German electoral model, is looking at
improving on New Zealands electoral
system, says Prime Minister Ranil
Wickremesinghe.
Addressing the Sri Lankan community in
Auckland on Saturday, the Prime Minister
said that a combination of the first-past-
the-post and the proportional
representation systems on a 60 to 40
percent basis would be introduced, making
it better than the one being used in New
Zealandn through the allocation of six
bonus seats to the winning party. "Having
looked at the German model, we have
decided that New Zealands electoral
system coupled with our proposal to
provide the provinces more devolution
would be ideal."

reports detailing a revenue shortfall of Rs.
5.5 billion projected by the Ceylon
Electricity Board (CEB) in the next six
months, he insisted the cost would not be
passed on to the consumer and would be
borne by the Treasury. The CEB this
week had requested a 5% tariff increase
from the Public Utilities Commission of Sri
Lanka (PUCSL), which functions as the
regulator of the State monopoly.

Accidents kill about 2,600 children a year

(island.lk) Community Medicine Specialist of the
Sri Lanka Family Health Bureau Dr. Kapila
Jayaratne yesterday said that around 270,000
children below 16 years were hospitalised due to
accidents annually and of them 2,600 succumbed
to their injuries.
Addressing the media at Health Education Bureau
in Colombo, Dr. Jayaratne said the majority of little
victims were pronounced dead before admission
to hospital and only 150 died in hospital.
Dr. Jayaratne said there was a dire need for
victims of accidents to be brought to hospital
immediately in a proper manner. He said there had
been an increase in the deaths of children due to
accidents while the maternal and new born deaths
were at a low level.
Dr. Jayaratne said childrens deaths were mostly
due to homicides, road accidents, drowning,
burns, poisoning etc.
Of the victims 50 percent were under the age of
ten, he said.
According to police reports last year 4,012
children had met with road accidents and of
them 1,087 had suffered serious injuries and
152 had died, Dr. Jayaratne said.

Number of three-wheeled vehicles
increases dramatically
(sundaytimes.lk) The number of
three-wheeled vehicles registered in
the country has risen sharply. The
ratio of three-wheelers to people
stands at 1:20 (1 three-wheeler for
every 20 persons).
According to latest statistics
compiled by the Department of
Motor Traffic, at the end of last
month the number of three-wheeled
vehicles in the country stood at
1,094,815.
In August this year, 35,773 new
three-wheeled vehicles were
registered.
The highest number of three
wheeled vehicles were registered in
the Western Province with 352,540
vehicles, followed by 140,823 in the
Southern Province and 135,791 in

Last year saw 129,547 three-

Royal doctors hold fund-raiser
for free health programmes
(sundaytimes.lk) The Royal College Doctors
Association will hold their fifth fund-raising dinner
on October 8 at the Hotel Galadari from 7 p.m.
onwards. The proceeds of the dinner will be utilised
to carry out the RCDAs health programmes at
Royal College, Colombo and in other schools in
rural and remote areas.
As the leading boys school in the country, Royal
College produces many medical professionals,
including specialists. But until 1999, there was no
organisation to bring the Royal medical
professionals together under one group and use
their capabilities to promote the well being of the
both students and staff of Royal College.

Gomes, a small group comprising eighteen doctors

the programme seeks to promote oral hygiene in

Fate of missing teledrama actor unknown

charged with killing his 17-year-old wife, U.R

Pidurutalagala mountain peak was sentenced to
death Thursday (29) by the Appeal Court judge
Wayambe and former Judge of Nuwara Eliya
when the suspect pleaded guilty to the charges .
The suspect after taking the victim to the
mountain had stabbed her with a knife and
strangled her before burning the body.
The accused was Indika Ruwan Kumara of
Walahitamulla, Devolegama, Munuwangoda.
The Attorney General indicted the suspect under
Section 296 of the Penal Code before the High
Court of Nuwara Eliya for the murder committed
on 19 December 1998 or thereabout.
The accused was sentenced to death solely on
forensic evidence as there were no eye
witnesses to testify to the murder. The sentence
was delivered by High Court Judge Sumudhu
Premachandra.

