Forest and Biodiversity

Background

General description of forest (from 5Th CBD _ Lavanya)

o Forest types : Inland, PSF, mangrove and plantation forest
o Distribution and biod
Ecosystem services
o Supporting
o Provisioning
o Regulating
o Cultural
o Climate
2.0 V&I
2.1 Inland
a. Lowland Pasoh, Lambir, NFI (already given- graph revision to be
provided by Dr Liz)
b. Montane being prepared and to be provided by JPSM (Mr
Aldrich)
c. Phenology _ FRIM (Lilian write up Dr Yap will email), Nahrim
temperature and rainfall projection on Pasoh, Lambir, Pedu
2.2 PSF
a. Legacy issues
NSPSF, SEPPSF, Sarawak, Sabah . Dr Lizs Write up that is
already incorporated and Sarawak write up to be provided by Abang
Ahmad (thru En Basri)
b. Forest fires. Forest fire data already provided. DR Liz to
provide El Nino years to determine co relationship pattern between forest
fires and El Nino years . Pull out impacts from Loh Pak Sam paper (given
by Dr Yap)
c. Phenology , Nahrim temperature and rainfall projection PSF
(Pahang and North Selangor)
2.3 Mangrove
a. Sea level rise impact NAHRIM SLR impacts 2020-2100 every 20
years to be provided by NAHRIM (Pn Haslinda and En Amri-Nahrim; JPSM
En Wan Hamid/En Razis; Sarawak En Basri, Sabah Pn Rosila
Amthony(Forestry Sabah), Nahrim Sandakan study
b. Salt water intrusion (need for further study , write up by Lavanya
based on cross sectoral analysis)
c. Management (Dr Liz given and JPSM to provide update today with
Dr Liz)
2.4 Plantation Forest
a. Past experience (Robert Ong/ YSabah) Dr Liz to initiate through
email
b. No pest and disease outbreak (presently), fire outbreak?
(Robert Ong)
c. (WWF to ask for contacts in Sabah Parks)

Gaps :
1. Harmonized NFI & Centralized d/b (Dr Liz to provide details)
2. Common reporting format (Dr Liz to provide information)
3. Expand NFI (connected to item 1 and 2)
4. Systematic monitoring (
Phenology, mortality
Species composition
Flood impact on regeneration and seedlings
Salt water intrusion
SLR
Forest fire

Constraints:
1. Federal State forest management system (provide NGO
perspective , Majlis Tanah Negara but decision not legally binding).
States have no money to implement international commitments. NST
Kelantan Floodgate Ilham Jalil (persatuan sukarelawan)
2. Technical capacity (JPSM Harry to coordinate the inout from JPSM,
Sabah Forestry (Pn Rosila), Sarawak Forestry (En Basri)
3. Tools to do impact assessment of CC on forest ecosystem, tools to
assess impact on ecosystem services,
4. Long term finance for monitoring & conservation & impacts studies

Needs :
1. Finance (DR Liz to circulate list to JPSM, Sabah and Sarawak)
2. Capacity
3. NREs coordinating & report roles
4. Study on Impacts of Floods on Forest
5. Reforestations programs and research
6. Forest Health monitoring and assessment and monitoring natural
adaptation, adaptation research and implementation of adaptation
measures.

Adaptation Measures:
1. Reducing degradation thru forest connectivity
Increase resilience of ecosystem > CFS & HOB
2. Fire Management
3. Mangrove Replanting
