Sub: Amendment no 1 to speed certificate for final maximum permissible speed of
WDP4B class of locomotives up to maximum speed of 130 knv/h on track
maintained to C&M-I, Vol.-I standard.
Ref: i) RDSO speed certificate of even no. dated 14.10.2010.

iii) SR letter no. TP 42/1/BG/WDP4B dt. 28.12.2010 & 27.1.2011
Vide letters referred at (ii) & (iii) above, ECR & SR have requested to review the permissible
speed of WDP4B on curves which is restricted to 105 kmv/h in the speed certificate issued on
14.10.2010. To enhance the speed of WDP4B loco on curves, detailed oscillation trial has
been carried out on BZL —DKAE section of Eastern Railway upto a maximum speed of 120
knvh and the test results are contained in RDSO report no. RDSO/2011/TG/MT-
1132/F/Rev.0 dt. 26.9.2011. The test results indicate that the loco has exhibited satisfactory
riding characteristics upto 120 km/h on 2°curves. In order to enhance the speed potential on
curves, the following paras of the speed certificate issued on 14.10.10, have been revised and
shall be read as under:
“1.2 In order to establish the speed potential of WDP4B locomotives on track maintained to
C&M-I, Vol.-I standards, detailed oscillation trials have been conducted on straight track &
station yard on Palwal - Mathura — Agra Cant section of North Central Railway up to a
maximum speed of 145 km/h and on 2° curves over BZL-DKAE section of Eastern Railway
up to a maximum speed of 120 Kmv/h

dated 17.08.2010 and Report No. RDSO/2011/TG/MT-1132/F.Rev.-0 dated 26.09.2011. The
test results indicate that the WDP4B locomotive has exhibited satisfactory stability and riding
qualities with new and worn wheel profiles up to a maximum test speed of 145 km/h on
straight track, station yard and up to a maximum speed of 120 km/h on 2° curve track
maintained to C&M-I, Voll standard.
2. Based on the satisfactory results of oscillation trials, it is certified that operation of
single/double headed WDP4B ciass of locomotives may be permitted up to a maximum speed
of 130 km/h on straight track, station yard and up to a maximum speed of 110 km/h on curves
track maintained to C&M-I, Vol.-I standard, subject to the following conditions:
2.1.3 The maximum permissible speed on curves shall be decided on the basis of the Indian
Railway Permanent Way Manual Second reprint-2004.”
