1.0 INTRODUCTION
The Technip Dodsal Consortium (TDC) is the CONTRACTOR for Transcos project N-5805,
being the Fujairah Phase 2 Water Transmission System (FWTS2). The objective of the
PROJECT is the increase of throughout of the existing system, from 100 MIGD to 230
MIGD, from Qidfa pumping station up to the tap-off 09A; all in the United Arab Emirates.

2.0 PURPOSE OF THIS DOCUMENT

The purpose of this document is to detail out the methodology for carrying out the
fabrication of mitre bends for Fujairah Phase2 Water Transmission System (FWTS2) for
Abu Dhabi Transmission and Despatch Company (TRANSCO).

3.0 DEFINITIONS AND ABBREVIATIONS

3.1 DEFINITIONS
CONTRACTOR : Means the consortium comprising Technip France, Abu Dhabi
Branch, and Dodsal Engineering and Construction Pte Ltd, Abu
Dhabi Branch, known as the Technip Dodsal Consortium (TDC)
and their affiliated companies to the extent they participate in the
PROJECT.
DAY : Means a consecutive calendar day unless otherwise stated.
ENGINEER : Means ILF Consulting Engineers (ILF).
MAY : Is used where a provision is discretionary.
OWNER : Means Abu Dhabi Water Transmission & Despatch Company
(TRANSCO) and its successors-in-interest and assigns.
PLANT : Means machinery, computer hardware and software, apparatus,
materials, articles and things of all kind to be provided under the
Contract other than Contractors Equipment.
PROJECT : Means the OWNERs project N-5805, being the Fujairah Phase 2
Water Transmission System (FWTS2), to be executed in the
United Arab Emirates.
SHALL : Is used where a provision is mandatory.
SHOULD : Is a strong recommendation.
SITE : Means the actual place or places, provided or made available by
the Owner, to which Plant is to be delivered or where work is to
be done by Contractor.
VENDOR : Means any person or persons, firm, partnership, corporation or
combination thereof, employed by one or other or both of the
members of the TDC for the supply of materials and/or
equipment and/or other goods and/or services related to the
PROJECT.
WORKS : Means all plants to be provided and work to be done by the
Contractor under the contract.

6.0 GENERAL

6.1 APPROVAL / AUTHORISATION


This document shall be issued, verified and approved by project members as described in
the Project Procedure 7022H-100-PP-0000-005 Rev. 0

6.2 DISTRIBUTION AND CONTROL


This document shall be distributed in a controlled manner by the Document Control Centre
according to the respective document control procedure PP 104 Engineering Document
Management.

7.0 ROLE AND RESPONSIBILITIES

Construction Manager
The Construction Manager (s) in conjunction with Interface Coordinators, Permit Co-
ordinators and Public Relation Officer are responsible for the implementation of the work in
accordance with safety regulations and also shall be responsible for ensuring all required
permits and approvals are in place prior to commencement of the Construction works.

HSE Manager
The Site HSE manager monitors the work to ensure compliance with safety regulations
site. He is responsible for preparation and implementation of all safety procedures and
practices for all activities as well as imparting training for supervisory, workmen for
execution of the works in a safe manner.

QC Manager

Site Quality manager will be responsible for implementation of project quality procedure
and inspection of work as per Inspection and Test Plans.

Interface Coordinator

Interface coordinator will coordinate with DEL, TRANSCO, Highway contractors, other Gas
P/L contractors and owners of all other utilities and facilities interfacing with new pipeline.
Arrange for meetings as required.

Survey Engineer

Survey Engineer shall be responsible for ensuring all construction survey activities to be
carried out in strict accordance with the approved procedures and safety requirements.

Permit Coordinator

The Permit Co-ordinator (s) shall be responsible to coordinate all permits and approval
requirements before commencement and after completion of works at site, which shall be
handled as expeditiously as possible.

The Permit Co-ordinator (s) shall also be responsible for ensuring full details of permits
and approval issued are known to appropriate personnel, including any restrictions or
obstacles to the specified work progress.

The Permit Co-ordinator (s) shall have the further responsibility of compiling and
maintaining a Permit and Approval Register which lists full details of each permit and
approval, including expiry date.

Supervisory Staff / Permit Holder

Supervisory staff shall be permit holder and responsible for ensuring all personnel under
their supervision are conversant with all the requirements of the Permit or Approval
governing the activity in which they are engaged.

Supervisory Staff shall also be responsible for ensuring personnel under their supervision
are aware of all HSE and Quality requirements, including personnel of other
subcontractors.

