The project has been tendered by the Ministry of Interior (MoI)


in the Kingdom of Saudi Arabia with the major goal to deploy
intelligent transportation system technologies in the city
of Riyadh and the province of Al-Qassim with the intention
of improving road safety, efficiency of traffic management
and augmenting security.

SOLUTION

The implementation of the complete program (comprising of 2 phases) has been awarded by MoI
to Al-Masaar Communications and Information Technology Company Ltd. The implementation of
Phase 2 of ATVAM has been entrusted to SWARCO. The complete system is integrated in one control
room for maximum efficiency of traffic police, increasing safety for the driving public, reduces travel
time and increases traffic flow.

The City of Tirana, being the countrys major industrial and


financial centre experienced a rapid growth and established
many industries for e.g. agricultural products and machinery,
textiles, pharmaceuticals, metals, products and services. Like
many other cities, Tirana also suffers from daily congestion
according to the high traffic volumes.

SOLUTION

To overcome these traffic related problems, the municipality of Tirana launched a tender to implement
a modern urban traffic control management which harmonizes inner-city traffic flow by reducing daily
congestion. SWARCOs system also grants a reduction of accidents which increases on the other
hand the safety of the driving public and pedestrians.

ADAPTIVE CONTROL SYSTEM FOR THE CITY OF MOSCOW

Moscow, being not only Russias capital city but also a major
political, economic, cultural and scientific centre in Russia and
in Europe, suffers from daily congestion from the approx. 2.6
million cars per day. During the last years, the number of cars
increased steadily, so the city of Moscow decided to invest in a
new adaptive control system to reduce daily congestion and
improve travel times and convenience for its driving public.

SOLUTION

Moscows road system is centred round the Kremlin in roads that generally span outwards to intersect
with a sequence of circular roads (Moscow ring roads). The goal for this project was to significantly
decrease congestion, harmonizing traffic flow and an efficient usage of existing transport
infrastructure. An increase of 30% on traffic throughput within a zone can be documented.

SYSTEM FOR THE CITY OF KAZAN

The city of Kazan is the capital and largest city of the republic
of Tatarstan, Russia. Kazan is located at the confluence of the
Volga and Kazanka Rivers in European Russia. The
multi-ethnic city is also honoured by the UNESCO and famous
for having many Muslims and Christians inhabitants, living
in peace together.

SOLUTION

Being the host of the Universiade (World University Games) 2013, the city of Kazan demanded for
smart traffic technology and comprehensive transport strategy. To avoid possible traffic related
problems, SWARCO is implementing a modern urban traffic control and traffic monitoring system for
the city of Kazan.

of the Macedonian total population. Skopje is Macedonias
political, cultural, economic and academic centre. It is also
a centre for metal-processing, chemical, timber, textile,
leather industrial) causing congestion, accidents and
environmental pollution.

SOLUTION

To overcome this increase in traffic related problems, the city of Skopje received a loan from the
European Bank for Reconstruction and Development (EBRD) to launch a tender for the
implementation of a modern urban traffic control and traffic monitoring system capable to manage
the huge daily traffic.

The city of Prague suffers from the major traffic stream leading
through the city as a result of a missing city-bypass. To improve
the traffic situation and to avoid unnecessary congestions as far
as possible, SWARCO implemented a new urban traffic control
centre and new traffic light controllers. Taking into account the
peoples growing awareness for environment protection, all old
signal heads are replaced with energy saving and
environmentally friendly LED technology.

SOLUTION

SWARCOs system grants the local public sector a significant reduction of energy costs (due to the
modern LED technology) as well as increased reliability, display quality. The driving public benefits
from a reduction of driving times and fuel consumption; environmental pollution decreases too.
According to the requirements of the tender, SWARCOs scope of works includes financing,
installation, rehabilitation and service and maintenance.

The United Arab Emirates, being a federation of 7 emirates,

owns oil reserves and natural gas reserves ranked as 7 largest
in the world. The local road network is very well-developed
and excellently connected not only within the Emirates, but also
with the Arabian Peninsula. Generally said, the road network
is designed to serve the needs of individual traffic by car;
but according to increasing problems with the growing
density of traffic especially in densely populated areas,
the Emirates launched a tender to implement a modern urban
traffic control system.

SOLUTION

A modern urban traffic control system results not only in the reduction of accidents, but also in an
increase of safety for drivers and has significant positive effects on the environment. The whole UTC
system comprises of 18 intersections, including execution design, support on installation and
commissioning, training and remote support until the end of the warranty.