Court was also informed that the Army is now
conducting an investigation against Udalagama
for the disappearance of the daily occurrence
book (DOB).
When Tissera informed this in court, Udalagama
said that he had submitted the DOB to the CID
for the investigation.
It was revealed in Court that after the murder and
hiding the body , the accused had sent a letter
by post to the parents of the deceased
purportedly written by him. In the letter it was
stated that the deceased was in a home for the
destitute. However, since the hand writing and
the signature were suspected, and upon
examination by the parents of the victim it was
discovered that the letter had been written by the
accused himself.
During the trial it came to light that the accused
had confessed to the killing of his wife Ganga
when his friend Manjula Kumara inquired about
her. When Nuwara Eliya Police interrogated the
accused he had stated that he had suspicions
about the chastity of his wife and he suspected
that she had an illicit love affair.

Nuwara Eliya Police conducted the preliminary

(TheSundayLeader.lk) - No one has to be
reminded about the horrors of the explosion that
wrecked the lives of the residents of Salawa.
The poor villagers who lost their homes and
belongings from the explosion that took place at
the Salawa Army camp are still waiting for the
authorities to do justice for their losses.
Over 115 days have already lapsed since the
explosion. During this time period we cannot say
that the government has not done anything
regarding the Salawa issue. But from the
complaints that are coming from the people, it is
quite clear that what has been done is not
enough.
The people of Salawa asked the government to
give them back their houses, furniture, livestock
and businesses that were destroyed by the
explosion. Speaking at the parliament, the Prime
Minister promised to rebuild respectable houses
for all those who had lost their houses and to get
the businessmen back on their feet. Although the
Prime Ministers gesture is admirable,
unfortunately it has not yet realised on the
ground.
The immediate challenge for the government is to
increase 2016 revenue amid legal obstacles on
VAT, the report says.
"It is important that fiscal consolidation is
designed to minimize the impact on the poor.
Removing VAT exemptions, which tend to
disproportionately benefit wealthier households,
would constitute a positive first step. However,
personal income tax and transfer spending are
much more progressive than VAT," the report
says.
A recent assessment of the distributional impact
found that the fiscal policy has become more
progressive since 2009, largely because of an
increase in direct transfers, but personal income
tax revenue remains small.
"Ongoing reforms to implement criteria to select
beneficiaries of Samurdhi, the main cash transfer
program for the poor, will be crucial to assist the
poor and maintain political support for reforms."
As the country approaches upper middle income
status, with limited national savings compared to
national investment, more FDI is needed into
manufacturing and export sectors to sustain a
high growth path, the Bank points out.

Diversity Visa Program (DV-2018) also known as
Green Card Lottery offered by the US would be
commenced tonight from 9.30 till November 7

ITAK and TNA seeking declarations from the
Court that their aim is the establishment of a
separate state within Sri Lanka.

Govt. To Release 454 Acres Of Private Lands
The Ministry of Defence has identified 454.2 acres
of land to be released before end of the year as an
initial phase in the Tellipalai D.S. Division, the
Ministry of Resettlement said on Friday.
The land to be released includes 83.70 acres in
Kankesanthurai West, 15.68 acres in
Kankesanthurai Central, 28.20 acres in
Kankesanthurai North, 77.20 acres in Thaiyiddy
East and 249.24 acres in Thaiyiddy North, said V.

Switzerland signs immigration agreement
with Sri Lanka

Seneviratne Bandara Nawinne have signed a
bilateral immigration treaty in Colombo.
It will cover, among other things, the repatriation of
Sri Lankans who no longer fulfil the conditions for
continued residence in Switzerland.
In a statement on Tuesday, the justice ministry
said the agreement with Sri Lanka established a
foundation for strengthening cooperation with the
Sri Lankan authorities in such areas as voluntary
repatriation and reintegration, assistance in the
fight against smuggling and trafficking in human
beings, and migration management.

New JO-led alliance in offing

the emergence of a new political party on
Saturday, October 8, UPFA Ratnapura District MP
Ranjith de Zoysa said that the rally, organised by
the Joint Opposition (JO), to be held in Ratnapura
next Saturday is to protest against the decision
taken by the SLFP hierarchy to remove some
senior SLFP organizers.
He said that this was done deliberately and was
an attempt to weaken the party and to indefinitely
postpone Local Government Elections and exert
undue pressure on the people through the

