1 Cell and common signal channel
establishment parameters

Normal cell operation is premise for a UMTS system to guarantee normal network
operation while premise of normal cell operation is successful cell and common signal
channel establishment as well as broadcasting communication parameters to network
side of UE through system messages.

Above signaling process is shown in following figure:

Key factors to indicate a cell include configuration of frequency point, primary

scrambling code, total power and common physical signal channel.

In which: Common physical signal channels which shall be configured are as follows:

Pilot channel (PCPICH): Used as reference basis of other signal channels and
signal measurement.

Primary synchronous channel (PSCH): Used for time slot synchronization when
searching for the cell.

Auxiliary synchronous channel (SSCH): To define frame synchronization and

main scrambling code when searching for the cell.

1
Broadcasting channel (PCCPCH): Used to broadcast system messages.

Auxiliary common control physical channel (SCCPCH) Used to bear FACH or

PCH transmission channel messages.

Random access channel (PRACH): Used for subscribers random access; Relevant
parameters are introduced in random access process Chapter.

Access indicator channel (AICH): Downlinkindicator channel which is used with

PRACH channel together; AICH channel parameters are introduced in random
access process Chapter.

Paging indicator channel (PICH): Used for paging indication; Paging channel
parameters are introduced in paging Chapter.

the coverage attribute of the cell. The principle of adjustment is:
Configuration
Typically, the pilot frequency covers 10%, and the Ec/Io at the
edges of the pilot frequency should be maintained at about
-12dB.

Cell Primary Scrambling Code

3GPP Name Primary Scrambling Code

TS 25.331
3GPP Reference TS 25.423
TS25.433
Field Name PrimScraCode
Cell primary scrambling codes distinguish between cells. The
Description UTRAN system has a total of 512 available primary
scrambling codes.
Description of data item of radio parameter message
GUI Element Name Cell Primary Scrambling Code
Value Range 0..511-
Default Value -
Scope UTRAN Cell
Function -
Since there are a total of 512 available primary scrambling
codes, these codes follow spatial multiplexing. Basically, the
principle is to ensure that the primary scrambling codes are

2 Cell selection and parameter re-selection

Execute PLMN selection and cell selection process in sequence after UE bootstrap.
The cell shall be selected for staying and registration to network side after selecting a
suitable cell. UE will select the cell again after staying to a certain serving cell with UE
motion and variation of signal channel quality.

PLMN selection process:

PLMN selection standard is that CPICH RSCP is more than or equal to -95dBm. UE
will read PLMN of cell which has searched for the strongest signal. PLMN also can be
regarded as selection access PLMN if failing to meet above standards but PLMN mark
can be decoded.

Cell selection process:

Cell with the strongest signal shall be regarded as the initial access cell.

S rule definitions of cell selection standards are as follows:

for FDD cells: Srxlev > 0 AND Squal > 0

for TDD cells: Srxlev > 0

In which:

Squal = Qqualmeas Qqualmin

Srxlev = Qrxlevmeas - Qrxlevmin - Pcompensation

is CPICH RSCP (dB) and that of TDD cell is P-CCPCH RSCP
(dBm) and that of GSM cell is RXLEVdBm.
It refers to the minimum quality value required for cell ant it is
Qqualmin

Qrxlevmin The minimum RX level (dBm) required for cell;
P compensation Max (UE_TXPWR_MAX_RACH P_MAX, 0)
UE_TXPWR_MAX_ The maximum available TX power level of UE (which is read
RACH from system messages) during RACH cell access;
P_MAX The maximum RF output power of UE(dBm)

Cell re-selection process

UE will select cell again after staying to the cell. Cell re-selection includes
measurement execution and determination of UE.

Following introduction is not suitable to HCS cell.

Measurement rules:

UE will regard SqualFDD cell as Sx in following rules:

UE does not need to execute inter-frequency measurement if Sx exceeds Sintrasearch.

UE will execute inter-frequency measurement if Sx is less than or equal to

Sintrasearch.

UE will carry on intra- frequency measurement if Sintrasearch has not been configured.

UE does not need to execute inter-frequency measurement if Sx exceeds Sintrasearch.

