partnership for inmates
welfare development
INTRODUCTION
In the beginning of 2011, talks on a collaborative project with another community rose
up. With the success of the community projects conducted in the adopted barangays of
the University in various areas in Bataan, the Office of Extension Services and the
College of Industrial Technology decided to conquer a unique community to be adopted
as a recipient of numerous development programs offered by the University. Hence, the
inmates of the Bureau of Jail Management and Penology Bataan District Jail was
chosen as the recipient of various extension programs.

After more than two years, the BPSU-BJMP partnership proved to be one successful
inter-agency collaboration, with the ultimate aim of bringing hope to the detainees of the
district jail, and thereby igniting a change of perspective in their lives. When one goes
inside the jail, people easily judge inmates as hopeless, outcast individuals. BPSU and
BJMP saw potentials and a chance for a better future for them. Seeing the inmates
positng a 100% passing rate in TESDA technical exams, which are very strict and
rigorous, is an evidence of making an impact to the lives of the recipients. Truly, hope
never stops inside bars. The BPSU and BJMP has given hope. And this hope leads to a
life of change.

For almost two years now, the partnership of
the University and the BJMP has gone from
food processing, to emergency response, to
table skirting, flower arrangement and
waitering. The collaborative efforts of the two
agencies has made an impact on the lives of
the inmates. The following presents the
various projects that were accomplished during
the past two years of our one shared
commitment: TO BRING HOPE AND CHANGE
LIVES FOREVER.
PROJECTS THAT
MAKE AN IMPACT
Extension projects can never be considered
successful without an evident impact that is
created among the recipients. In the
experience of the BPSU Extension Services
over the years, the BJMP inmates are even
more receptive than expected. Their
impressive performance on the skills test as
certified by TESDA are concrete evidences of
how the projects are creating an impact to the
lives of the people. More than the certificates,
the elevation of self-confidence and belief in
oneself were developed among those who
participated. Indeed, it is not the project itself
but the impact it has created in the hearts and
mind of the people.

participants posted a 100% passing rate in the TESDA-administered exam.
The collaborative project between the Bataan Peninsula State University and the
Bureau of jail Management and Penology (BJMP) Bataan conducted a Closing and
Graduation Program for the thirty-one (31) recipients of the "Food and Beverage Training
Program for BJMP Inmates" last August 20, 2012, 10:00am-12:00nn at the BJMP
compound.
The said training aimed to train the participants on food and beverage service
that includes waitering, room service, flower arrangement, and table setting and skirting.
On August 3, 2012, TESDA officials tested the skills of the inmates and posted a 100%
passing rate (31 individuals), surpassing the 96% passing rate posted by the Batch 1 of
trainees. Each of the participants were given a National Certificate II (NC II) issued by
TESDA. The said program commenced last May 22, 2012.
According to Mrs. Bernadeth Gabor, the active and dedicated participation of the
inmates have led to the 100% passing rate of the inmates in the highly strict testing
procedures of the Technical Education and Skills Development Authority. The TESDA
officials commended the performance of the inmates, to whom TESDA officials referred
to as inspiring individuals.
During the closing program, the inmates said that they are very blessed to have
BPSU trainings that are given to them. He also added that the certification is their
valuable tool for employment once they get the chance to leave the detention facility.
During the highly sentimental activity, the graduates and the BJMP personnel led
by Jail Superintendent Rufino M. Santiago, Jr. and SJO3 Romer T. Bueno, sent their
gratitude for the university efforts to help them in providing reformative activities for the
inmates. Mrs. Bernadeth Gabor, the lead trainer for the project were serenaded by the
inmates with inspiring songs, while they walked towards Mrs. Gabor one by one, offering
her flowers.
Mrs. Gabor said that she was inspired more by the act of gratitude shown by the
inmates and promised then to come back again for more projects. Mrs. Gabor was with
her fellow faculty members Ms. Ann Regina Galicia, Leslie Ann Jorge and Ms. Juliet
Blanas. Mr. Nomer Varua served as the master of ceremony and Mr. Jayson Ballon as
the photographer. University officials were not able to attend the program because of an
emergency meeting called by the administration on the same day.

is eyeing for more
livelihood programs for
BJMP, following the
successes of the
Baking Training
Program, Rescue Units
establishment, and the said Food and Beverage Trainings.
The OES responded through the conduct of series of planning and meetings with
SJO3 Ressie R. Dante and Inspector Regacho, the designated BJMP personnel who are
assigned to coordinate the projects with the university. After the final planning last March
2011, the OES and the BJMP Bataan proceeded with the execution of initial extension
programs for all inmates of the said jail.
As a starter, the university has sent its top faculty extensionist Mrs. Bernadeth Gabor
to deliver technical and livelihood trainings about bread making and baking, which had
included basic training on costing, packaging and marketing of products. This integrated
approach is in line with the holistic approach that is encouraged for all extensionists to
practice; this integrated approach provides holistic development among participants. The
continuations of the series of trainings were conducted last April 1 and 15, and May 14,
16, 18, 19, 20 and 21, 2011. The following were the topics discussed in the said dates:
April 1: Monay
April 15: Boat Tart
May 14: Chiffon Cake
May 21: Icing
May 16: Orientation / Lecture
May 18: Macaroons
May 19: Boat Tarts
May 20: Puto Cake
The first four sessions (April 1, 15, May 14 and 21) were conducted at the Male
dormitory facility while the same series of trainings were conducted at the female
dormitory facility last May 16, 18, 19, and 20, 2011.
This activity is funded by the Bataan Bureau of Jail Management and Penology. The
technical expertise is the counterpart of the university.

mga kandidato, pagsasanay sa rampa, paglapat ng musika, video presentations at stage
designs.
Naimbitihan din ang mga varsity players sa basketball at volleyball ng BPSU
upang makatunggali ang voleyball at bastketball teams ng BDJ inmates na naganap
noong Oktubre 26 ng umaga.
Noong gabi ng Oktubre 26 ay idinaos ang Bongga ka Nay na kung saan ang
mga kalahok ay pawang mga ina na nasa female dormitory ng BJMP.
Ang isang linggong kasiyahan ay nagtapos sa isang selebrasyon sa huling gabi
ng programa na kung saana ng lahat ng mga nanalo ay binigyan ng pagkilala. Ang
naturang gabi rin ang nagsilbing gabi ng pag-sasama-sama ng pamunuan, mga imates,
mga bisita, kaibigan at kamag-anak.
Lubos ang pasasalamat ni Senior Jail Officer Resse Dante, ang punong abala ng
programa, sa lahat ng tumulong upang maisakatuparan ng matagumpay ang mga
programa.
Also the team donated sports equipment such as games of the general, chess boards,
scrabble, basketball, volleyball, stopwatch and wall clock that will surely enhance the
talents of the participants. The equipment were received by their jail district warden.
In addition, the members of the team conduct practical and theoretical examination on
May 27 to assess the knowledge that was imparted to the participants. After facilitating
the examination, they give the participants a free meal sponsored by Mrs. Noralyn H.
Austria.
Skills practice includes shuttle dribbling practice, one line shooting practice, catcher ball,
boundary ball and catch ball.
To evaluate the knowledge provided by the tram, they have conducted a theoretical
examination for better acquisition of information for the benefactors of the program.
For further evaluation of the effectively of the program, the tram conducted a mini-
tournament among the members of the program. This becomes the highlight of the
program because everybody was given a chance to play the role of officials and coach in
volleyball and basketball.
This becomes the memorable date to all the participants because this is the day that
they will receive their certificates of attendance and attestation as evidence that they
finished the course. It was facilitated by Dr. Elizabeth A. Joson who gave her
inspirational message to the participants. Furthermore, the participants show their
different talent during the graduation ceremony. The highlight of the activity was the
arrival of the University President Dr. Delfin O. Magpantay, he witnessed the participants
in singing the University March. He also gives very inspirational words of encouragement
that really uplift the moral of the benefactors.

INTRODUCTION
Extension projects must create an impact to the community. The ultimate goal of
community development programs is to brought about change in the lives of people and
partnership between the University and the BJMP has definitely made an impact in the

The following graph shows the number of clients served in the Bread and Baking
Training and the Food and beverage Training. The number of inmates served reflects
only the first batches of participants. The second batch of trainings are currently being
conducted.

Based on the above table, there were 18 male and 28 female trainees for the
baking and bread baking training. On the other hand, there were 36 male trainees and
40 female trainees for Food and Beverage training (Waitering). This means that most of
the trainees are females. However, in the current Batch 2 training, more males are being

As shown in the graph, 100% of the male inmates posted an impressive 100%
passing rate in the Food and Beverages Services NC II Certification. On the other hand,
the female inmates posted also a very good passing rate of 96% in the same TESDA
Exams. The TESDA authorities who administered the exams said that they were
impressed by the performances of the BDJ inmates. This means that the training

distributed at the last day of the weeklong training. The results of the evaluation serve as
an indicator and a benchmark of success for the conduct of similar extension activity in
the future.
The course contents were rated Excellent. The importance of the topics were
generally rated with a perfect 5 (Excellent). On its comprehensiveness, it was rated with
an almost perfect score 4.93 (Excellent). With regards to the practicality of the course
contents, it was rated a high 4.97 (Excellent). The results show that the contents are
highly received by the participants and that it was considered to be highly valuable on

With regards to trainers and facilitators, the entire activity was rated consistently
Excellent. The strategies of teaching was rated 4.9, the knowledge of the
speakers/trainers are rated 4.97 and classroom management with the same 4.97 rating.
This implies the effectiveness of the transmission of knowledge and skills among the
participants.

the first time by the BPSU and BJMP is highly successful as reflected in the results of
the Evaluation Questionnaires given to the participants. The consistent Excellent ratings
are implications of the success of the weeklong trainings. With the highly receptive
participants, it is anticipated that the participants will be able to apply their skills in the
future.
Benchmarks of impact
What are the bases of a project making an impact? In the past two years of the
partnership of BPSU and BJMP, impacts that are evident as an offshoot of the projects
are as follows:
1. Both BJMP Male and female Dormitories established their own bakery. It was
began on March 2011 and still operational until today. The business was
financed by the former Warden Renato Gacutan from his personal funds. The
BJMP inmates who were trained served as the employees of the bakery;
thus, they are given salaries for working in the bakery. The salary they gained
from the said business are then being send to their family outside. The
change created in them did not only happen inside the jail, but also, the
moment, the business is still getting stronger and gaining clients even outside

deep change and impact in the hearts of the inmates. Many have testified

Mrs. Grace Corazon Castillo, TESDA Provincial Director was emotional in her message
of congratulations to the FBS trainees. He told BJMP inmates that they were blessed to
have experienced the trainings for free delivered by BPSU. She also added that she was
very proud of their impressive 100% performance in the TESDA NC II Certification.