Surveyor

Shall prepare the input data for field fabricated bends (bending schedule) based on
alignment sheets and field survey measurements.

8.0 PROCEDURE

8.1 HSE Requirements

8.1.1 All personnel shall have attended HSE induction / awareness training programs conducted
in-house. This shall be documented adequately. Register shall be maintained with Site
HSE Manager.

8.1.2 NOC / Work permits shall be obtained from the concerned authorities prior to start of the
activity.

8.1.3 Work permits will be obtained from the concerned authorities.. All permits passes shall be
issued prior to start of any excavation work.

8.1.4 Tool box talk shall be conducted before starting the work and all Hazards and safety
measures shall be discussed.

8.1.5 Warning tapes of red/white stripes shall be used to cordon off the area of operation to
prevent entry of unauthorized persons and vehicles

8.1.6 Barricades shall be put up on either side of the area of operation at least 10 meters away.
The barricades shall have blinking lights on them to catch the attention of driver as well as
the users of the road to be crossed.

8.1.7 A clearly visible warning board stating "diversion" with arrow mark indicating the direction of
the diversion shall be placed at the point of diversion on both sides of the area of operation.

8.1.8 Limits of the by-pass roads shall be clearly indicated by installing warning tapes, distance
boards, Traffic speed boards on either side of the by pass road.

8.1.9 Necessary banks men or traffic regulators shall be deployed on both side of the area of
operation to control the traffic during the operation through the by-pass route / tracks till the
entire operation is completed and at least temporary restoration is done on the crossing
areas.

8.1.10 It shall be ensured that only authorized personnel, for the operations and inspections, shall
be allowed to enter into the area of operation during the excavation of the road and
installation of the pipe.

8.1.11 If the operation is during night, the entire area of operation should be illuminated well so
that the workers and the supervisory personnel are safe within the area and area is clearly
visible for the possible users of the road. The diversion signs and the by pass road shall be
well illuminated.

8.1.12 Not withstanding the above, any other measure, as demanded by the site conditions and
the climatic conditions at the time of operation shall be adopted to ensure safety of the
public property and the environment.

9.0 EQUIPMENTS
The following are the equipments identified for Fabrication for miter bend activities:

a) Side boom - CAT 583


b) Telescopic Mobile Cranes - 100 T
c) Level protractor

d) Safe platform for measuring angle

f) Manual Thermal Cutting Machine.

h) Hand tools

10.0 METHODOLOGY

10.1 Fabrication

Mitre Bends fabricated on site by cutting the pipe end with a gas cutting machine. Bends
will be fabricated up to an angle of max 3o per joint (cutting of the two pipes in and angle of
1 each). Mitre Bend calculation and indication drawing sheet is enclosed. Ref.
Attachment-6

11.0 MITRE BEND FABRICATION METHODOLOGY

11.1 The location and angle of deflection for each field bend shall be given by the surveyor
based on the alignment sheets ground profile / contours along with confirmation of the
measurements where appropriate. Mitre Bend fabrication shall be performed as per
ANSI/AWWA C208-96 & Project Specification N-5805-SP-105 Rev.0. .(ANSI/AWWA C208-
96 Pages 6, 10 & 11 are attached)

11.2 Internal cement mortar lining on mitre weld joints shall be performed after the
completion of Mitre welding.

11.3 Prior to pipe angle marking and cutting, the spiral welded seam to be positioned to ensure
the adjacent pipe seam distance maintained by 10 inches (250 mm). Pipe angle cutting
shall be done by experienced fabricator under the supervision of QA/QC inspector.

11.4 The pipe bevel end cutting shall be conducted by manual thermal cutting.

11.5 The pipe cut ends shall be bevelled by grinding machine to make the edges to perform
the welding. Visual examination, UT and 100% MPI shall confirm that the pipe bevelling
area. The bevel edges shall be smooth, uniform and free from tears, cracks and gouges.

11.6 The fabricated bends angle shall not exceed 30 per joint (cutting of the two pipes ends in
an angle of 1 0 each).

11.7 QA/QC Engineer shall carry out the dimensional check on all fabricated bend angle prior to
welding. Pipe ovality shall not be more than or equal to 97.5% of the minimum internal
diameter of the pipe.

11.8 C cleats shall be used for fit up wherever the external clamps are not applicable. C
cleats shall be welded with pipe out side surface 25 mm beyond the fabricated mitre
bevel end.