UE will execute inter-frequency measurement if Sx is less than or equal to

Sintrasearch.

10
Chapter 1 Cell and common signal channel establishment parameters

UE will carry on inter- frequency measurement if Sintrasearch has not been configured.

UE does not need to measure cells with different radio measurement techniques if Sx
exceeds SsearchRAT m.

UE will measure other RAT m cells if Sx is less than or equal to SsearchRATm.

UE will measure other RAT m cells if SsearchRAT m has not been configured.

Cell re-selection determination rules are as follows:

Following cell re-selection standards are used for intra-frequency, inter-frequency and
inter-RAT cells:

R rules for cell array standards are as follows:

Rs = Qmeas,s + Qhysts

Rn = Qmeas,n - Qoffsets,n - TOn * (1 Ln)

In which:

In which: Tn is a timer and it shall be started up if signal quality of adjacent cell is

better than sum of signal quality of serving cell and relative offset Qoffset1s,n or
Qoffset2s,n of serving cell and adjacent cell. That is, adjacent cell shall be deducted
by offset if signals of adjacent cell fluctuate so that it is difficult to be regarded as
target cell for re-selection.

All cells which meet S standard shall be founded out firstly then arrayed according to
above R rules and cell with the largest R shall be regarded as target cell for re-selection
during cell re-selection determination.

UE will execute cell re-selection process if re-selection interval meets cell re-selection
standard and UE has stayed in current serving cell for more than 1 second.

Minimum demand level of cell quality (Qqualmin)

11
UMTS Radio Parameter

3GPP Name Qqualmin

TS 25.304: UE Procedures in Idle Mode
3GPP Reference
TS 25.331: RRC Protocol Specification
Field Name QQualMin
This parameter indicates the minimum cell quality level that
satisfies cell selection and reselection conditions. When the
Description measured value is CPICH Ec/No, the quality value of the
measured cell must be greater than Qqualmin before it can
meet the condition for cell selection.
Description of data item of radio parameter message
GUI Element Name Minimum demand level of cell quality
Value Range (-24..0) dB step 1dB
Default Value -18 dB
Scope UTRAN Cell
Function Cell Selection/Reselection
This parameter is the foundation for determining the S rule of
the cell. Typically, you should use the default value. However,
in the scenario of a highway, because the distance between
stations is large, the number of cells is small with a large
Recommended distance, and the UE moves fast, the original cell will therefore
Configuration features a power signal quality. In this case, the UE fails to
reselect the new cell. Therefore, you can lower Qqualmin and
Qrxlevmin to make the UE complete the cell reselection as
early as possible. The principle also applies to the corners of
crowded cells.

Minimum Cell Receiving Electrical Level Threshold (Qrxlevmin)

Description of data item of radio parameter message
GUI Element Name Cell re-selection measurement quantity
1: CPICH Ec/No
Value Range
2: CPICH RSCP
Default Value CPICH Ec/No
Scope UTRAN Cell
Function Cell Selection/Reselection
This parameter indicates the measure as determination standard
for cell selection and reselection.
This parameter is determined in view of the co-channel
interference. When you configure a co-channel neighboring
cell for the cell, the co-channel interference is larger. To better
reflect the signal quality, you should use CPICH Ec/No as the
Recommended determination standard of the measure. However, when you
Configuration configure an inter-frequency or inter-system neighboring cell,
there is no co-channel interference. In this case, it is more
appropriate to use CPICH RSCP as the determination standard
for the measure.
In a typical networking, there are a lot of co-channel
neighboring cells; therefore, you should select CPICH Ec/No
as the default value.

soon as possible. A larger parameter value indicates that the UE is
more expected to reside in the current serving cell. A smaller
Recommended
parameter value is more likely to trigger the measurement of the

Description of data item of radio parameter message
GUI Element Name Timer duration for cell re-selection
Value Range (0..31) s step 1s
Default Value 1s
Scope UTRAN Cell
Function Cell Selection/Reselection
The purpose of Treselection is to avoid mutual reselection
between two cells. In a scenario where a cell features dense
Recommended
signal with fast changes, you need to increase the difficulty for
Configuration
reselection, for example, increase the timer, to avoid frequent
reselection. This helps to cut down Treselections.

