decided that the beneficiaries of the schohrships shouid sardf only in fie Romaniah langurye.
The candidates wtto do not know Romanian are ofiered one supplenrentary preparatory ieai o
study the Romanian language. ThE sfirdents rrho dedare Urit'trey fnotir'alriady R6riranian
language have to pErss a language test organized by the competent higher educalion institutions
or to prcsent a certlflcala of llnguMc @rnptency level E}2, acconllng to Ule European reference
frame.

2. Condttlons otfered bythe scholarshlp:

The scfrohrship, inc{uding tre preparatory year where is the case, stnsists ot

o Free.of-charge acoommodation (depending on availability, aecommodation will be offered
free-of-ghelge in studenE hostels, in keeping with the higher education regulalions ard
within the fimits of oto places arraihble for this purpose);
. Flnancial support - a monthly amount refesn0ng:
. the equivalent kr Bomanian curency of 65 EURO per month, for the under.graduate
sfudents.
o the eguivalent in Romanian currency of 75 EURO per month, for post graduate sfudents
(master degrees and specialization).
o the equivalent in Homanian cunency of 85 EURO per month, for post graduate str^denB
(docto/s degree).

These scholarships do not cover international and bcal mnsport. The candidates musl be
preparetl to support personally any other additional expenses.

calendar year.

The enrolment must be done only through the diplomatic missions. ln order to obtain all the
necssary intormation about the scholarships (conditions, nocessaryr documenB, enrolment

5.4. Authorized copies sl the gtudy documents (bamlaureate ard university diplornas if
necessary) and their ati*rorized fanslation in Rbmanian, French and English if necessary.
Note: in case the oardfrlate is stillstndylng in the last year of pre-universrty study, the lile should
oontain a document (ard its authorized translation) confinning the yoar of study and the fact that
the candidate will graduate at the erd ol fie 2016 - 2A17 scfiool year, specifying the date vyfren
the graduafion diploma is issued. ln ese the endidate's application file is accepted, the
aandidale - graduate of high school or equiralent studies - is obliged to send to the dplomatic

The diplomatic missions receMng the application files must:

- check the corectness of filling in the MAE and MENGS forms;

- make sure that the applicant keeps a copy of the signed forms;
set the deadline date for receipt of tre files and send th6 complete application files with alt
the documents slipulated in methodology, acanned, and the originalfile, by diplomatic bag,
so that it reacies the MFA-PCSDD before 20 thrCh i,017:
- to keep the contact pieces ol infurnation of candtlateforfurther communication:
- until 1l Julv 2017 to communicate the acceptance or refusal of candidates;
- until 18 ?uqust 2012 to complete Sre application file, where appropriate, with a highschoot
diploma or equivalent / certificate certifying that the applicant has graduated.

MFA - PCSDD ched<s the application fites and submits the rralid candidatures to the MFA
SElaction Board. The files selec.ied by this Boerd will be ent to the MENCS Selection Bsard.

The members of both committees emluate the application files based on the scientific
qualilications of the candidates and by field of study chosen.

Committees approve, baied on the limited number ol seals, the list o{ successful candidates
and a number of candidates on the reserue list in case if some selected candidates should give
up the sciolarship

8. Comptdsory Steps after Acceptance

MENCS will issue a'Lettor of Acteptance to Study ln Romania'for the successful candidates,
This letter wlll mentlon also the supplementary preparatory year oompulsory for learnlng the
Homanian language (if applicable) and the acadernic institution/ instiilrtions where the courses
willtake place.

ln Romania, the academicyear starts on October 11

The scholarchips are given for students and masters along the academic years, including in winter and
sprlng holidays, but not for the summer period.

For doctors to be, for frequent learning education, the scholarship is offered for the entire period of the
academic year.

For the attention of all scholars of all graduatelpogtgraduate studies:

The students from the preparation year in Romanian language, as well as the ones from university
sndies and rnaster, that did not obtain at the end of the year a nurnber.of ff) tramferable credits, do
not benefklate the rights that derive from their quality as scholars. These rights could be regained ln the
following academlc year, after obtaining the 60 transGrable credits, on the condition that the number of
scholarshipyearswould not exceed the numbers of academicyears.

On the period of scholarship suspension and of the tuition financing the scholars will strrdy by paying
the tax in lnternatbnal currency, ln accordance wlth theprovislcns of'the law quantum:

The obtained scholarship, including the preparatory )rear where is the case, conslsts of:

Financing the tuition expenses: financiqg the accommodation e;Oenss in student dormitories,
vla tfie MENCS budget, in t*re limit of the subrrentions allocated for this (the accommodation will
be provlded in accordance whh available places); a financial help will be provided as it follows:
65 euro per month - tocal'cqrrency eguivalent for BA students; 75 euro per months for master
students, spec{aliratbn, perfection courses, E5 euro per mooth for PhDs.
These scholarshlps do not entirely colrcr the international and internal transportation. ]n this
respct, the candidates should be ready for personal financia! support for additional expenses.

2. The candidates should address themselves directly in order to get all necessary infonnation about the
scholarship and to obtain the complete application fulders:
- Either to the Romanian diplomatic missions accredited in the origin or resident countries or
-To the diplomatic missions of thc origin countries accredited to Bucharest
-The application folden should contain documents translated in English, French or Romanian. ln
case in which he applications contaln documents ln other languages, they must have legalized
translations in English, French or Romanian. Romanian univercities could request that the
registration documents strould be accompanied by authenticated mpies and legalized
translations in Romanian language. lt is mandatorv that the information soecified in the
aoolications should be exaa.
A.1. ln case the candldate iolder is selecled by the Commlssions of MAE and MEN6. MAE
transmits to the solicitor, on the basis of a personal request, the acceptance letter for study in
the Romanian educational rystem.

A2. ln case in which the candidate is in the hst year of preuniversitary or universitary studies,

The candidate will receive the Letter of acreptance to study in Romania as soon as possible from the
diplomatic mission that had submitted dre flle.

After recefuing the Letter of Acceptane, the canddate will ontact the Romanian embasry in his/her

announce that he had accepted the scholarchip and to rcqust the bn8 stay visa.

ln the scme tlmc, thc candfate is obliged to ftll up the dossier untll lately 1S Aqfrat 201'Z with the
documents that were not submitted yet the oopy of the diploma and the legalired diploma after the
graduation diploma of the last studies (high-school, unfuersity) or a certification attesting the fact that
the candidate is e traduate of tfie respectiv eduotion cycle, mentioning alln the date when the
diploma will be released.

person is going to have the graduation exam at the end of the scholarly educational year 2016-
2OL7, by specifying the date when the diploma will be released. ln case ln which his file will be
selected, the candidate is obliged until 18 August 2017 to hand over at the diplomatic mission
that had sent the file a legalized copy of the graduation diploma and the legalized transtation of

ln case the candidate does not mention on the enrolment applicatlon but only an option for his
enrolment to the studies and the request cannot be honoured by the respective univcrsity, MENCS
reserves the right to propose to the candidate another repartition in the same profile. according to the
availability of the univercities in Bomania. When receiving the acceptance letter for studying with th e
new institution , the candldate is free to etther accept or to gve it up, by reorienting himself to continue
his studies in Romania pe cont propriu vctutar - by hls own expense, meaning by paying the tuitaon fees
in fioreign currencies).

The candidate will recetue the Letter of acceptance to study in Romania as s(xln as possible from the
diplomatic mission that had submitted the file.
