1. The Request for Proposal (RFP) is open to all eligible entities (Consultants) who wish to
respond. Consultants may only associate with each other in the form of a joint venture or in a
sub-consultancy agreement to complement their respective areas of expertise to enhance their
capacity to successfully carry out the assignment and so long as any association is otherwise
formed in accordance with the terms of the RFP.
2. A Consultant will be selected under the Quality and Cost Based Selection (QCBS)
procurement method, the evaluation procedure for which is described in sections of the RFP in
accordance with MCC Program Procurement Guidelines which are provided on the MCC
website www.mcc.gov .

4. The Millennium Challenge Corporation (MCC) and the Government of the Republic of
Indonesia (the Government) have entered into a Compact for Millennium Challenge Account
(MCA) assistance to help facilitate poverty reduction through economic growth in Indonesia

(the Compact) in the amount of US$ 600,000,000 (MCC Funding). The Government, acting
through the Millennium Challenge Account - Indonesia (MCA-Indonesia), intends to apply a
portion of the funds to eligible payments under the contract for which this Request for Proposals
is issued. Payment by MCC will be made only at the request of MCA-Indonesia and upon
approval by MCC and will be subject, in all respects, to the terms and conditions of the
Compact, including restrictions on the use of MCC Funding and conditions to the disbursements.
The Compact Program includes five Components: a) the Green Prosperity Project (GP), b) the
Community-Based Health and Nutrition to Reduce Stunting Project, c) the Procurement
Modernization Project, d) the Monitoring and Evaluation Component and e) the Administration
and Control.
The Green Prosperity Project aims at promoting environmentally sustainable, low carbon
economic growth as set forth in the GOIs medium- to long-term development plans (RPJP and
RPJM), the National Greenhouse Gas Emission Reduction Action Plan (RAN-GRK), and
Regional Spatial Plans (RTRW). As detailed in the Compact, the GP Project has two specific
objectives: a) to increase productivity and reduce reliance on fossil fuels by expanding
renewable energy; and b) to increase productivity and reduce land-based greenhouse gas
emissions by improving land use practices and management of natural resources.
The programmatic goals and objectives of the GP Project will be achieved through the
implementation of four discrete, but interrelated activities:
The services under this procurement fall under the Technical Assistance and Oversight activity.
MCA-Indonesia is seeking proposals from suitably qualified Consultants to provide services as
Grant Program Managers (GPMs) for the Window-2 of the Community-Based Natural
Resources Management (CBNRM) Grant Program under MCA-Indonesias Green Prosperity
(GP) Project. The US$45 million CBNRM Grant Program will provide grants from US$250,000
to US$1 million in support of initiatives and investments that improve natural resource
management at the community/landscape level while also enhancing household and small
business productivity and local economic development.

MCA-Indonesia expects to contract up to 2 (two) GPMs to cover the GP Projects targeted
districts and provinces in: (i) Sumatera and Kalimantan; and (ii) Sulawesi and Nusa Tenggara.
The services of the GPMs shall be required through the end of the Compact in April 1, 2018.
The purpose of this Request for Proposals is to invite expert Consultant Firms/Organizations
which have extensive experience in grant management assignments. The GPMs will be
responsible for administering the CBNRM Grant Program throughout its whole life cycle, i.e.
from the Call for Proposal process, grant administration, implementation oversight and
monitoring, up to project closure.

Responses shall be issued to all consultants by: January 23, 2015.
8. Consultant submissions should make reference to the RFP and must be received no later than
February 6, 2015, 10:00 a.m local time at the address indicated in paragraph 3 above.