UMTS Radio Parameter

3GPP Name Qoffset1s,n

Default Value 0dB
Scope UTRAN Neighboring Cell, GSM Neighboring Cell
Function Cell Selection/Reselection
This parameter indicates the offset between the serving cell and the
neighboring cell in the event that the measure is CPICH RSCP. Cell
reselection follows the R rule, and the R value of the neighboring cell
is equal to the measured value subtracting the neighboring quality
offset. The parameter is determined depending on the situation
whether the specific scenario expects the reselection of the inter-
frequency cell as soon as possible. A larger parameter value indicates
that the neighboring cell is more impossible to be reselected as the
destination cell, and therefore cell reselection seldom happens. A
smaller parameter value is more likely to trigger cell reselection.
However, a larger value may result in poor quality of the local cell
and good quality of the neighboring cell. In this case, cell reselection
Recommended
still will not happen.
Configuration
In co-networking of UMTS and GSM, continuous coverage is
expected inside the UMTS network. Only when the UMTS network
covers edges, cell reselection from UMTS to GSM is required.
Therefore, in the suburbs with dense signals, you can increase
Qrxlevmin in SIB11 and Qoffset1-s, n in SIB11 (neighboring cell) to
improve the difficulty for cell reselection. As to the edges of the
UMTS network, especially a highway, the UE moves fast. In this
case, the signal of the UMTS cell quickly decreases. In case that the
UE goes into the GSM network coverage area but cell reselection still
does not happen. Therefore, you can increase Ssearch, RAT and
reduce Qrxlevmin in SIB11 and Qoffset1-s, n in SIB11 (neighboring
cell) to help the UE complete cell reselection as early as possible.

Random access includes MAC layer and physical layer.

Physical channels used for random access are represented by scrambling and signature.

Access process of physical layer

Effective uplinkaccess time slot gained from access time slot collection An effective
access time slot shall be selected randomly among corresponding access time slot
collection for effective RACH sub-channel Number which is required for
corresponding ASC.

A signature shall be selected randomly among available signatures which correspond to

selected ASC.

Setting prefix retransmission counter is Preamble Retrans Max.

Setting initial transmitting power of prefix

Setting prefix transmitting power is equal to the maximum transmitting power if

calculated prefix transmitting power exceeds the maximum permissible
uplinktransmitting power. Setting prefix transmitting power is equal to the minimum
transmitting power if calculated prefix transmitting power is less than the maximum
permissible uplinktransmitting power. Then selected signature, uplinkaccess time slot

physical layer (L1) of UE will report status (of No ack on AICH) to MAC and
exit physical random access process.

UE physical layer will report (of No ack on AICH received) to MAC and exit
physical random access process if UE has received negative reply for selected signature
of AICH during definition period after uplinkaccess time slot.

UE will send random access messages during the 3 rd or 4th uplinkaccess time slot after
sending the prefix time slot finally after receiving positive reply for selected signature
of AICH during definition period after uplinkaccess time slot. The 3 rd or 4th
uplinkaccess time slot depends on MAC parameter of AICH transmission timing.

Physical layer L1 of UE will report status (of "RACH message transmitted") to MAC
and exit physical random access process.

Access process of MAC layer

MAC layer will generate random quantity and send probability (Pi) for comparison if
data shall be sent. Sending is not allowed unless it exceeds Pi. MAC layer will wait
form next TTI for re-sending if sending is not allowed previously.

Random access process request of physical layer will be initiated to L1 if sending is

allowed.

Physical layer will feedback to MAC layer for notice of successful access to RRC layer
if prefix sent by physical layer has been confirmed by AICH signal channel.

L1 layer will notify MAC layer of access failure if prefix sending times of physical
layer is equal to the maximum prefix retransmission times but reply of AICH channel
has not been received. MAC layer will send reply again for next TTI.

MAC layer will start up revolution timer (TBO1) after physical layer receives negative
reply of AICH and notice to MAC layer. It can be sent again after timing. TBO1 can be

codes are different between PRACH physical channels.

