EDTECH554 - Technology Planning Guideline / Rubric

GOAL: Schools within St. Vrain Valley School District (SVVSD), in conjunction with technology
leadership, teachers, coaches and our vendor/partners, will develop a comprehensive
technology growth strategy based on and supported by the creation of a district-wide technology
improvement rubric

OUTCOMES: Schools meeting this goal will demonstrate the following:

Technology initiatives that help the district meet its technology improvement goals.
An approved site-based plan that makes SVVSD and its schools eligible for state and
federal technology funds. Example 1, Example 2
Differentiation among instructional and administrative applications within the plan.
Regular reviews and updates regarding status of plan based on rubric
Reporting of status to district with feedback and comments on improvement and
changes in rubric and status
Engagement in technology planning that focuses on the integration of information
technology in teaching and learning.
Input and contribution from committed stakeholders in the development of the plan. The
minimum requirement for your development team must include:
Principal
One (1) teacher from each grade level and area of focus
Infrastructure representative (IT manager or designee)
One (1) representative from each area (one person cannot reflect more than one
position):
Sports
Counseling
Medical/Nurse
Areas in your school not covered by this list
Two (2) parents of currently enrolled students
Continuous assessment and yearly review of the plan.
Updated reviews to be submitted quarterly to district representatives for review
and feedback

TECHNOLOGY PLAN EMPHASIS:


Emphasis 1: The district plan examines the goals set forth in the individual comprehensive
improvement plan and identify ways in which technology can be utilized to achieve the goals set
forth in these plans. Technology is one intervention utilized to help meet the goals defined by
the technology improvement plan. Other interventions would include
curriculum alignment,
parental engagement,
professional development,
evaluation,

equity,
and collaboration.
Emphasis 2: Local plans must address the state technology standards for teachers, students,
and administrators as well as technology-specific courses. Participating schools must address
which technology courses will be required and how SVVSD will assess the students proficiency
in technology and roll the top courses out across the district for consistency among schools.
Emphasis 3: Professional development is a critical part of the district technology plan.
Professional development should be a coordinated set of planned, research-based best
practices, learning activities for teachers and administrators, which are standards-based and
continuous. The professional development plan should help in developing and sustaining the
technology skills of educators, which will enhance teaching, learning, management, and
leadership in the education community.
Emphasis 4: Teaching and learning must be supported by management tools that are
appropriate, efficient, and cost effective for the district.
Emphasis 5: In order for instructional staff and support services to successfully utilize
technology, the district must have access to competent and timely technical support. The district
plan must include a strategy for the installation, replacement, and maintenance of hardware,
software, and networking.
Emphasis 6: Updates to existing plans must be completed and submitted yearly.

TECHNOLOGY PLAN COMPONENTS: The district technology rubric supports an integrated


K-12 technology program includes the following components:

Educator Outcomes
Student/Learner Outcomes
Professional Development
Administration requirements
Community Access

Goal 1: Each school will develop a comprehensive technology plan that supports the
Technology improvement plan
Goal 2: Learning technologies will be widely and equitably used in every school building to
support the engagement of students, teachers, administrators, parents, and the community in
helping all students to achieve high education standards.
Goal 3: Educational technology applications will promote students engagement and will improve
student achievement by enabling students to access and analyze information, solve problems,

collaborate with others, and communicate their thoughts and ideas. Effective use of learning
technologies will allow students to become self-directed, self-motivated, and lifelong learners.

Critical Issues:
Increase the number of individual schools applying for the E-Rate program.
Provide guidance in creating and updating technology plans.
Support technology by providing quality technicians at the school and district level.
Engagement with technology at all levels

Rubric:
The rubric below is based on the technology implementation rubric model created by our
consulting partner Kellogg & Sovereign, LLC. (http://www.kelloggllc.com/)
The rubric is used to help identify areas of improvement and allows for customizing of
plans while still ensuring they meet district specific criteria

Timing:
The rubric and associated comments will be reviewed and collected beginning April 1,
2017 and concluding on May 20, 2018. The results, status and comments will be used
to finalize the implementation plan used beginning the 2018-19 school year .