TRAFFIC CONTROL CENTRE HAMBURG

The outdated technology of the existing traffic control centre


(TCC) and the requirements for the integration of the latest
traffic management applications made it necessary for the
municipality of Hamburg to define the requirements and to
provide the financial means for the rebuilding of the TCC.
SWARCO received the order from Hamburg Police as general
contractor for the modernization of the new TCC.

SOLUTION

TCC Hamburg is part of the Transport Authority of Hamburg Police and the Federal Reporting Office.
It is located in the police headquarters close to the other emergency control centres, regarding the
communication structure. TCC Hamburg handles the major tasks and fields of operation of functional
traffic management with 20 police officers in four-shift operation around the clock, for the inner city, the
federal motorways and highways and the traffic network of the port of Hamburg.

Thessaloniki is Greece's 2 major economic, industrial,
commercial and political centre; its commercial port is also
of great importance for Greece and the south-eastern European
hinterland. Thessaloniki lies on the crossroads of
major motorways connecting not only parts of the country, but
also the republic of Macedonia, Bulgaria and Turkey.
The increase of traffic causes traffic jams, accidents and
also environmental pollution.

SOLUTION

For this reason, the municipality of Thessaloniki decided to build up a new urban traffic control
system to avoid unnecessary congestion and pollution and increase the safety and convenience
for its driving public.

The City of Stockholm like many other big European cities


suffers from high traffic volumes leading to daily congestions
within the city and its suburbs. Even though the city introduced
the Stockholm Congestion Tax in 2007, further improvements
to a better traffic flow, traffic safety and reduction of emissions
within the city were needed.

SOLUTION

The contract between SWARCO and the city of Stockholm consists of technical assistance work,
maintenance, prevention maintenance and repair and installation of traffic control equipment including
also operation and maintenance.

The city of Romes driving public (2.7 mill inhabitants, 3 most
visited European city) suffered from a constantly congested city;
a fact which made driving through the city difficult and time
consuming. The existing and meanwhile outdated UTC system
was no longer adequate; the Roma Servizi per la Mobilit
commissioned SWARCO to bring the system up-to-date.

SOLUTION

The city of Rome and its driving public benefit from the new UTC system with a greater automation
and centralization in urban traffic control, state-of-the-art data communication and processing
equipment as well as with an increase in reliability, display quality and energy-savings with latest
LED-based traffic signals.

INSTALLATION OF A PUBLIC TRANSPORT SYSTEM IN THE CITY


OF BERGEN

SWARCOs goal for this project was not only to strengthen FotoEspt123 / wikimedia
the public transport quality in Norways second largest city
by the Installation of a new and modern public transport
system but the system should also help the daily ridership
(approx. 26,000/weekday) to get to their destination faster,
improve urban development and reduce the daily road
congestion. This light railway is the first of its kind in Norway.
It leads from the city centre to Nesttun (urban centre in
the southern parts of Bergen).

SOLUTION

The light railway system operates in the city centre on its own line, gets green light in every section
and is therefore independent from rush hours and road traffic, which improves travel times and travel
convenience for the passengers.

Operators, drivers and commuters benefit of the modern design of signal lights and masts and
improved traffic flow. The operators also benefit from significantly reduced maintenance costs.

BUCHAREST TRANSPORT MANAGEMENT SYSTEM (BTMS)

The significant rise of private car ownership in the city of


Bucharest and its surroundings over the last years has led to
daily congestion. The inhabitants and the driving public benefit
from this reliable traffic information and new traffic control
systems, offering an upgraded infrastructure and a better
managed street network with increased efficiency, reduced
travel times and positive effects for the environment.

SOLUTION

Financed with funds from the Municipality of Bucharest and the European Bank for Reconstruction and
Development (EBRD), the joint-venture of SWARCO and UTI International provides an advanced
integrated traffic management system for the city of Bucharest. The turnkey delivery of a new traffic
control centre includes an adaptive urban traffic control and public transport management system with
latest LED traffic light equipment.

The city of Berlin already has a highly complex transportation


infrastructure with various forms of urban mobility (e.g. inner-
city motorways). To solve the citys existing traffic related
problems (accidents, pollution, congestion) the city of Berlin
decided to launch a tender to implement a modern urban traffic
management system. SWARCO accepted the challenge to
install, renovate and also offer service and supply of a complete
urban traffic control system for the area of Berlin City.