Initial Dynamic Persistence Level

3GPP Name Dynamic persistence level

3GPP Reference TS 25.331: RRC Protocol Specification
Field Name DynPstLevelInit
This parameter indicates the initial value of the dynamic persistence level
used for calculating the sending possibility of the MAC layer in the event of
Description ASCi 1. each PRACH should be configured with a dynamic persistence
level. The dynamic persistence levels of multiple PRACH channels can be
broadcasted in SIB 7.
Description of data item of radio parameter message
GUI Element Name Initial dynamic persistence level of PRACH
Value Range 1..8
Default Value 1
Scope UTRAN Cell
Function -
Dynamic persistence level determines the access probability of the MAC
layer. The larger the parameter value, the higher the access probability. If
the cell traffic is low, you can set the parameter value to 1 to avoid access

5 Paging parameter

PICH signal channels shall be detected when UE is under CELL_PCH/URA_PCH and

idle states. PCH channel carried by SCCPCH shall be monitored to gain paging
message which is paging type 1.

Calculation formula of paging occasion is shown as follows:

Paging Occasion= (IMSI div K) mod (DRX cycle length) + n * DRX cycle length

In which:

K: It refers to several PICHs.

n = 0, 1, 2 as long as SFN is below its maximum value.

Calculation formula of subscribers position in PICH:

PI = DRX Index mod Np

When: DRX Index = IMSI div 8192

Detailed position in PICH shall be calculated as follows:

q PI 18 SFN SFN / 8 SFN / 64 SFN / 512 mod144 Np mod Np
144

Mapping of paging indicators Pq to PICH bits:

39
Number of paging indicators
Pq = 1 Pq = 0
per frame (Np)
Np=18 {b16q, , b16q+15} = {1, 1, {b16q, , b16q+15} = {0,
, 1} 0,, 0}
Np=36 {b8q, , b8q+7} = {1, 1,, {b8q, , b8q+7} = {0, 0,

Np=72 {b4q, , b4q+3} = {1, 1,, {b4q, , b4q+3} = {0, 0,
1} , 0}
Np=144 {b2q, b2q+1} = {1, 1} {b2q, b2q+1} = {0, 0}

UE also can receive paging message which is paging type 2 under CELL_DCH status.

receiver will adjust SIR Target slowly according to actual data receiving quality to
guarantee no influence to Traffic quality due to variation of radio environment and
maintain relatively constant communication quality.

Function Power Control
The parameter should be set in view of the environment of the
cell where the UE resides in, such as speed and fading. This
makes the UE trace the change of the channel condition even in
the worst circumstances. In addition, when the channel is stable,
the system can maintain stable fluctuation of the power. Often,
Recommended the worse the channel condition, the greater the parameter value.
Configuration Typically, you should use the default value. The outer loop
power control should follow the principle of quick increase and
slow decrease. Quick increase is to ensure that the system can
quickly keep up with the change of the environment. Slow
decrease avoids call drop or bad subscriber experience due to
the quick decrease of the target SIR.

7 Control parameter switch

The switch control includes the switch of synchronization frequency, frequencies and
systems, which is introduced as below.

7.1 Basic principle of intra-frequency switch

Intra-frequency switch refers to the switch of UE in the cell of UTRAN
synchronization frequency point with the continuity of Traffic ensured. The inter-
frequency switch is based on the switch of measurement. The inter-frequency
measurement includes active set measurement, monitoring set measurement and
detective set measurement.

The active set refers to the cell collection keeping radio link connection with UE.

The monitoring set refers to the cell collection, which keeps no radio link connection
with UE, sending message to UE for measurement through the measurement control of
synchronization frequency.

The detective set refers to the cell collection with synchronization frequency excluding
the cell in the active set and detective set.

The principle of inter-frequency is beased on the related actions of event execution

through measurement. The detail definition and handling process of event is as follows:

1. Event 1A

Event 1A means that the quality of certain cell outside the active set gets better. The
related target cell can be added into the active set when receiving 1A event to improve
the gain of more macro diversities. UE will report 1A to RNC when the cell enters into
the reporting range of the following formula.

NA

10 LogM New CIO New W 10 Log M i (1 W) 10 LogM Best (R 1a H1a /2)
i 1

In which: the definition for each parameter is as follows:

The reporting range of R1a 1A event is used for controlling the difficulty level of cells

65
being added into active set (RptRange).

