1 Introduction

Saudi Aramcos Energy Performance Improvement Policy (POLICY: INT-10) states


the following;

The company is committed to improve energy performance through the efficient


production and use of energy. The company will ensure that systems and processes are
established and maintained to achieve continual energy performance improvement.

Based on the above policy statement each operating and community services
department within Saudi Aramco shall perform the following tasks:
Develop Energy Management Program.
Establish and monitor appropriate energy performance improvement targets.
Ensure that best-in-class energy performance improvement practices are
implemented throughout the life cycle of facilities/buildings.
Promote energy performance improvement practices at work and in personal activities.
Support corporate energy performance improvement related initiatives.

Vital parts of these tasks can be comprehended through energy assessment studies.
Those studies are usually performed to enhance the energy efficiency in Saudi Aramcos
existing facilities/buildings and newly designed ones by means of identifying key energy
saving opportunities. Such studies can be conducted by Saudi Aramcos Subject Matter
Experts or by specialized approved consultants in the field of energy efficiency.

This document includes a list of consultants who are capable of performing energy
assessment studies to support interested Saudi Aramco departments in the consultant
selection process.

1.1 Definitions

Energy Management Program: A departmental program that is tailored


around five (5) essential elements. These elements have been selected based on
their high impact towards maintaining a sustainable Energy Management
Program in each Saudi Aramco department. The elements are as follows;
Establish Departmental Energy Policy.
Compose Energy Team.
Plan Energy Actions.
Implement Energy Actions.
Conduct Management Review.

1.2 Conflicts with Mandatory Standards

No conflict is expected with existing Saudi Aramco mandatory standards. If any


conflict arises, the standard shall take precedence.

1.3 Intended Users

This document is intended for Saudi Aramco engineers who will be conducting
energy studies in their existing facilities/buildings or during project design.
The listed consultants can be invited to bid for any energy related study as per
Saudi Aramco Procurement Manual.

Unless stated otherwise, all Standards, Specifications and Codes referenced in this Best
Practice shall be the latest issued (including revisions, addenda and supplements) and
are considered a part of this Best Practice.

3 Energy Consultants Lists

Energy Systems Division (ESD) in Process and Control Systems Department is the hub
for energy efficiency efforts in Saudi Aramco and is the driving body for the Energy
Management Steering Committees (EMSC) actions. The division is responsible for
different activities related to energy efficiency including but not limited to establishing
and reporting Energy Intensity KPIs, performing/supervising energy assessment studies
and developing SA standards, procedures and best practices.

ESD engineers carried out an extensive review of different available consultants who are
capable of conducting energy assessment studies for both industrial facilities and non-
industrial buildings be it for existing or grass root facilities/buildings. The consultants
were assessed based on pre-defined criteria that included, but was not limited to, the
revision of the consultants portfolio (i.e., projects and clients), technical team resumes
and sample reports. Moreover, face to face meetings with the technical teams were held
before finalizing the lists.

The following consulting engineering firms have been confirmed as technically


qualified to perform energy studies. Nevertheless, ESD will conduct an annual review
for the lists and will add/remove consultants after thorough evaluation.

4 Important Consideration

Two important items need to be considered.


for new projects, consultants participating in the engineering design and/or
construction work on the same project/facility shall be disqualified from bidding or
working on energy assessment study contracts in order to avoid any potential
conflicts of interest. Also, it is imperative that the process Licensor, if any, should
be contractually required to agree that all intellectual property rights to any process
improvements identified by Saudi Aramco funded studies shall belong to Saudi
Aramco, and that the Licensors process performance guarantees shall not be
affected.
it is recommended to involve ESD engineers in any energy related study in order to
provide proponents (i.e., departments) with guidance and support along the study
period in order to gain the most from the study. However, if a department elects not
to include ESD members in the energy study then it is strongly recommended to at
least seek ESD support in three study milestones as shown below.
o Review the scope of work before finalization.
o Attend the kick-off meeting with the consultant.
o Review the draft report before the issuance of the final version.
