The performance goal for Code-3 (life threatening emergency-lights & siren) ambulance calls with a
response time of 5 minutes or less from dispatch to arrival is 95%. For the month of February 2017 the
ambulance was able to meet the performance measure at 97% with (1) Code-3 call over 5 minutes.

response times for both Fire and Ambulance calls were rounded to the nearest minute starting on February 6,
2017. The County has been working to remedy the problem.
BEACH FIRES
There were 2 illegal beach fires and 0 legal propane fire reported during the month of February. The fire pits
were removed from the beach in early November 2016.

During the month of February, much of the forestry and public works staff were again very involved in
addressing the need for storm damage repairs and cleanup throughout the City following several significant
wind and rain events this month. The on-call tree service contractors continued to be very responsive and
effective in attending to the Citys needs for emergency tree work with crews again working on the weekends,
holidays and weekdays to respond to significant incidents ranging from fallen trees to broken hanging limbs.
Fourteen public Monterey pine trees had to be removed as a result of the February storm events. There were a
few incidents of damage to private property from tree and limb failures but no personal injuries occurred. The
storm removals have added new stumps to the stump removal list which will be assigned to our tree
contractors in March.
Late in the month, staff found time to plant 11 new trees to replace several of the storm related tree removals.
Several trees failed in Mission Trail Nature Preserve causing damage to some of the utility lines crossing
through the Preserve and minor damage to one of the small bridges. Contractors and staff cleared much of the
down material and opened up the trail access but complete cleanup will have to wait until the service trails are
dry enough to support the equipment needed to bring out the larger size downed material.
In the North Dunes habitat restoration area, the contract biologist, Joey Canepa, continued with ice plant
removal and planting new native plants on her own, with volunteers, and the assistance from another Saturday
MeEarth work group. Also in the North Dunes, one of the City on-call tree contractors began the process of
removing additional dead trees and acacia thickets under the direction of Ms. Canepa. The acacia removals
and debris removal will continue into March and April.
Coastal Gardener Mike Tope removed several areas of dead Myoporum and other vegetation along the Scenic
Road pathway which has opened up the view lines and set the stage for some new landscape plantings in the
future.
Beautification Funds
To date, funds from the Beautification Fund are being used for installation of new rod and cable fencing along
the Scenic Pathway, short-term repairs to the Scenic Pathway landscape barriers, revitalization of the Ocean
Avenue medians landscaping, contracts for removal of dead trees, stump grinding, supplemental tree watering,
and landscape design contracts with Scott Hall for the Scenic Rd. pathway and Joni Janeckis work at San
Antonio and Fourth.