The report lag of H1a 1A event is used for controlling the difficulty level of cells being
added into active set (Hysteresis (Intra)).

MNew is the measurement of cell outside the active set to be evaluated.

CIONew is the offset of cell outside the active set compared to other cell (CellIndivOffset
(utranRelation).

Mi is the mean value of other cell excluding the best cell in the active set.

NA is the number of other cell excluding the best cell in the active set.

MBest is the measurement of the best cell for the active set.

W is used for the weighting proportion (W) of the best cell and other cell in the active
set for the evaluation criterion.

From the formula it can be seen that enlarging R1a (1A event meets the reporting range
of event quality standard) or decreasing H1a (lag range for judgement) can increase the
probability of 1A event. On the contrary, the probability of 1A event can be decreased.

1A event supports the periodical report. In other words, the 1A event will be reported
periodically (PrdRptInterval) until the event doesnt meet the report condition or the
reporting time reaches the allowable maximum value (PrdRptAmount) when UE

66
Chapter 1 Cell and common signal channel establishment parameters

detects the reporting range meeting quality standard of 1A event.

1A event wont be reported when the number of cell in the active set reaches certain
threshold (RptDeactThr) due to the limitation of number of active set.

2. Event 1B

Event 1B means that the quality of certain cell in the active set is bad with the related
cell deleted from active set when receiving 1B event. UE will report 1B to RNC when
the cell enters into the reporting range of the following formula.

NA

10 LogM Old CIOOld W 10 Log M i (1 W) 10 LogM Best (R 1b H1b /2)
i 1

In which:

The reporting range of R1b 1B event is used for controlling the difficulty level of cells
being deleted from active set (RptRange).

The report lag of H1b 1B event is used for controlling the difficulty level of cells being
deleted from active set (Hysteresis (Intra)).

MOld is the measurement of cell outside the active set to be evaluated.

CIOOld is the offset of cell outside the active set compared to other cell (CellIndivOffset
(utranCell).

67
UMTS Radio Parameter

3. Event 1C

Event 1C means that the quality of certain cell outside the active set is better than the
quality of certain cell inside the active set. The related cell outside the active set can be
used to replace the cell inside the active set when receiving 1C event to get better
macro diversity. UE will report 1C to RNC when the cell meets the formula below.

10 LogM New CIO New 10 LogM InAS CIO InAS H1c /2

In which:

The report lag of H1c 1C event is used for controlling the difficulty level of cells being
replaced from active set (Hysteresis (Intra)).

MNew is the measurement of cell outside the active set to be evaluated.

MInAS is the cell with the worst quality in the active set.

CIONew is the offset of worst cell inside the active set compared to other cell
(CellIndivOffset (utranCell).

CIOInAS is the offset of the cell outside the active set to be evaluated compared to other
cell (CellIndivOffset (utranRelation)).

68
Chapter 1 Cell and common signal channel establishment parameters

4. Event 1D

Event 1D means that the quality of certain cell inside the active set or outside the active
set is better than the quality of the best cell in the current active set. In other words, the
best cell of inter-frequency has changed. The soft adding (the reported 1D event of the
cell outside active set and the number of link inside the active dont reach maximum
value) and soft replacement (the reported 1D event of the cell outside active set and the
number of link inside the active reach maximum value) or the change of serving cell
(focusing on HS-DSCH/E-DCH channel) can be triggered when receiving 1D event.
UE will report 1D to RNC when the cell meets the formula below.

10 LogMNotBest CIONotBest 10 LogMBest CIO Best H1d /2

In which:

MNotBest is the measurement of cell inside or outside the active set to be evaluated.

CIONotBest is the offset of cell inside the active set to be evaluated compared to other cell
(CellIndivOffset (utranCell) or the offset of cell outside the active set to be evaluated
compared to other cell (CellIndivOffset (utranRelation)).

CIOBes is the offset of cell inside the active set to be evaluated compared to other cell
(CellIndivOffset (utranCell).

MBest is the measurement of cell inside the active set to be evaluated.

