are not ready for a baby should owe up to their actions by taking
other actions to an unprecedented pregnancy, such as foster care, and
adoption

Bill to require the Prosecution of Mothers of Children born with drugs in their system

General Collin Powell once said Being responsible sometimes means pissing
people off." While this is a blunt statement, it summarizes what America
should do to protect our next generation of Americans from those who will
willingly put their children in danger due to carelessness
Mothers who are careless with their children should be punished for
endangering the lives of their child

By not prosecuting these careless people to endanger the life of an innocent

living thing, we are indirectly endorsing their behavior, and this will continue
over and over again killing our next generation of children
By not requiring prosecution, these people will think that it is ok to do drugs
while being pregnant, and they wont fully realize the repercussions of their
actions

This bill will ensure that mothers who do drugs when they are pregnant will
either not do them at all, or realize the full extent of their actions, because it
also requires the State Attorney General to take actions by denying funding
until they enforce the bill
100,000 children die from these drugs that are born into their systems by
Mothers that use drugs. This number is at an all-time high in over a decade
because of the increasing ease that mothers can use drugs
The ease the pregnant woman can use and gain drugs is due to the fact that
those who sell drugs do not care about who uses them or how old you are, or
whether or not they are pregnant, as long as they have the money, the
supplier will sell it to them.
If this bill is not passed, it is sending a message to those mothers who use
them, that it is ok to do drugs and that their actions that harm children can
go unpunished
Due to the addicting quantities of drugs, the lack of prosecution to mothers
that use drugs, will eventually lead to more of that mothers children being
born with drugs, and the chance of that child dying increases with each child
that is born according to recent research

The prosecution of Mothers who have children born with drugs into their
system will send a message to others to prevent them from using drugs
during pregnancy
This bill will save the next generation of Americans and the next after that by
sending a message to all mothers around the nation that using drugs during
pregnancy can endanger your children and that if you endanger your child,
you will be punished, because America looks out for one another, and this bill
looks out for the next generation of American citizens

Bill to mandate Foreign Language Instruction to primary and elementary students

While English is considered the Business language of the world, Mandarin is

the most spoken language in the world.
Studys and research have proven that early language learning results in
higher pronunciation and higher levels of proficiency
Almost all school districts across the nation have Foreign Language instructed
in Middle and High Schools and none in Elementary Schools
By starting foreign languages in elementary school, studies according to the
BBC say that it almost doubles your chance of being trilingual or even
Qualingual

This Bill will increase and bring American Education system to the next level
by allowing students to learn Foreign Languages at a young age
The reason that the first language is the best known is due to it being learned
at a young age. In a recent article by the Washington Post, the district of
Columbia is one of the first states to have pre-schools, and elementary
schools that have Foreign Language as a part of the curriculum
In the US, Mandarin and Spanish are the 2 most important languages to
know. Mandarin, because of the vast amount of manufacturing that goes on,
as well as it being the most spoken language in the world, while Spanish,
because Mexico is a key member of NAFTA, and the close borders between
the 2 nations, which end with many American citizens speaking Spanish in
California, New Mexico, Arizona, and Texas.
The mandatory measures of this bill will drastically increase the amount of
Bilingual speakers in the US, by requiring students to take a foreign language,
which will greatly benefit them in the rest of their lives, according to the New
York Times
While many school districts nationwide do require 2 years of foreign
languages in Middle and High School, learning a language that late results in
a lack of Pronunciation in key words, and the understanding is much different
than at a younger age.

2 years of foreign language study is nowhere near enough to be able to speak

in a different nation with native speakers. According to public surveys, it
takes often up to 3 or 4 years of classes to start speaking semi-fluently and
with only 45-1 hour classes a day, this often takes 5-6 years to start speaking
a language fluently.
Only 15 percent of American Public Schools offer Foreign Language classes,
this is at a drop from 24 percent from 20 years ago, this bill will again raise
the amount of proficient bilingual speakers in the US
This bill is the step that will bring American education to the top of the charts
in the world, because with this bill, we can help educate or next generation,
but all the generations of the US.

Bill to update US diplomatic relations with the Russian Federation

Think of a country that has 46,812,553 men ready for active service
Now add 1,324,202 people to that number every year
Add 15,00 tanks and 27,000 armored vehicles to that imaginary country
You dont have to imagine that country, that country exists, and its called
Russia
A war with Russia would not only cost millions of lives, and trillions of dollars
in money, it would eventually turn into a world war between Russias
powerful allies, and the US, and their allies
We can prevent this so called World War 3 by updating our treaties with the
Russian Federation

The Russian president Vladimir Putin has shown increasing unpredictability

with his actions in the Ukraine
There is no way to predict his next actions, so the way to prevent bloodshed
is with an updated treaty
Both the US and Russia have become increasingly weaponized with ballistic
missiles
Russia has violated the Intermediate Range Nuclear Forces Treaty, and the US
and withdrawn from the Anti Ballistic Missile Treaty.
With both countries withdrawing from major anti-weapon treaties, the time
for war may be near without a peace treaty that is updated, and applies to
modern terms
Neither country will choose and want to deal with outdated treaties, some
that even refer to the Russian Federation as the Soviet Union
The US lacks a policy to protect itself and its people from the Russian
Federation
Both the US and Russia will attack when it is provoked and feel threatened
If both the US and Russia go into war, both sides can wreck devastating
casualties on each other, as well as send ballistic missiles across the Bering
Sea and the Pacific Ocean
According to Global Power.com, Russia along with China, are 2 countries that
stand the greatest chance of beating the US due to their manpower and their
technological might
Both China and Russia have acknowledged an alliance between each other,
Vladimir Putin even saying that China and Russia have been forming a
Special Relationship.
If Russia and the US go into war, China will most likely join Russia forming a
formidable fighting partnership that has a possibility of defeating the United
States

diplomatic relationship
Russia can be a great economic and political ally if we do update our peace
treaties
We can change the world for the better, all by simply making an updated
trade agreement with Russia

