A statement prepared by Dr. Salazar yesterday in response to public concerns received by the
District,
Recently the Alvord Unified School District has received or been informed of numerous
concerns expressed by local citizens concerning the social media communications posted by
school board member Joseph Barragan. On behalf of Board President Art Kaspereen, speaking
Inhis individual role as President of the Board of Education, and on my own behalf as the District's
chief administrator, | wish to offer the District’s response:
‘The Alvord Unified Schoo! District officially condemns the inflammatory and offensive
individual personal comments made by Mr. Barragan through his public use of social media. At
the same time, we recognize Mr. Barragan’s sacred and protected right to freely speak his mind
as 2 private citizen. Accordingly, we urge the community to remember that any time any
individual Board member speaks without the official authority of the Board by majority vote, that
individual does not and may not express any personal views as those of the Board or the District.
Such is the case with Mr. Barragan’s personal comments, either during a Board meeting, or via
social media, or through any other platform. His views are his and his alone, and he does not
‘speak for the Board of Education, any individual member of the Board, or any member of the
staff of the Alvord Unified School District.
While |, as District Superintendent, have the power to direct the conduct of the District's
employees when they act within the course and scope of their employment, | do not have that
power with elected or appointed public officers such as school board members. | and the Board
of Education are unable to censor or moderate Mr. Barragan’s personal comments made as a
private citizen. | will convey to Mr. Barragan any inquiries, concerns or complaints | receive from
the media or any of the citizens of the District as he alone is responsible and accountable for his
public comments.