H1d is the report lag of 1d event (Hysteresis (Intra)).

69
UMTS Radio Parameter

From the formula it can be seen that enlarging R1d (lag range for judgement) can
decrease the probability of 1D event. On the contrary, the probability of 1D event can
be increased.

Configuration of the macro diversity "increase easily, decrease difficultly". In
case that the new is not very poor, it is added to the macro
diversity. However, if it is poor, it is removed out of the macro
diversity. According to this principle, it is easy to reach the state
of maximum macro diversity. This is the same as reaching the
maximum macro diversity gain. In this case, bad links can be
removed out of the macro diversity through the processing of
event 1c. For event 1a, the greater the parameter value is, the
lower the determination threshold of the event 1a is, and the

This parameter indicates the switching Determination hysteresis
for event 1a/1b/1c, and act on the determination of triggering of
event 1a/1b/1c. When you determine this parameter, you should
ensure that a small change of the signal will not trigger event

easier event 1a/1b/1c/1d is triggered. For event 1a and event 1b,
typically, a smaller value is configured to reflect signal change
as soon as possible. For event 1c and event 1d, a greater value is
preferred. Otherwise, toggle switching occurs. Also, the
parameter value cannot be to large; otherwise, switching will be
delayed, and therefore serious call drop situation occurs.

result of a active set satisfied the threshold for determining event

The size of the active set is restricted. When the number of cells
in the active set reaches a threshold (RptDeactThr), event 1a is
Recommended no longer reported. However, the macro diversity gain obtained
Configuration from the number of links in the active set does not follow linear
increase. Typically, when the number of macro diversity links is
set to 3, an ideal gain is obtained.

Replacement Activation Threshold for Event 1C and 1J

3GPP Name Replacement activation threshold

3GPP Reference TS 25.331: RRC Protocol Specification
Field Name RplcActThr[MAX_INTRA_MEAS_EVENT]
Description This parameter indicates the minimum number of cells allowed
in the active set in the event that event 1c is triggered, or
indicates the minimum number of cells allowed in the active E-
DCH set in the event that event 1j is triggered. When the UE
detects that the measurement result of a active set satisfied the
threshold for determining event 1c/1j, it first needs to determine
whether the number of cells in the current set is smaller than the
parameter value. If yes, event 1c/1j is not triggered. If the
parameter value is 0, it is invalid.

Detection set parameter for the CPICH RSCP measure: [200] ms
Scope UTRAN Cell and Service Related
Function Handover Control (Inter-frequency Handover)
This parameter is determined in view of sudden signal change.
If the signal quality of a cell becomes unstable, and therefore the
related event is triggered, switching processing might be invalid
in the meantime, and call drop might occur in case that the
situation is serious. To avoid this situation, in the preset time
period, an event is reported to UTRAN only when the signal
Recommended
quality always meets the requirement. This ensures the
Configuration
effectiveness of switching. The greater the parameter value is,
the harder event 1a/1b/1c/1d is triggered; the smaller the
parameter value is, the easier event 1a/1b/1c/1d is triggered.
However, the parameter value must be greater than the intra-
frequency periodic measurement time 200 ms. Otherwise, the
parameter configuration is meaningless.

Amount of Reporting for Event 1A/1B/1C/1J

3GPP Name Amount of reporting

3GPP Reference TS 25.331: RRC Protocol Specification
Field Name EvtRptAmount[MAX_INTRA_MEAS_EVENT]
Description This parameter indicates the maximum number of measurement
reports after event 1a/1b/1c/1j is triggered (because event
1a/1b/1c/1j is periodically reported after triggered). When the
event is triggered, the UE reports the measurement result
according to the reporting interval. If the amount of reporting
exceeds the parameter value, the UE stops reporting the
measurement result. If the determination result indicates that
event 1a/1b/1c/1j stops, even if the amount of reporting still
satisfies the parameter value, the UE will also stop reporting the

Cell Individual Offset

3GPP Name Cell Individual Offset

3GPP Reference TS 25.331: RRC Protocol Specification
Field Name CellIndivOffset
This parameter indicates the cell individual offset. An offset is
allocated for each monitored cell. The offset can be positive or
negative. The offset should be added to the measure before the
UE evaluates whether an event has occurred. Using a positive
offset, the number of measurement reports sent by the UE like
Description PCPICH is x dB better than the actual value. Similarly, a
negative offset can be used for CPICH. In this case, the
reporting of PCPICH is restricted. Using the cell individual
offset, the related cell will possibly (or at least temporarily)
work as the switched target cell or be removed from the active
set.

environment that does not require quick switching for harder
switching. This parameter should be customized for some
special cells according to the specific situation of the radio
environment.