SOLUTION

Additional requests for the tender have been the possibility to reduce energy costs for the local
sector with the implementation of modern LED technology, a reduction of traffic related pollution, a
significant reduction of driving times and fuel consumption as well as an increase in safety for Berlins
driving public and its pedestrians. SWARCOs solution includes the supply, installation, engineering,
configuration, testing, operation, maintenance and service of.

Budweis also asked for a replacement of all old signals with
energy saving and environmentally friendly LED technology.

SOLUTION

SWARCOs solution grants greater automation and centralisation in urban traffic control, modern
design of signal lights and masts give greater convenience for the driving public. This solution also
covers service and maintenance as well as spare parts for the maintenance period.

SOLUTION

The system comprises of variable rerouting systems with congestion information with a total of 9 cross
sections equipped with dynamic VMS. Their freely programmable matrix displays in LED-technology
show alternative routing recommendations for different destinations and traffic information. They
include weather conditions and traffic loads as well as disturbances and incidents in Bavaria and the
neighbouring federal states. The traffic is guided according to the current situation; disturbances are
displayed for each direction.

ATP, Automotive Testing Papenburg GmbH operates one of the


worlds largest non-proprietary automobile testing areas for
passenger cars and commercial vehicles. The 780 hectare area
in the northwest of Germany offers optimum conditions for
comprehensive vehicle testing. Very modern and partly unique
test tracks, completely equipped workshops as well as pertinent
testing facilities are available for rent to all national and
international car manufacturers and their suppliers for the
execution of various testing activities.

SOLUTION

The testing area may serve as venue for customer events, product presentations and other activities
including driving courses for individual groups. In order to fulfil the highest safety requirements,
especially on the high speed circuit, latest technology by SWARCO was installed in

The forecast of more than 100,000 vehicles per day on


the motorway A60 in the near future made the 6-lane expansion
of the motorway ring around the city of Mainz (Rhineland-
Palatinate) an important measure to ensure smooth traffic
flow and to increase the capacity and safety. With the
installation of a network wide rerouting system including
dynamic signposting and temporary opening of the
hard shoulder on the motorway A63 between the junction
Nieder-Olm and the interchange Mainz-Sd in both directions,
SWARCO mainly contributes to this project.

SOLUTION

Depending on the traffic situation, the hard shoulder on the A63 (currently permanently open), will be

Hessens motorways A5 and A45 are not only one of the


most important long-distance connections for the international
freight traffic, but also of major importance for the region of
Friedberg/Gambacher Kreuz. The motorways suffer from
extremely high capacity utilisations (144,000 cars / day). During
peak hours even small incidents have negative impacts on the
traffic flow resulting in enormous congestions. To overcome
these problems, a new interurban traffic control system was
implemented, improving not only traffic flow and safety
for drivers but also reducing emissions and therefor
environmental pollution is reduced.

SOLUTION

SWARCOs new interurban traffic control system grants a better connection on the major junction of
motorway A5/A45. The text lines are easily adaptable to individual traffic situations; the system makes
quick lane closure in case of emergency possible.

Gotthard Tunnel is also one of the longest 2-way tunnels in

SWARCOs solution establishes homogenous traffic flow, warns of tailbacks as well as of fire
and other dangerous traffic conditions. The tunnels security management is improved e.g. in case a
fast tunnel closure is necessary. The vehicles are immediately directed to open lanes to enter

Wankdorf, being a quarter of the city of Berne (with approx.


20,000 inhabitants), is not only an industrial, but also cultural
and sportive centre within the city of Berne. The so called
Wankdorfplatz is a densely used traffic hub that expanded
its limit in the past years due to increasing traffic volumes
(public and private). In order to have the possibility to better
control the high traffic volumes and to be actively possible
to influence traffic flows, a traffic management system
with dynamic signposts was introduced.

SOLUTION

To achieve this goal, the Wankdorfplatz was completely rebuilt with an extra underground traffic circle.
The traffic is managed via traffic signal installations, metering systems and congestion monitoring
already in the periphery of the Wankdorfplatz. The local operation is done by the police via the touch
panels of the Wankdorf Traffic Management System by means of the PRIMOS MOTION central
software and an intuitive user interface.

A28 the extension of the Dutch A7 to the Bremen area. At the
city of Leer in Lower Saxony, the motorway A31 leads through
the two tubes of the 945 m long Emstunnel.

