As expected, we have encountered issues that are disputed, or
which could potentially be a dispute and which could or had given rise to claims from the WPC or for which we can have the option of paying the WPC at rates lower than what they had tendered for. These issues arose from problems we had encountered in the contract documents (Bill of Quantities (BQ) and conflicts between documents within the contract document), design problems or even late issuance of unencumbered land. These are listed in Section 9.1.
The drainage design issue encountered at ABJ is near resolution with
revised drawings issued while those at SPJ is still being looked into. Drainage design issue was also discovered at PJS recently, necessitating a review of the drainage design between ch 12+650 to ch 15+850 and between ch 35+900 to ch 37+000. In the interim, the work at these 2 stretches was forced to be suspended pending a redesign. In SPJ, a new issue with respect to the drafting of the BQ was discovered. Standard drawings show the need for subsoil drain beneath the roadside drain at areas with more than2 cut slopes. Such item was left out in the BQ. As this is a recent item, it will only be included in the December report.
Although such issues as described above are commonly
encountered in construction projects, it seems that the number of such issues we had identified to date is on the high side. They have to be managed, however. All packages do keep a register of disputed/potentially disputed items and will update/report and work closely with the Contracts Department in the Head Office in order to manage them.