7.2 Basic principle of inter-frequency switch

The inter-frequency refers to that UE switches to another frequency point from one
frequency point of UTRAN network. The purpose of inter-frequency is to ensure the
service continuity and load sharing. Ensuring the service continuity is based on the
switch of inter-frequency measurement. The load sharing of inter-frequency is based on
the blind switch of coverage or inclusion relation. The background of inter-frequency
switch triggered by load sharing includes load balancing and load control.

The evaluation criterion for carrier wave of intra-frequency:

NA j

Q frequencyj 10 LogMfrequency j W j 10 Log M ij
(1 W j ) 10 LogMBest j

i 1

In which:

Qfrequency j is the (virtual) active set quality of J carrier wave, namely the measuring result
of J carrier wave (dB for Ec/No, dBm for RSCP).

Mfrequency j is the measuring physical value of (virtual) active set for J carrier wave (ratio
for Ec/No, mW for RSCP).

Mi j is the measuring physical value of I cell for J carrier.

78
Chapter 1 Cell and common signal channel establishment parameters

NA j is the cell number in the (virtual) active set for J carrier (excluding the best cell).

MBest j is the measuring result of the bset cell in the (virtual) active set for J carrier.

Wj is the weighting of the best cell in the (virtual) active set during the process of
carrier wave measuring (WnoUsed or Wused)

The definition and handling process of event for inter-frequency are as follows:

1. Event 2A

2A: the best carrier frequency is changed. This event is used for the determination of
inter-frequency switch for RNC. The compression mode needs to be started when UE
measures and reports the event.

QNotBest QBest H2a /2

In which:

QNotBest is the measuring result of current non-best carrier wave.

QBest is the measuring result of current best carrier wave.

H2a is the delay parameter of switch determination for 2A event (Hysteresis (Inter))

2. Event 2B

2B: the quality of working carrier frequency is lower than a threshold and the quality of
non-working carrier frequency is higher than a threshold. This event is used for the
determination of inter-frequency switch for RNC. The compression mode needs to be
started when UE measures and reports this event.
QNon used TNon used 2b H2b /2 And QUsed TUsed 2b H2b /2

In which:

QNon used is the measuring result of current non-using carrier wave.

QUsed is the measuring result of current used carrier frequency.

TUsed 2b is the absolute threshold of bad qality of non-using carrier wave of using carrier
wave for 2b event determination (ThreshUsedFreq).

3. Event 2C

79
UMTS Radio Parameter

2C: the quality of non-working carrier frequency is higher than a threshold. This event
is used for the determination of inter-frequency switch for RNC. The compression
mode needs to be started when UE measures and reports this event.

TNon used 2c b is the absolute threshold of good qality of non-using carrier wave for 2c
event determination (ThreshNoUsedFreq).

H2c is the delay parameter of 2c event determination (Hysteresis (Inter)).

4. Event 2D

2D: the quality of working carrier frequency is lower than a threshold. This event
measures the signal quality of current using carrier frequency, which doesnt need to
start compression mode. However, this event is used for triggering event of 2A/2B/2C
measurement by starting compression mode.
QUsed TUsed 2d H2d /2

In which:

QUsed is the measuring result of current using carrier wave.

TUsed 2b is the absolute threshold of bad qality of using carrier wave for 2d event
determination (ThreshUsedFreq).

H2b is the delay parameter of 2d event determination (Hysteresis (Inter)).

5. Event 2E

2E: the quality of non-working carrier frequency is lower than a threshold. This event
is used for judging signal quality of non-working carrier frequency, which can be used
as the triggering event of triggering intersystem switch.
QNon used TNon used 2e H2e /2

determination (ThreshNoUsedFreq)

80
Chapter 1 Cell and common signal channel establishment parameters

H2e is the delay parameter of 2e event determination (Hysteresis).