Resolution to aid Middle Eastern allies to combat the Islamic State

The Islamic State, formerly called ISIL or ISIS, has undermined both state and
regional political infrastructure, by not only their actions, but by their
existence at all
ISIS has a steady flood of 2000 new recruits from foreign nations alone
according to the CNN
By not aiding our allies, ISIS is sure to beat them without our help

Our allies in Turkey and Saudi Arabia have pledged little support, with Saudi
Arabia providing air space and Turkeys only action is to let Kurdish fighters
cross to support the besieged town of Kobane
Iraq and Syria, the 2 places where the Islamic State have a foothold, have
been fighting defensive wars since July.
Iraqs army is tattered with 3 army divisions literally destroyed by the 1 st
week, and Syrias Kurdish militants have been struggling to find a foothold in
the IS onslaught, which most recently besieged Kobane
The IS grows stronger every month, with allies with Jihadist groups in the
Middle East, and North Africa
IS has the heavy weapons to take over Iraq and Syria according to the BBC,
having been created from its predecessor, Al-Qaeda in Iraq
The IS will not stop with Syria, with their former name being the Islamic State
of Iraq and the Levant, which encompasses most of the Western Middle East
The US will be threatened by the ISs presence in the middle east both
economically, due to their control over Iraqs major Oil centers, and the
threat of a missile attack on the US
The Kurds are one of the only groups left fighting the IS in the western part of
their expanse
With a loose foothold, they can be strengthened with the help of US military
advisers to organize missile/drone strikes which can push the Islamic State
back
A key example of the effects of this is the defense of Kobane
The effective communication between the Kurds and the US have prevented
the loss of Kobane to Islamic State forces

The IS have killed 2000 Iraqi Soldiers, and over 1000 Iraqi citizens according
to the BBC
This slaughter of these innocent men, women, and children need to be
stopped
The US has always prided itself on protecting Freedom around the world
This was the Reason behind the Korean, Vietnam, and both world wars
By not helping our allies, that have agreed to fight the IS, we will let down
Freedom and the dying desperate people of Iraq and Syria
We can do something to change the world, to make the world a safe place to
live in, without fear of violent death, and terror from a terrorist group that will
stop at nothing, that persecutes non radical Muslims.
The US needs to do something now, in the name of Freedom.

Resolution to prevent Ukraine from joining NATO to prevent outright war with Russia

NATO is a military alliance in Europe and North America

A military alliance is an alliance of countries that run on the motto If you
attack one of us, you attack all of us
A military alliance cannot support a huge amount of countries without a risk
of being spread out and outnumbered
NATO cannot afford to allow Ukraine to join due to tensions with Russia
If an all-out war happens, NATO will be stuck in a death match with Russia
with Nuclear Weapons most likely being used, ultimately ending with Europe
and Russia decimated with nuclear war
We can prevent this from happening, and save Europe from decimation

Russia is one of the most powerful countries in Russia

Russia has many powerful allies such as China which will back it up in case of
war
NATO cannot support a huge amount of countries, having 28 members
already across Europe and North America
Ukraine is linked to Russia through many intermarriages so a militarized
border with Russia, especially one with nuclear weapons, which NATO would
transfer closer to Russia should Ukraine be admitted to the European Union
If war broke out with Russia, many Ukrainians would not support NATO due to
their intermarriage relationships
Should war between NATO and Russia, Russian forces will use nuclear
weapons per Russian military doctrine
Since NATO will move missile defense installations to the Russian border, all
out nuclear war will happen between Russia and NATO

3 of these countries are part of NATO, while Russia and China are allies

These statistics show the devastating effect war could have on Europe if
Ukraine is admitted to NATO

War can be greatly avoided with the prevention of Ukraine joining NATO
Not only is Ukraine into NATO a security threat, but a militarized border could
lead to violent protests from the Ukrainian People
Russia has proven itself unpredictable, and the best way to keep peace, is to
prevent Ukraine from joining NATO

Resolution for Year Round School

School has traditionally been during the Fall, Winter, and Spring
Usually, many schools do not have school during the summer
This bill threatens to change that
Kids use the summer to experience real life scenarios, many high school
students, like some of us in the audience, have jobs to see what it feels like
This bill will change our entire school culture to an year round school
We cannot be prepared for the real world with just reading and reading all
day
We need a real life experience, like the ones we gain in the Summer to help
us succeed in life

The summer is where many teenagers experience real life things, such as
going on trips, getting a job, or socializing with people
By having school year round, this will give no time for these things we do in
the summer
This leads to a culture shock to many teenagers when they graduate and go
to college
They are not prepared for the real world scenarios not being able to
experience it firsthand
Doing things during the summer helps you grow
Its an important part of the growing process of a teenager
While, some information is lost during the summer, there is many different
options to retain information

One way is to attend distinguished programs such as Kumon, to retain

knowledge, as well as KD, which have been proven to help retain knowledge
better
Also, education during the school will cost more money
The money comes from the American Taxpayers themselves
This will only increase the amount of taxes that we already have
With 50% of Americans not paying income taxes, how will we fund the longer
school calendar

This bill will disturb the balance of our education system

It will prevent students from gaining valuable life advice during the Summer
through part time jobs
The longer school year would make students less motivated. Many of them,
such as some of us today I believe, work harder during the Spring for Final
Exams in the purpose of getting to be free in the summer
To help the students of America achieve success after their high school
education, Senators, I urge you to negate this bill