After Eluga Tamil, BBS wants Northern Provincial Council dissolved

Sinhala nationalist groups led by the Bodu Bala
Sena (BBS) called on the Government to dissolve
the Northern Provincial Council and place the
Tamil-dominated Province under Governors rule.
The march led by the BBS, which began at the
Mamaduwa Junction in Vavuniya, drew crowds of
about 300 people to oppose the racist positions
adopted by Northern Province Chief Minister C. V.
Wigneswaran at his Eluga Tamil (Rise Tamil!) rally
last Saturday (24).
Ravana Balaya and Sihala Ravaya, fellow
travellers of the BBS also participated in the
protest. Crowds participating in the demonstration
hailed from six mostly-Sinhalese villages in
Vavuniya. The demonstration in the Northern town
was much less strident in its mood and tenor, with
many demonstrators brandishing posters that held
concilliatory slogans such as "Let all communities
rise together" a clear play on Wigneswaran's 'Rise
Tamil' rally. The controversial monks leading the
demonstration used less inflammatory rhetoric in
their speeches to the crowds. It is unclear if the
radical groups mobilising the crowds were
exercising caution since they were demonstrating
in a Tamil-majority District.

accept the Governments claim that Opposition
Leader R. Sampanthan was not supporting

Minister Wigneswaran has denied the charges in
an interview with the BBC recently, saying he had
never been a racist in his life. The Chief Minister
claimed that the Eluga Tamil rally last Saturday
was aimed at highlighting the issues faced by the
Tamil community. Speaking about the Tamil
communitys problems is not racism,

check whether the marked
boundaries are accurate, he stated.
Peiris further said that after completing this task
the committee would coordinate with the Survey
Department to draw up maps to reflect the new
boundaries.
We have to develop maps for all the electorates,
which will then have to be translated into English
and Tamil. A review of the maps will follow to avoid
any errors. Previous committees had not
conducted such reviews and as a result
missed one Grama Niladari Division in the
Nuwara Eliya District, Peiris said.

to take immediate action to solve the issues
that fall beyond the mandate of the committee
within a month after receiving the report.

kicked off on Saturday at the Sri Lankan Medical
and Dental Association Dinner dance which was
held at the Radisson Edwardian hotel in West

the team representing Sri Lanka at the World Youth
Scrabble Championship, they were full of hopes for
the world tournament in Lillie, France and their
prospects of winning the Best Team title again this
year. Those hopes and dreams were fulfilled and it
was a happy group who shared the news of their
win at the championship in late August.
The World Youth Scrabble Championship takes
place over the course of three days. There are nine
or ten rounds a day, each round a single game
played till completion or for
the duration of fifty minutes.
Each player takes part in four
rounds in quick succession,
with little time to relax
between rounds until the 30-
minute break at the end of
four rounds. This continues
until all nine or ten rounds
are finished, broken only by
a slightly longer lunch break.
The competition was stiff with
teams from 15 countries. Yet
it isnt as gruelling as it
sounds, team member
Thirandi de Silva states. You
dont feel it because all you
think about is the next game and if your final game
is bad, then youre itching to play another game to
make up for it, she says.
The 10-member team comprised Aabid Ismail,
Janul De Silva (Royal College), Migara
Jayasinghe, Thavalakshman Yoganathan (Lyceum
International, Wattala), Vignesh Pirapaharan
(Lyceum International, Panadura), Radinka

Runner-Up overall and his performance was the
best ever by a Sri Lankan at the World Youth
Scrabble Championship. Thavalakshman is proud
of the teams performance and thrilled to be in the
Top Ten. His favourite part of the game is playing a
bonus word using all seven tiles in your rack is
considered a bonus because apart from the points
gained for the word, players are also awarded an

when it was held in Sri Lanka, Hansi felt that this

Trail is a 670 km, 28-day long walk from Point
Pedro in the North to Dondra Head in the South of
Sri Lanka, with the objective of honouring and
helping those fighting cancer. The founders of Trail,
Nathan Sivagananathan and Sarinda Unamboowe
will walk the entire distance from October 6 to
November 2 joined by several other Trail Blazers
who intend on walking the entire 670 km. Trail
2016 aims to raise five million US Dollars to build a
cancer treatment facility at the Karapitiya Teaching
Hospital in Galle.
Trail was brought to life because of Nathan and
Sarinda's shared vision of uniting as a nation and
improving access for cancer treatment in Sri
Lanka. For Sarinda, it was fulfilling a promise that
he had made to walk the length of the country if
the separatist war that plagued Sri Lanka came to
an end, a mark of his commitment to peace. For
Nathan, the cause was a dear one, having lost his
sister to cancer. Founded in 2011, Trail was Sri
Lanka's largest ever crowd funded charitable
initiative, which
raised 2.6 million US

