GROUND- INVESTIGATION .
INTERPRETIVE REPORT
The site <s on the north coast of Java just east of Jakarta in the
northern part^of the district of Bekasi, approximately 15km east of
Tanjung Priok (Figure 2.1}.
^ There is no clearly defined coastline at the site. Paddy fields give way
to mud flats and shallow man-made tidal lagoons as described In
Section 2.2. The sea bed is formed of mud and has a gentle gradient
of about 1 on 400 over the Zkm closest to the shore;
The original ground surface of the site stands at about 0.8m above
mean sea level (M SU* The borehole data shows a range of levels of
O.Sm to 1.1m above WISL (Table 3.1)-
The layout of the site and the cooling water inlet and outfall are
shown on Drawing no 100001.
The site has been used as paddy fields for growing rice. Near the
sea, tidal lagoons have been formed by low bunds connected to the
sea by sluices which are opened on the rising tide, thereby trapping
fish. Dykes planted wrth Bakau {mangrove) trees extend out to sea.

There are small villages adjacent to the North east and South west
boundaries of the site.

4.0 GEOLOGY # -
The Muara Tawar area has experienced crustal subsidence for the
past 30 million years and is now underlain by three to four kilometres
of largely marine sediments (Hutchinson, 1984).
The precise nature of'the deposits at any one place has been
controlled by the balance between this subsidence and cycles of
change in global sea level which has varied In that time between
about 250m below and 140m above that of today.
Uplift and gentle folding took place about 6 million years ago. Since
\. then continued subsidence has been accompanied by the deposition
of volcanic ashes, which are now found interbedded with the marine
and alluvia* sediments. Geologically, these deposits and the large
changes in sea level resutong-from the glaciations of higher latitudes
over the last million years are of most relevance to the Muara Tawar
project
Mapping of the* sea bed between Java and Malaysia has revealed an
extensive system of former river valleys and depressions mainly filled
with sands but with local layers of peat at depths of up to 60 to
100m below the present day sea level. This "alluvial complex is
overlain by younger marine clays. The most recent episode of low
sea level, to 60-7Qrn below the modern sea surface, has been dated
to around 10,000 years ago. The rise from that lower sea level to
that of the present <iay was achieved in about 5,000 years since
when sea levels have been more or less constant and the north
> shoreline of Java has been advancing seawards, since it has received
a plentiful supply of sediment from the rivers draining the chain of
active volcanoes to the south,
The strata below about 15m depth snow evidence of varying degrees
of overconsolidation attributable to aging, cementation and both
desiccation and effective stress increases at times of falls in sea level.

These three systems meet cn the Banda Sea region, an area of great
structural complexity and high seismicity- A more detailed review of the
seismotectonics of Indonesia is included 'in Eihy (1977).
(a) Near field {between 20km snd 60km away from site) medium
magnitude (up to M =6.9) events*
{b} Far field, large magnitude events either from the Sunda Strait (100km
to 150km away with magnitude M < 7.51 or from major offshore
events {magnitude M < 8.2* distance 300km south west of site).
For a given earthquake the peak value o f the ground motion at the site can
be obtained through attenuation relationships. Most of the existing
attenuation relationships correlate the peak ground acceleration at the sits
with magnitude and epicentral distance.

The seismic forces to be considered in the design shall not be less than the
minimum forces for structures and equipment according to the Indonesian
Regulations for-Oesignmg Building for Earthquake Reistance, dated 1387, for
Seismic Zone 4 wU& an importance factor of 1.5. The acceleration values
included in the Indonesian Regulations are compatible with those calculated
above.

The vane test results in the clays are generally higher than
those of the UU tests. This is likely to be due to sampling
disturbance associated with laboratory tests, especially for
soft soils. Hence* results from the vane tests are considered
.to be more reliable. However, some of the higher results,

The silty clay and clayey silt layers are generally very soft to
soft, yellowish brawn to dark grey and with some fine s^nd.
The sand layers consist of a very loose, greyish brown to
dark 9rey fine sand which is silty in places,

6.3.5 Compressibility
Figures 6.13 and 6.14 show that pc' is generally greater than
U8crvo' suggesting that the soils are overconsolidated to an
overconsolidation ratio, OCB, equal to or greater than 1,6,
This Is confirmed by interpretation of the PCPT results. This
could have been^ caused by desiccation as a result of the
lowering of ground water table in the past. Figures 6.15 and
6.16 show that the fine soils have Cftoc) between 0.015 and
0,04, C({Kl between 0.15 and 0.35 and cYis between 10 and
40ma/yr.
Figures 6.17 to 6.19 show that, for the fine soils, su obtained
from vane tests are generally higher than those from triaxial
tests and SPT. The likely reasons for the differences .are
. already given in Section 6-1.2- Based on the vane test
results, the fine soils are mainly classified as very soft to soft.
The values are generally higher than those for a normally
consolidated clay which Is consistent with the p/ estimations
and is consistent with {SJ inferred from the PCPT results. S u
values inferred from PCPTs are shown in Figure 6.21.
.4 U p pe r Clay
6.4.1 Description
The Upper Clay is a very soft, light grey to dark brown silty
clay with occasional traces of sand and shells.

The pH tests show that the soils and groundwater are near neutral
with most valves between 6 and 9- The values for soils range from
3.1 to 9.1 apart from one result at 7,3 whereas values for
groundwater lie wfthin the lower range of 6.5 to 7.9.
The implications of these results for the design of buried concrete are
discussed in Section 10.13.

7.0 RRQUWDWATHR
To the east of the site, wells bored into the deeper sands show artesian
flaws but farther west intensive exploitation of the confined aquifers has
reduced groundwater heads and induced iandward flows of brackish and salt
water. Wells for fresh water now need to be over 150m deep and the
expected static head Is more than 10m below sea level.
This general pattern has been confirmed by two 270m deep wells sunk by
Sofoco for PLN. liie first, located near the eastern boundary at about 40ON
(site grid). Is artesian and slightly brackish. The second, located near~ihe
proposed site entrance, Is not artesian and not brackish.
Water well boreholes in the Jakarta area {Directorate of Environmental
Geology, 1986}, many of which reach depths of between 200 and 300m,
reveal the following general sequence of recent strata:
