1 Cell and common signal channel
establishment parameters
Normal cell operation is premise for a UMTS system to guarantee normal network
operation while premise of normal cell operation is successful cell and common signal
channel establishment as well as broadcasting communication parameters to network
side of UE through system messages.
In which: Common physical signal channels which shall be configured are as follows:
Pilot channel (PCPICH): Used as reference basis of other signal channels and
signal measurement.
Primary synchronous channel (PSCH): Used for time slot synchronization when
searching for the cell.

Broadcasting channel (PCCPCH): Used to broadcast system messages.
Random access channel (PRACH): Used for subscribers random access; Relevant
parameters are introduced in random access process Chapter.
Paging indicator channel (PICH): Used for paging indication; Paging channel
parameters are introduced in paging Chapter.

2 Cell selection and parameter re-selection
Execute PLMN selection and cell selection process in sequence after UE bootstrap.
The cell shall be selected for staying and registration to network side after selecting a
suitable cell. UE will select the cell again after staying to a certain serving cell with UE
motion and variation of signal channel quality.
PLMN selection standard is that CPICH RSCP is more than or equal to -95dBm. UE
will read PLMN of cell which has searched for the strongest signal. PLMN also can be
regarded as selection access PLMN if failing to meet above standards but PLMN mark
can be decoded.
Cell with the strongest signal shall be regarded as the initial access cell.
In which:
UE will select cell again after staying to the cell. Cell re-selection includes
measurement execution and determination of UE.
Measurement rules:
UE will carry on intra- frequency measurement if Sintrasearch has not been configured.

UE will carry on inter- frequency measurement if Sintrasearch has not been configured.
UE does not need to measure cells with different radio measurement techniques if Sx
exceeds SsearchRAT m.
UE will measure other RAT m cells if SsearchRAT m has not been configured.
Following cell re-selection standards are used for intra-frequency, inter-frequency and
inter-RAT cells:

In which:
All cells which meet S standard shall be founded out firstly then arrayed according to
above R rules and cell with the largest R shall be regarded as target cell for re-selection
during cell re-selection determination.
UE will execute cell re-selection process if re-selection interval meets cell re-selection
standard and UE has stayed in current serving cell for more than 1 second.

UE physical layer will report (of No ack on AICH received) to MAC and exit
physical random access process if UE has received negative reply for selected signature
of AICH during definition period after uplinkaccess time slot.
UE will send random access messages during the 3 rd or 4th uplinkaccess time slot after
sending the prefix time slot finally after receiving positive reply for selected signature
of AICH during definition period after uplinkaccess time slot. The 3 rd or 4th
uplinkaccess time slot depends on MAC parameter of AICH transmission timing.
Physical layer L1 of UE will report status (of "RACH message transmitted") to MAC
and exit physical random access process.
MAC layer will generate random quantity and send probability (Pi) for comparison if
data shall be sent. Sending is not allowed unless it exceeds Pi. MAC layer will wait
form next TTI for re-sending if sending is not allowed previously.
Physical layer will feedback to MAC layer for notice of successful access to RRC layer
if prefix sent by physical layer has been confirmed by AICH signal channel.
L1 layer will notify MAC layer of access failure if prefix sending times of physical
layer is equal to the maximum prefix retransmission times but reply of AICH channel
has not been received. MAC layer will send reply again for next TTI.
MAC layer will start up revolution timer (TBO1) after physical layer receives negative
reply of AICH and notice to MAC layer. It can be sent again after timing. TBO1 can be

MAC layer will notify RRC RACH of sending failure if re-trial times exceed the
maximum preamble cycle times of RACH.

6 Power control parameter
UMTS power control includes power control of open loop, internal loop and external
loop. Open loop power control is actually used to configure original transmitting power
and set the maximum and minimum transmitting power for internal loop power control.
Therefore, power control of open and internal loops shall be placed together.
Receiving end will measure signal to interference ratio (SIR Eb/No) for every
received radio chain circuit then compared with target signal to interference ratio
required for Traffic.
Uplinkinternal loop power control is used for NodeB to adjust UE transmitting power
according to received SIR of DPCCH and target SIR.
The 1st algorithm is internal loop power control for every time slot and the 2nd
algorithm is internal loop power control for every 5 time slots.