6. Event 2F

2F: the quality of working carrier frequency is higher than a threshold. This event
measures the signal quality of current using carrier frequency, which doesnt need to
start compression mode. However, this event is used for triggering event of closing
compression mode when the current started compression mode measures 2A/2B/2C.
Q Used TUsed 2f H 2f /2

In which:

QUsed is the measuring result of current using carrier wave.

TUsed 2f is the absolute threshold of bad qality of using carrier wave for 2f event
determination (ThreshUsedFreq).

Hfe is the delay parameter of 2f event determination (Hysteresis (Inter)).

Introduction to compression mode:

There are two methods for the generation of compression mode frame:

1. Halving of SF

The halving of SF is fulfilled through enlarging the empty bandwidth of traffic. In this
way, part of the slot time in the same radio frame can be specially used for measuring
inter-frequency and intersystem and part of the slot time can be specially used for data
bit transmission. The transmission strategy of SF halving is generally used for the
traffic with high requirement for time delay and minimal guarantee demand for data
rate, such as the PS data traffic of CS and S.

2. High-level scheduling

The substance of high-level scheduling is that the high-level regulates the rate of data
transmission. Part of the slot time in the same radio frame can be specially used for
measuring inter-frequency and intersystem and part of the slot time can be specially
used for data bit transmission on condition that the empty bandwidth doesnt change. It
is generally used for non-real-time traffic with low requirement for time delay, such as
the PS data traffic of I/B.

The GAP used for sending/receiving (measurement) can be placed in one radio frame
or between two radio frames when the compression mode is started. It is shown in the
figure below:

7.3 Basic principle of intersystem switch

The intersystem refers to that UE switches to another radio access system from one

Absolute Threshold of the Quality of Other RAT for 3A/3B/3C

3GPP Name Threshold other system

3GPP Reference TS 25.331: RRC Protocol Specification
Field Name ThreshSys[MAX_RAT_MEAS_EVENT]
This parameter indicates the absolute threshold configured for
event 3a/3b/3c for determination of the quality of other
systems. The value range and unit are related to the
measurement amount of other system cell. Currently, the
measure can only be GSM Carrier RSSI of the GSM system,
Description
corresponding to CPICH RSCP of the system. Therefore, the
value range and unit of the parameter correspond to CPICH
RSCP.
MAX_RAT_MEAS_EVENT represents the maximum number
of the inter-system measure events. The value is 4.

Configuration be carried out to avoid call drop or poor QoS.
For event 3A/3C, the greater the parameter value is, the harder
inter-system switching is triggered; the smaller the parameter
value is, the easier inter-system switching is triggered.

Determination Hysteresis

3GPP Name Determination Hysteresis

3GPP Reference TS 25.331: RRC Protocol Specification
Field Name Hysteresis[MAX_RAT_MEAS_EVENT]
This parameter indicates whether the determination event
satisfies the hysteresis of event triggering condition. It makes a
difference between the triggered state and the trigger released
state of an event. This parameter helps avoid the trigger state
change in case of a small change.
Description The greater the Hysteresis value is, the greater the threshold
difference between the triggered state and the trigger released
state of an event is.
This parameter is associated with the measure and event type.
MAX_RAT_MEAS_EVENT represents the maximum number
of the inter-system measure events. The value is 4.

Trigger)

3GPP Name Time to trigger

3GPP Reference TS 25.331: RRC Protocol Specification
Field Name TrigTime [MAX_RAT_MEAS_EVENT]
This parameter indicates the time difference between monitored
event occurrence and event reporting. An event is triggered and
reported only when the event is detected and the condition for
Description triggering the event is satisfied during the trigger period
indicated by the parameter.
MAX_RAT_MEAS_EVENT is the maximum number of inter-

changes, and therefore the related event is triggered, switching
processing might be invalid in the meantime, and call drop
might occur in case that the situation is serious. To avoid this
situation, in the preset time period, an event is reported to
UTRAN only when the signal quality always meets the
requirement. This ensures the effectiveness of switching.