Cancer Hospital.

joined by over
30,000 people who

Rich Malay pickings from the salad bowl that is Sri Lanka
(sundaytimes.lk) The Malay community of Sri
Lanka is a picturesquely pleasing reminder of
the islands geography in the Indian Ocean. It
is equidistant from the Straits of Malacca and
the Straits of Hormuz. The Malays are
originally from the Indonesian archipelago and
are mostly Muslims. Their ubiquitous presence
that dots the ethno-social fabric of the island
remind us of the illuminating inquiry whats a
rainbow with one colour? Their weight and the
impact of their achievements and contributions
to society far outweigh their numbers.
The Malays of Sri Lanka have a common origin
and a culture that has largely survived the
acculturation inevitable in adopted homelands.
These attributes qualify them as a distinct
ethnic minority in the salad bowl that is
modern Sri Lanka.
The Malays are the tangy olives, not many,
that when encountered, give distinctly
delightful relish to the salad. A young Malay
medical student Tuan Zameer Careem has
chosen to pick those olives in the Lankan
salad and offered them in the deliciously
readable book Persaudaran. First, he has to
be congratulated for his remarkable
achievement reached parallel to his pursuit of
higher studies in the frighteningly competitive
stampede to enter Medical College. A feat that
demonstrates Malay resilience! A review of his
compendium of Malay lore in the island will not
be complete unless we recognize his
contribution to social anthropology of the
country, made in that period of the most
thrilling part of life- the years between
adolescence and adulthood, devoting time to
be a mature social historian.
Persaudaran is a significant addition to the
literature of socio cultural and ethnic studies in
Sri Lanka. The compilation of widely scattered,
historically relevant, authentic material relating
to the political, social, economic and cultural
history of the Malays makes it an invaluable
source for researchers and students of social
sciences. One cannot help but regret that he
did not receive the guidance of an experienced
social historian for deeper sociological analysis
of the rich material assembled. Young Careem
proceeds with a fleeting survey of how the
Malays
arrived and
how they
set down
their roots
in the island
of Sri Lanka
after weeks
of sailing
with
favourable winds from the Malay peninsula.
The etymological and historical explanations
the author gives to places with links to the
Malay community are interesting and
informative i.e Java Patnam (the etimology of
Jaffna), Javaka cheri meaning the Fort of
Javakas (present day Chavakacheri).
The book is a narrative that asserts the
multicultural mosaic that the Sri Lankan
communities are comprised of. The fateful war
waged by the pre-Islamic Buddhist Javanese
King Chandrabunu who brought in foot soldiers
to acquire possession of Lord Buddhas tooth
relic and his defeat are interwoven into
Zameers beautifully flowing and compelling
narrative.
The Dutch initiative of settling Malays too
receives a general sweep owing to obvious
space constraints in an already thick volume.
The Dutch inclination to use their territory in Sri
Lanka as a holding station for inconvenient or
rebellious Malay nobility resisting them
receives greater focus. The exiled Malay
nobility, apparently retained
their sense of Noblesse
oblige and assumed
leadership roles within the
local community. The Malays
brought by the Dutch were
hired soldiers but evidently
not short of valour and
bravery. The book deals with
the rise of the Malay
regiment introduced by the Dutch but used with
far greater imagination by the British.
The book is an interesting commentary on the
immergence of Malay mosques;Malay saints;
Malay personalities; Malay culture, Malay
costumes and cuisine.

ASLLUK donates a CRRT Machine to the Anuradhapura General (Teaching) Hospital

A delegation from the Association of Sri Lankan
Lawyers in the UK (ASLLUK) attended a simple
ceremony held at the Anuradhapura General
(Teaching) Hospital on 9th August 2016 to formally
inaugurate the CRRT Machine donated by
ASLLUK at a cost of 2.6 million Sri Lankan
Rupees. (CRRT is a dialysis-type machine, which
is used to treat critically ill, hospitalized patients in
the intensive care unit who develop acute kidney
injury [AKI] by providing those patients with
Continuous Renal Replacement Therapy).
The above donation was greatly appreciated and
welcome as a much-needed rescue package as
the Anuradhapura General Hospital only had one
aging machine to treat an exceptionally large
number of patients coming from the vast
catchment area that is severely affected by AKI.
This event received wide publicity in Sri Lanka and
it was shown on Sinhala news on Derana TV, one
of the country-wide television channels.

