1. DEFINITION
Joint Management Pilotage Board or The Board for the Strait of Malacca and Singapore is a
board that formed by the three littoral states to manage the implementation of Voluntary
Pilotage Services in the Strait of Malacca and Singapore, and consist of operator designated
by each littoral states.
2. MANAGEMENT
The Board is chaired by the chairman, vice chairman, secretary and treasury, which was
appointed periodically by the Tripartite Technical Expert Group Meeting based on the
nomination by each littoral state.
3. DUTIES AND RESPONSIBILITIES
3.1 Joint management Pilotage board for the Strait of Malacca and Singapore should be
responsible to the three littoral states and should submit a monthly pilotage report
to the three littorals state and a yearly pilotage report to the Tripartite Technical
Expert Group Meeting;
3.2 To establish a rules and regulation/rules of procedure;
3.3 To provide pilots, supporting personals and pilotage aids that comply to the
requirements which approved by the Tripartite Technical Expert Group Meeting;
3.4 To establish a standard operation procedure which in accordance with the
STANDAR GUIDELINES FOR VOLUNTARY PILOTAGE SERVICES IN THE STRAITS OF
MALACCA AND SINGAPORE or other related international regulations;
3.5 To execute a Voluntary Pilotage Services in the Strait of Malacca and Singapore in
accordance with the standard operation procedure;
3.6 To propose a Voluntary Pilotage Services Tariff to the Tripartite Technical Expert
Group Meeting;
3.7 To collect the Voluntary Pilotage Services charges;
3.8 To prepare the financial report to The Tripartite Technical Expert Group Meeting
Voluntary Pilotage Services;
3.9 To provide a safety and law protections for the pilots during the pilotage service;
5. PROFIT SHARING
The profit of pilotage charges should be share fairly and proportionally to each operator
which was designated to operate the Voluntary Pilotage for the Strait of Malacca and
Singapore by each littoral states based on the Joint Management Pilotage Board agreement;
6. PILOTAGE SUPERINTENDENT
The implementation of Voluntary Pilotage services for the Strait of Malacca and Singapore
should be supervised by each littoral states authority:
6.1 Indonesia : Directorate General of Sea Transportation, Indonesia;
6.2 Malaysia : Marine Department, Malaysia;
6.3 Singapore : Maritime Port Authority, Singapore.
7. FINANCIAL AUDIT
7.1 Financial audit should be done by an independent auditor which is appointed by
The Board;

7.2 Financial audit should be done annually and to be reported at the next Tripartite
Technical Expert Group Meeting.
8. SECRETARIAT
The secretariat office should be determined by the Tripartite Technical Expert Group
Meeting
9. CURRENCY
The currency used should be in US Dollar
10. BANK ACCOUNT
The bank account should be in US Dollar at the bank agreed by the Board
11. SALARY
The standard of salary and welfare of the pilot and supporting personil should be
determined by the Board in accordance to the living the standard and pilot salary/welfare
standard in the three littoral states.
12. SCOPE OF WORK
The Voluntary Pilotage Services along the Straits of Malacca and Singapores Traffic
Separation Scheme should only be done by certified pilots of each littoral states authority
and be implemented by the Board
13. PENALTY
Penalty for the misconduct of the pilots should be given by each littoral states authority to
the pilot, and each, littoral state will publish the list of misconduct pilots periodically.