11.9 Tack welds shall be a minimum of 50mm long, performed by the qualified welder.

11.10 C cleats shall be removed after completion of 50% root run by smooth Grinding. C cleats
area shall be carefully cleaned by smooth grinding after the completion of 100% joint
welding and surface shall be checked with MPI to ensure the thickness of the parent metal
of the pipe.

11.11 Mitre bend joints welding shall be carried out as per approved Mainline Tie-In Welding
procedure. (WPS No.: WPS-03, 04, 09, 10, 15 & 16).

11.12 All fabricated mitre bend butt weld joints shall be 100% visual inspection,
Radiographic examination and Ultrasonic examination (UT).

11.13 After acceptance of NDT examination joints shall be coated with heat shrink
sleeves as per approved Method statement 7022H-400-MS-0000-819, Rev.00
(Method Statement for Field Joint Coating).

12.0 INSPECTION AND TESTING

The following inspections shall be carried out for during the fabrication of miter bends.

Final degree will be checked and confirmed by level protractor before the welding.

a) The pipe number

b) The KP location

c) Spiral welded seam position

d) Visual inspection for any dents, and external PE coating damage.

e) Pipe ends ovality check.

13.0 MONITORING SYSTEM

Before start the work a workshop / yard Job Safety analysis shall be conducted for hazard
identification and risk assessment.

To ensure the safe working practice and condition, the execution activities shall be
monitored by an apex monitoring committee of TRANSCO, ILF, and TDC including HSE,
QA/QC and senior management personnel.

Weekly and monthly meeting shall be organised to review and analyse the implementation
of safety aspects.

Contractors monitoring committee member shall coordinate with site personnel for
compliances and other committee members on regular basis to resolve the issues if any.

14.0 QUALITY ASSURANCE AND QUALITY CONTROL

The working Crew supervisor shall report to the concerned TDC QA/QC Engineer about the
work completed and the work planned for next day daily basis. (Daily construction
report).The level of inspection of respective construction activities will be as per the
attached Inspection Test Plan (ITP, Attachment 1). Before H points are achieved the
working crew supervisor/QAQC engineer shall notify to the TRANSCO/ILF representative,
by means of issue request for inspection (RFI) before 24 hours and QA/QC Engineer on
site shall schedule for the planned activity and maintain the RFI record. If the TRANSCO /
ILF representative failed to get the place on time, the consequent work beyond the H
point shall not proceed but the TDC working group shall keep the corresponding record.

24 hours before the witness (W) points are achieved, the working crew supervisor/QAQC
Eng. shall notify the TRANSCO / ILF representative, by means of issue request for
inspection (RFI) before 24 hours and QA/QC Engineer on site shall schedule for the
planned activity and maintain the RFI record. If the TRANSCO / ILF representative failed to
get the place on time, the consequent work beyond the W point shall be proceed and the
TDC working group shall keep the corresponding record also it should be highlighted in the
daily construction report of TDC.

Before R points are achieved the working crew shall not invite TRANSCO / ILF
representative for such activity, but the necessary records shall be maintained and
submitted for review of TRANSCO / ILF representative by TDC QA/QC Engineer after
interval of construction work is completed.

The QA/QC Engineer on site shall review the said report in accordance with the related
QAQC forms singed and approved by TRANSCO / ILF representative. If the request of the
coming work is reject/ approved by the QA/QC Engineer or TRANSCO / ILF representative,
and the site QAQC engineer shall notify the Working crew about the results of the QAQC
form / Reports for further proceeding of the construction activities.
After one natural interval of construction is completed, the related site inspection check lists
shall be filled for this interval and signed by the Working Group leader. QA/QC Engineer
on site and Owners representative to confirm that the completed sequence and quality are
met the Owners requirement then allow the Working Group to continue its work.

The Quality Inspector shall report to the QA/QC Engineer on site about the operation and
inspection on site.

The QA/QC Engineer on site shall review and analyze the findings in the report, issue the
non-conformity notification and specify the correction time limit.

For the non-conformance found by the Contractors Quality Inspector, QA/QC Engineer or
the Owners representative in accordance with the control requirements or acceptance
criteria, corrective action shall be taken according to the actual situation and laid down
procedures.

The signatures on various reports shall be made by following the sequence. Working
Group representative, QA/QC Engineer and Owners Representative and show their
acceptance for the inspection results and accepts the activity.

15.0 DOCUMENTATION

Surveyor will prepare the field fabrication bending schedule according to the survey report.
This will be forwarded to fabrication foreman for the execution of fabrication activity. After
completion of each days job fabrication foreman will prepare bend report that will identify
the bend details and confirm compliance to various check points. The report will be handed
over to the QA/QC engineer for recording.