London Buddhist Vihara 90th Anniversary Celebrations:

On 15 September, the closing event of the
Exhibition for the 90th Anniversary celebrations of
the oldest Buddhist temple outside Asia London
Buddhist Vihara - was sponsored by the Devi
Balika Past Pupils Association. 'Old Devians'
took time off their busy evening schedules to
take part in this historical event. The evening
unfolded through a series of events, which
had begun on 10 September with
distinguished Chief Guests Mrs Amari
Wijewardene (High Commissioner for Sri Lanka),
Lord Nick Bourne (Minister for Communities and
Local Government), Dr Patricia Walker (The Mayor
of Ealing), Vice Admiral Anthony Johnstone-Burt
CB, OBE (Master of the Royal Household,

Buckingham Palace), Dr Desmond Biddulph
(Chairman of the Buddhist Society) and Mrs Pat
Smith (a Senior Coordinator of the London
Buddhist Vihara).
As is traditional, the evening began with a puja
where offerings of flowers, light and incense
were made at which Venerable Bandula and
other resident monks presided.
Thereafter, the Chief Guest for the evening,
Mrs Pat Smith was welcomed by
Viharadhipati (Head of Vihara), Venerable
Seelawimala, followed by the chanting of
Jayamangala Gatha (stanzas of victory). Mrs Pat
Smith's encounter with the Vihara and the
kindness of the Bhikkus led her to learn Buddhism

from the former Viharadhipati Venerable
Vajiragnana. She then became a Buddhist of her
own accord. Now she conducts monthly healing
sessions and donates the proceeds to the Vihara.
It was evident from Mrs Smith's anecdotal account
that the seeds sown by Anagarika Dharmapala
were bearing fruit. As the Angarika envisaged, the
Vihara has become a centre not only where
Buddhism could be practised but also a place from
which the Buddhist teaching can spread in the
West.
Dr Harshi Boralessa (President, Devi Balika PPA)
and members of the Vihara Committee in their
orations touched on the life and vision of the
Anagarika. The Chief Guest garlanded the statue

of Anagarika and lit the oil lamp and cut the tape,
officially declaring the exhibition open.
Participants were engrossed with the exhibits
depicting the history of the Vihara. Thereafter they
were treated to sumptuous refreshments prepared
by Devians.
Proceedings closed with the screening of a short
film on the story of the establishment of the
Vihara. Transition from its humble beginnings in
1926, in a house at Heathfield Gardens (Chiswick),
to its present larger premises in The Avenue
(Turnham Green) is testimony to the interest that is
being generated in Buddhism.

St Josephs Swimmers create history
with 11 titles

swimmers achieved a rare feat in the
annuls of school swimming when they
created history by emerging
victorious at eleven major swimming
meets during the 2016 calendar year
and the process became the first
school in Sri Lanka to do so. The 120
member strong swimming team
spearheaded by Eshan Sovis it was
like duck taking to waters. They came
out on top in major swimming meets
which saw them bagging titles at the
All Island Schools Games
Championship, Age Group Intermediate
Championship and the 43rd Sri Lanka All Island
Age Group Championship which they won for the
13th successive year to name a few.
Apart from these titles some of their swimmers
had the honour of winning individual titles and
category titles at these major events. The
swimmers achieved this rare feat under the
guidance and perseverance of head coach Ruwan
Manawadu and his two assistants Jeevan
Tharanga and Wenura Sovis with the trios hard
work and discipline instilled coupled by the
dedication of the boys who all underwent three
hour training sessions each day before and after
school.
The captain Eshan Sovis has been their
successful swimmer who is a member of the Sri
Lanka swimming team taking part at the 5th Asian
Beach Games in Danang, Vietnam with their
successful coach Ruwan Manawadu being
accompanying the Sri Lanka contingent as the
head coach and manager. The achievement of the
Josephian swimmers has had the support and
backing from the school administrators from
Rector Rev. Fr. Travis Gabriel, Vice Rector Rev.
Fr. Anton Ranjith, Rev. Fr. Milan Bernard,
Professor of Games and Teacher in Charge Mrs.
Malka Jayasinghe.
