The promotion of national integrity is an integral process in successfully implementing public sector

reforms, especially those targeted at minimizing corruption. Efforts to promote sustainable and equitable
development are undermined if levels of integrity are not enhanced and corruption reduced. While each
country and region is unique in its history and culture, political system, and stage of economic and social
development, similarities in national integrity systems exist and lessons learned are often transferable.
Furthermore, the promotion of a national integrity system and the fight against corruption must be as
politically inclusive and citizen-friendly as circumstances allow.

Rational-choice corruptors are citizens who, under very particular circumstances, deem it perfectly
justified to bribe government employees in order to expedite their transactions with the state.

In Mahabharat the Guru of Kaurav/Pandava mentioned for his inability to give


preference to his Values over his predicament.

The public fury comes up at periodical intervals like the Anna Movement in recent past but created
another breed of politicians, leaving the public-at-large gasping with frustration.

Like Religion or Faith of a person or group, Non corruption is an internal Value cherished by a person and
that is more restraint to a person. However the internal voice gets choked up by the Opportunity for a
person to indulge in Corrupt practices and its main reason is the pressure that comes from relatives/
followers to give concession to their contact by the Person in Power. If the Person in Power refuses to
budge he/she gets int0 bad books of his near & dear so his /her easy option is to allow his /her
position,most of time discreetly but he/she is successful till nabbed by the Law of the Land like Lalu
Prasad, Kalmadi OR Bhujbal, to name a few.

Have you ever realized, that in last 70 years, never even once, Judicial or police
reforms were agenda in General elections?
Why?
Because these things dont get votes !

Lets take an example:-

Alcohol is so entrenched in the Western culture and so easy to manufacture that the laws were
openly flouted. Crimes, gangs, mafias and corruption ruled in cities like Chicago due to that.
India has many such rules that is similar. Alchohol is bad, but cannot be banned. Same for
cigarattes, drugs, prostituition, transfats etc. If you cannot enforce a rule very well, don't have it
in the rule book. By having these weak rules, you weaken the fear & respect for law. You then
create these dirty surfaces over which germs then fester. Throw these unused furniture out of
the window.
