SETUP
Select a difficulty level from the chart below. It determines the size
of the city in which you plan to build aquaducts.

Shuffle the deck of cards to create a face-down pile. Draw the top
card and place it face-up on the table with any orientation. This tle
now represents your city, which can expand in any direction and
orientation, as long as it does not exceed the bounds set by the
difficulty level.
Place a standard 6-sided die in the center of the card with the 1
side up. This represents you, @ fledgling engineer with big plans for
your city,
GAMEPLAY
Each turn, you must draw a card from the deck and play it, then
may (optionally) move your player
When playing a card, you have 3 options:
Option 1 - Gain public favor
Some citizens need convincing that construction of an aquaduct
in their neighborhood will be beneficial before they'l let you
begin. Take the time to show them your plans, and you'll win
them over!
Discard the card to one side in a face-up pile. Increase the
displayed value of your die by 1. If the die value is already 6,
this option cannot be taken,
NOTE: Your die value must be 6 by the end of the game to
win, and inereasing its value will give you greater mobility
‘around the board as the game goes on.
Option 2 - Budget for amenities
Waterwheels, fountains, wells, and bathhouses - all are great
amenities that make use of your new aquaducts. But they can't be
built unless you budget for them!
Place the card to one side in a face-up Amenities Budget
display, 50 that its amenities (the two colored images at the top
of the card) are shown, along with the amenities of any previous
cards played this way.
NOTE: The amenities you budget for in this way will “pay
‘or any amenities you build in the city. Any thet are builtin
‘the city but not budgeted for will cause you to lose at the
tend of the game!
Option 3- Add to the city
Enough of the red tape ~ i's time to start building your network
‘of aquaducts to bring fresh water to the masses!
Place the card face-up in the city, according to the following
rules:
|. The aquaduct paths on the
current card must line up with
existing aquaducs, if there are
any see diagram.
Il. The card may be rotated in
90-degree increments, but the
card's aquaducts fie, the
bottom two thirds of the card)
must line up evenly in the city's
grid. Aquaducts cannot be
played in an offset manner (see
diagram)
IIL The card must be played adjacently (not diagonally) to
your die’s current location.
IV, The aquaducts on the card cannot cause the city to
exceed the bounds set by the game's difficulty level
(e.g, in an Easy game, the card cannot be placed so that
it would extend the bounds of the city past 3x3)
Amenities, however, are allowed to stretch outside the
«ity bounds,
V. Any part of the card may cover another card's
(but not aquaducts). Alternatively, the
(but not aquaducts) on the card may be sli
underneath any part of another card,
NOTE: At the end of the game, when examining whether or
not you have filled every spot in the city boundaries, a spot
consisting of 4 amenities is perfectly valid!
‘After playing a card, you may move your die one space to any
adjacent (not diagonal) aquaduct, as long as the value shown on the
die is equal to or greater than the die value shown on the card you
are leaving, along the aquaduct path you are taking. The die value
shown on the destination card does not matter for this movement.
END OF GAME
‘After you've drawn and played the final card, the game is over. If
you have achieved ALL of the goals below, you have won the game.
|. Your public favor value (shown on the die) is 6.
Il. For each amenity that exists (and is not covered) in the
city (including any that stretch beyond the city boundaries),
you have a matching amenity of the same color in the
Amenities Budget display.
II You have completely filled every spot in the city
boundaries, either with aquaducts or with 4 amenities.
|f you lost, shuffle the deck and try again! If you won,
congratulations ~ now try a higher dificult level
