The purpose of the CCC Emergency Evacuation Plan is to provide a practical framework to ensure:
The overall direction of efforts to bring the emergency under control and restore the affected
site to normal operation as soon as possible.
The organization and co-ordination of effective action, making the most efficient use of
available resources, in order to secure:
Safety of personnel
Minimum damage to CCC equipment, vehicles and other properties
The personnel who may be involved in a CCC site emergency incident fully understand their
role, and appreciate the roles of others, in effectively dealing with the incident.
The scope of the CCC Emergency Evacuation Plan covers the following locations in distinct
manners, as detailed within the Plan:
1. Incidents occurring at the CCC head office which includes the main building, workshop,
store, temporary resting rooms, etc.
2. CCC sites which are located at MAA premises. In such cases, the concerned site people are
obliged to co-operate and follow the clients Emergency Evacuation plan.
The Safety Manager or in his absence, his representative will, on arrival at the incident scene,
classify the emergency into two categories.
a) Minor Incident: - A minor incident is one that can be dealt with effectively by the CCC
employees working in that area / department, using the equipment and resources that are
readily available to them.
b) Major Incident: - A major incident is one that requires a response beyond the scope of the
resources of CCC and hence requires outside assistance for effective containment. In such
cases the company shall go for the assistance from Kuwait State Fire Brigade or similar
forces available to the company.

This categorization of incident is primarily to assist CCC in defining the scale of forces that need to
be mobilized in order to effectively contain the incident. For major incident, the telephone operator
should inform the correct route of the affected area to concerned emergency services.
Any incident like injury, hazardous gas or liquid release, fire explosion, oil pollution, etc.,
must be notified immediately. The person discovering the incident will immediately inform
this nearby colleagues to take caution against the incident and for necessary help.
Then he will inform the telephone operator about this incident for the necessary action.
The Safety Manager or his representative will rush to the incident location and categorize
the Emergency.
When the telephone operator is informed of the categorization of the emergency she/ he
need to inform the Fire station, Security and Ambulance depends on incident category,
situation and requirements.
In case of using any external forces (Fire force, Ambulance, etc.), they have to report to the
Safety Manager, who will guide them to the incident location for the fast and effective
utilization of the external forces.
When calling external forces, care should be taken to give the full details of the incident
location, contact person and their telephone numbers at site, type of emergency, etc. so that
they can prepare and come according to the situation.
CCC employees shall be required to learn and follow the Emergency Evacuation handling system.
While they are working at clients premises, they have to learn and follow the clients Emergency
Evacuation procedure which is not covered under this procedure.
When the Fire alarms are sounded the employees working in the area mentioned in the scope of
plan should:

Stop all work immediately and ensure that all equipments are left in a safe condition.
The group leader, (normally the section supervisor) will advice if local or whole site
evacuation is required, employees then proceed quickly to the nearest gathering point
through the designated route and make themselves available for head count.
If you are in a building, before leaving stop smoking, switch off electrical appliances
and close windows.
Do a head count or roll call to ensure everyone is accounted for by name. The group
leader of each department / section / area should carry the original / a copy of the
same days time sheet for the easy identification of the employees.
Remain at assembly area until check off. Do not re-enter the area or restart work
until positively informed by the Safety Manager or his representative that it is safe to
do so. Remain in the area and act according to the instruction of the Safety Manager
or his representative.
It is essential that all personnel who may be involved in an emergency incident at CCC premises
should:
Have a detailed appreciation of the purpose and scope and they must know how the CCC
emergency evacuation plan works.
Fully understand their role in the execution of the emergency evacuation plan
Be familiar with their functions, roles and the actions required of them on hearing the
emergency evacuation alarm.
Broadly understand what other participants in the execution of the evacuation plan are
doing.
Never enter a hazardous situation or area without adequate protection and prior awareness of
others.
Know the emergency route for the area and possible alternate routes.
Know the number of personnel in the area
Ensure that there is a substitute in case of your absence.
On hearing the evacuation siren:
In case of emergencies, check with the Safety Manager if site evacuation is required.
If evacuation is required, do the following:
Sound fire siren.
Make initial call out.
Inform all group leaders about the evacuation.
Maintain up-dated list of all group leaders and their contact numbers.

If it required, call external forces and give details of the incident for the easy and fast access
to the location.

CCC staff located within MAA shall comply with KNPC HSE Major Incident Procedure Plan
(MIPP) (Ref: HSE-TSFP-05-2201). Below is a summary of key requirements:
In case any CCC employee or sub-contractor suspects an emergency (fire, smoke, explosion,
chemical release, etc), he shall report it to concerned MAA staff by contacting the emergency
numbers posted at the site or by communicating to his superior, who shall perform this task.
Once an emergency is officially declared, through siren or the public address system, CCC staff
shall respond as follows:
- If in the field: Proceed to the nearest safe assembly point upwind, or crosswind if
release is upwind of your location, as indicated by wind socks/steam plumes, using
evacuation routes as indicated
- If inside a building: Shut down ventilation system, then proceed to the nearest safe
assembly point.
In all cases, CCC supervisors ensure that all workers stay away from the emergency location and do
not block any emergency vehicles or facilities.

It is imperative to ensure that all workers are well-prepared to handle potential cases of emergency.
This shall be done by CCC through the following ways:
Safety-in-charge shall conduct suitable and sufficient emergency awareness to all CCC workers
through toolbox talks and weekly safety training meetings. He shall address the different potential
emergency scenarios and how to respond to them.
CCC Safety personnel shall cooperate with MAA staff whenever MAA decides to hold a mock drill
that would include CCC areas of operation. Safety staff, and others, shall serve as Drill Observers
whenever requested to do so by MAA.
In addition to the above, CCC Safety Engineer shall schedule two annual tabletop drills, in which
CCC staff simulate a drill scenario and discus how to manage it in a workshop setting.
CCC Safety Engineer shall issue a drill report whenever he holds a tabletop drill. He shall issue
Corrective Action items to resolve any negative findings of the drill.
Project Manager is accountable for implementing any Corrective or Preventive Action emanating
from CCC-conducted tabletop drills or MAA-conducted drills in CCC operational areas.