Function Power Control
The parameter should be set in view of the environment of the
cell where the UE resides in, such as speed and fading. This
makes the UE trace the change of the channel condition even in
the worst circumstances. In addition, when the channel is stable,
the system can maintain stable fluctuation of the power. Often,
Recommended the worse the channel condition, the greater the parameter value.
Configuration Typically, you should use the default value. The outer loop
power control should follow the principle of quick increase and
slow decrease. Quick increase is to ensure that the system can
quickly keep up with the change of the environment. Slow
decrease avoids call drop or bad subscriber experience due to
the quick decrease of the target SIR.

7 Control parameter switch
The switch control includes the switch of synchronization frequency, frequencies and
systems, which is introduced as below.
The active set refers to the cell collection keeping radio link connection with UE.
The monitoring set refers to the cell collection, which keeps no radio link connection
with UE, sending message to UE for measurement through the measurement control of
synchronization frequency.
The detective set refers to the cell collection with synchronization frequency excluding
the cell in the active set and detective set.
1. Event 1A
Event 1A means that the quality of certain cell outside the active set gets better. The
related target cell can be added into the active set when receiving 1A event to improve
the gain of more macro diversities. UE will report 1A to RNC when the cell enters into
the reporting range of the following formula.

probability of 1A event. On the contrary, the probability of 1A event can be decreased.
1A event supports the periodical report. In other words, the 1A event will be reported
periodically (PrdRptInterval) until the event doesnt meet the report condition or the
reporting time reaches the allowable maximum value (PrdRptAmount) when UE

Event 1C means that the quality of certain cell outside the active set is better than the

used to replace the cell inside the active set when receiving 1C event to get better
macro diversity. UE will report 1C to RNC when the cell meets the formula below.

4. Event 1D
Event 1D means that the quality of certain cell inside the active set or outside the active
set is better than the quality of the best cell in the current active set. In other words, the
best cell of inter-frequency has changed. The soft adding (the reported 1D event of the
cell outside active set and the number of link inside the active dont reach maximum
value) and soft replacement (the reported 1D event of the cell outside active set and the
number of link inside the active reach maximum value) or the change of serving cell
(focusing on HS-DSCH/E-DCH channel) can be triggered when receiving 1D event.
UE will report 1D to RNC when the cell meets the formula below.

6. Event 2F
2F: the quality of working carrier frequency is higher than a threshold. This event
measures the signal quality of current using carrier frequency, which doesnt need to
start compression mode. However, this event is used for triggering event of closing
compression mode when the current started compression mode measures 2A/2B/2C.

In which:
TUsed 2f is the absolute threshold of bad qality of using carrier wave for 2f event
determination (ThreshUsedFreq).
There are two methods for the generation of compression mode frame:
1. Halving of SF
The halving of SF is fulfilled through enlarging the empty bandwidth of traffic. In this
way, part of the slot time in the same radio frame can be specially used for measuring
inter-frequency and intersystem and part of the slot time can be specially used for data
bit transmission. The transmission strategy of SF halving is generally used for the
traffic with high requirement for time delay and minimal guarantee demand for data
rate, such as the PS data traffic of CS and S.
2. High-level scheduling
The substance of high-level scheduling is that the high-level regulates the rate of data
transmission. Part of the slot time in the same radio frame can be specially used for
measuring inter-frequency and intersystem and part of the slot time can be specially
used for data bit transmission on condition that the empty bandwidth doesnt change. It
is generally used for non-real-time traffic with low requirement for time delay, such as
the PS data traffic of I/B.
The GAP used for sending/receiving (measurement) can be placed in one radio frame
or between two radio frames when the compression mode is started. It is shown in the
figure below:
