3- Sumgayit zone Sumgayit city, Shabran, Guba, Gusar, Khachmaz, Siyazan, Khizi regions.
4- Shamakhi zone Shamakhi city, Agsu, Ismayilli, Gabala, Goychay, Kurdamir regions
