During the interworking design, need to consider the following basic principles: ensure seamless mobility and continuous
services, ensure to enjoy the services anytime and anywhere; ensure the best QoS, so that users can always enjoy the best
service; and consider load balance of different networks, to avoid that some networks are congested, but some are idle, which
waste network resources and impact customers perception.
The interworking strategy design between LTE and other systems includes 2 states:under idle state, camping, cell selection
and reselection should be designed; under connected state, for PS services, redirection, CCO and handover should be designed;
for CS services, SRVCC or CS fallback should be designed.

G1800, U900, U2100, L1800, for your reference. In fact, network situation of each customers network is different, the
interworking strategy and solution should be customized based on the actual network conditions and customer strategies.
In the whole world, 2G voice network is a hugh legacy. In the early phase of LTE deployment. The following are the voice
solutions to make a better use of legacy network. With CSFB, Multi-RAT voice terminal will be triggered by voice related
messages through LTE network. As soon as terminal receives it, the UE will fall back to 2G network. There is a whole series
of solutions to optimize CSFB performance. Please refer to Interworking solution document in 3MS for details.
With technology evolving, there will be volte enabled terminals on market. In fact there is already volte cases in the world.
Voice over LTE TDD is just a matter of time.
Well by then, UE can use voice legacy network, in case LTE is not fully covering the requirements.
We know that CS voice is less spectrum efficient compare to PS services. As more and more CS spectrum refarming to PS.
The whole Voice over PS maybe main stream in the future. There is where we use whole VoLTE solution.
Please dont bother yourself with VoLTE, and VoIP definition. There is no standard to restrict their boundaries.
We were thinks another possible solution for LTE and legacy network convergence. In fact, this is widely used in WiMAX or
WiFi enabled cellphones. Which is Dual-Standby. Now is becoming an major option in CMCC.

LTE TDD aim at alleviating 3G load, and to offload most of data traffic.
UE in idle mode prefer to camp on LTE TDD network when coverage.
1.When UE enter LTE TDD coverage or UE in LTE TDD and UMTS overlap coverage, UE prefer to camp on LTE TDD.
2.When UE leave LTE TDD coverage, UE will prefer to reselection to 1.5GHz UMTS network if there is 1.5GHz UMTS
network coverage, or UE will reselection to 2.1GHz UMTS network.
Some operators do need migratory solutions for their launch of handsets and to fill the gap before IMS-based VoLTE is
commercially available (Technology/performance stability, Ecosystem, interconnection/roaming)
Main driver for IMS VoLTE is future proof to simplify network in the long term. Some operators may try to avoid migratory
steps and move directly to the target solution
No urgent requirements to launch handsets
Strong business case with IMS
Worry that once deployed, migratory solutions may be difficult to remove