The tunnel was opened for traffic in 1989 and during the renovation of 2007; it was equipped with

will be determined by means of intelligent loops. The system will
reliably determine the actual occupancy of the parking spaces
(total error rate < 10%, error rate per detection point < 5%) and
automatically separate out those vehicles leaving the parking
area without actually parking. A particular challenge in this
project is in contrast to applications on motorways and
interurban road that all kinds of traffic conditions such as
sudden speed changes, stop and go traffic, manoeuvring and
reversing vehicles must be considered.

SOLUTION

9 detection points with inductive loops in the lanes determine the occupancy rate of the parking
spaces. The passing curves are evaluated by means of a special algorithm. With this, the entering
and leaving vehicles can be compared and matched. By means of the protocol TLS-over-IP,
the vehicle characteristics determined by the algorithm are forwarded as unique IDs to the parking
management centre. There, the free spaces are evaluated by calculating the entering and leaving
vehicles, not tracking individual vehicles but counting similar vehicle patterns. The number of spaces
is then forwarded to the display sign in LED technology. No individual vehicles are tracked but
similar vehicle-patterns are counted. The system uses a detector newly developed for this application
with special software. The complete instalment consists mainly of the detection, evaluation and
transmission of traffic data.

SOLUTION

The new parking guidance system optimizes traffic flow and reduces unnecessary traffic because of
shorter search times for parking spaces, which in return also reduces emissions. The capacity
utilization has been improved; city centre businesses also benefit from the advanced parking system.

Sola Airport (3.5 mill passengers/year) is not only an important


airport for commercial flights, but also offers an important and
constantly used helicopter transfer to the offshore North Sea oil
installations. To avoid daily congestion around the airport,

a better organization and management of the parking situation
around the airport. This guarantees balanced capacity
utilisation in all car parks, reduces the traffic looking for a

The consortium Data4Traffic (SWARCO-VID-Van den Berg)


has won and executed the traffic monitoring contract for 1/3 of
the Netherlands. This system grants the driving public better
information (before and during the travel) and gives the
authorities a better possibility to optimise traffic flow. At totally
1,056 fixed locations 1,811 data points are collected and
transferred to NDW in real time. The data point includes speed,
volume, classification and travel times between specific fixed
locations. Real-time data is sent every minute from the
outstations to the central.

SOLUTION

The D4T outstation is a standalone system that is located alongside the road. The system detects and
counts vehicle passages on 1 or more lanes. In standard configuration on a pole, 2 lanes
are measured, in both directions. Extension to 3 lanes on the same pole is possible. For the detection
and measuring of the vehicle passages PIR detectors are applied. Besides the vehicle passages, the
D4T outstation also scan passing Bluetooth devices, like mobile phones, car kits etc. The obtained
anonymous, but unique MAC-addresses are transmitted to the D4T central system, which takes

After the successful implementation of a sub centre for the road


condition and weather information service in Thuringia in 2009,
a similar system was launched in Hessen in November 2010.

SOLUTION

A total of 76 measurement stations all over Hessen collect a variety of measurement values, such as
road surface temperature, residual salt, precipitation. The data are combined with weather data from
the German National Meteorological Service and evaluated to provide reliable local information for a
winter road service which is optimally adapted to the current weather station.

LUNIA FIXTURES FOR THE CITY OF SONDERBORG (DK)

The Danish 27,300 inhabitant municipality of Sonderborg has chosen SWARCO as supplier for no
less than 6,000 LUNIA fixtures which will replace the towns existing street lights within the next 3
years. The new LUNIA street lighting equipment will have energy consumption as low as 15 W per
light spot. Combined with the LUNA dimmer, effective from 10 p.m. to 6 a.m., the SWARCO
solution will result in energy savings of close to 80%.

One of the central aspects is the fact that the LUNIA optics are specially developed to imitate the
distinctive Nordic light that is characterized by its softness and wide array of tones. As opposed to
the intense and vigorous light of southern Europe, the Nordic light is much warmer and softer,
making the shadows more diffuse. This means that a softer light with less contrast will illuminate its
surroundings more naturally.

lights at a pedestrian crossing in Innsbrucks Olympic Village
demonstrates the advantages and major selling points of
SWARCOs solution: enhanced safety through optimized
illumination and environmentally-friendly features like low power
consumption and reduced light pollution.

In addition to the street lighting, SWARCO also provided highly-


reflective road markings, tactile markings, special signs with
additional yellow reflective background foils and contrast Street with newly installed pedestrian crossing
markings on the sing poles for the visually impaired.
