proceedings related to the so-called Operation Car Wash.

In a nutshell, in the evolution of the inquiries, evidence was obtained, on judicial cognizance, of
a large criminal scheme of cartel, fraud, corruption and money laundering within the company
Petrleo Brasileiro S/A Petrobras, whose majority and controlling shareholder is the Federal
Government.

The practice, so common and systematic, was described by some of those involved as
constituting the "game rule."

Among those receiving kickbacks were leaders from the Supply Directorate, the Engineering
and Services Directorate and the International Directorate, especially Paulo Roberto Costa,
Renato de Souza Duque, Pedro Jos Barusco Filho, Nestor Cuat Cerver and Jorge Luiz
Zelada.

Evidence, however, emerged revealing that the case transcends corruption - and the resulting
laundering - of Petrobras agents, serving the criminal scheme to also corrupt politicians and
fund, with money from crime, political parties.

It was up to the agents and political parties to support the appointment and continuity in
positions at Petrobras of these Directors. Therefore, they received regular remuneration.

Among the contractors, the Directors of Petrobras and political agents, third parties, called
operators, acted in charge of the transfer of undue advantages and of money laundering.
