1 Definition of Civil Defense. Key provisions of Civil Defense Law.
Organizational structure, questions, principles and measures of CD.

Civil Defense is a system of measures taken by


government agencies, legal and natural persons for the provision
of safety of population (citizens of the Republic of Azerbaijan,
foreigners and stateless persons residing in the territory of the
Azerbaijan Republic) and the territory (land, water and air space,
industrial and social facilities within the territory of the Republic of
Azerbaijan, as well as environment) in time of peace or war.

Emergencies by scale

Local (partial) - emergencies do not spread beyond the workplace, work area,
apartment.
Facility-scale - accidents are limited within an industrial facility, building or plant.
(typical)

Local - accidents appear only in the territory of a residential area, a city


or agricultural enterprise.
Regional - emergency covers several industrial or agricultural districts,
generally a city or its surroundings.
National - large-scale emergencies cover large territories of the republic,
and are called phenomena not going beyond administrative
boundaries of a state.
Global - emergencies are not limited within the territory of one country and
spread to the territories of neighboring countries.

Main organizational principles in the activity of CDMS:


territorial-production principle
universal readiness principle
functional purpose principle
First medical aid to the injured in emergency focuses shall be rendered by
involving the population based on the principle of self-aid or mutual-aid to one
another, organization of a medical aid posts and teams, provision and training in
the use of means necessary for the first medical assistance.

Duties of Civil Defense Medical Service:


Timely and full medical assistance to the injured, reduction of cases of disability
and death, organization of treatment for the recovery of health and working
capacity.
Prevention of occurrence and spread of infectious diseases, control of food and
water reserves in case exigent circumstances, environmental sampling.

Eliminate or neutralize consequences of application of mass destruction weapons


by the enemy that may affect health of the personnel of non-military civil defense
agencies and facilities.
