2.1 General/General
The main functions, roles and responsibilities of each of the levels of management of the
WHSMS are presented below. These roles and responsibilities are in accordance with AS 4801
and a complete description of all roles is provided in Section 2.

Staff with supervisory or management responsibilities are held accountable for the
management of WHS in areas under their control;
A risk based approach is adopted for the management of WHS;
Adequate budgetary provision is made for WHS programs and initiatives.
The main role of a SO is to act as a focal point for all WHS matters arising in any area of the
company. A separate SO is appointed for each office.

Conduct safety inductions for all new staff and contractors and maintain records of
these;
Ensure all staff and contractors are aware of evacuation procedures and conduct trial

Providing advice, information, instruction and training on local WHS issues;
Formulating and implementing WHS policies and procedures;
Assisting with risk management of hazards and risks in the area;
Investigating and reporting of all incidents, injuries and hazards;
liaising with WHS representatives;
reviewing and analysing injury and incident reports and data;
The Emergency wardens act as the overall controllers for a building in an emergency
situation.
The SO for each office takes on the role of Emergency Warden. In the absence of the SO the
RM shall carry out the role of Emergency Warden.

The employee must take reasonable care for their own health and safety and for the
health and safety of other persons around them.

The employee must comply with any direction given to them by an employer or
responsible officer with respect to any matter relating to health and safety.
An employee, as far as is reasonably practicable, must identify all hazards which may
arise. They must assess the risk associated with those hazards and implement
appropriate measures to control the risk.
The employee can work at a site only if they are in a fit condition to carry out that
work without affecting the safety and health of others.
The employee is not to do anything wilfully or recklessly that might affect the safety
and health of others.

3.1 General/General
The management of risk is most important in maintaining a safe work place and all staff at
ATCW is committed to it.

In order to reduce or eliminate risk taking, it is important to understand why people might
take risks or use unsafe practices. Only when the reasons why people carry out unsafe acts
are understood, can risk management procedures be used to attempt to eliminate or reduce
the risks.

However, there will be times when specific training and risk management procedures will not
cover the situation you are challenged with. In these situations it is the attitude to safety
that is promoted by all people at the company that will keep you safe.
There are a number of reasons why people may do things that are unsafe, including:-

2. Accountability
As a member of ATCW you are expected to know the hazards of the tasks and you are
accountable for following well established safe work procedures. You are accountable

The success of our safety system relies on the collective efforts and dedication of each
person to the system. As a member of ATCW you shall maintain the dedication.

In all design work and field work the first considerations for management of risk should be the
hierarchy of control methods:

Elimination - Regulations supporting the WHS Act require the elimination of risks as
the first step in risk control.

The hierarchy of control methods of risk management applies to both the physical carrying
out of tasks at a work site and to the preparation of design drawings and the like in an office.
In regard to the preparation of designs in the office, including concept layouts and discussions
with clients, it is important that Safety in Design is actively considered and discussed with
clients.
It is often in the design stages of a project that considerable advances in operator safety or
safer maintenance can be achieved by due consideration by a designer. However, often
considerable changes are required to a design to minimize operator safety which can result in
a more expensive design for the client. It is important that records are kept of conversations

The assessment of risks associated with hazards shall be carried out using a Job Safety
Analysis (JSA) or similar Risk Assessment process, using CP- WHS-21 Safe Operation Procedure.

The development of JSAs and SOPs should be carried out in accordance with CP-WHS-21
Safe Operation Procedure. The following steps should be followed to ensure a sound SOP or
JSA is developed:
Record the sequence of basic job steps: Assemble those involved in the activity and
then write down the steps that make up the task/activity. The development should be
in consultation with employees or their representatives.

decrease the risk, these should be implemented;

Standard Operating Procedures (SOPs) are those procedures that have been carried out by
personnel at the company for many years and a tried and proven safe method of work has

standing JSA for that task.
The more critical Safe Work Procedures are presented in this manual.
There is a Job Safety Analysis (JSAs) for many common tasks carried out by the company and
these are saved in Section 3 WHS Working Files Appendix C. These are available to you to
use for any Safety Management Plan you are preparing for a project. However, it is important
that each JSA used in a Safety Management Plan is carefully and fully reviewed to confirm
that it is tailored to identify the potential safety issues for the particular project.

also been developed. These plans are prepared as a small report and collate the required
SOPs and JSAs. They also include information on:-

The use of Site Safety and Environment Management Plans are encouraged as the most
efficient means of preparing a safety and environmental management plan for a project.
While many of the tasks that are carried out are routine and are covered by our SOPs and
JSAs, condition changes still need to be considered and assessed and the ATCW Take 5
Personal Safety Checklist shall be routinely used to assess and record this.

If after completing the Take 5 Personal Safety Checklist Record it is realized that our
standard procedures and existing JSAs cannot be apply at the site without further
consideration of the risks, the person has two choices.
a) If the change to the current process or procedure is minor and manageable at the site,
the task may proceed with the additional controls recorded.
b) If a hazard has been identified that cannot be readily managed by the person on site,
the work shall be suspended and the Supervisor shall be contacted for:
additional controls at the site and the task may proceed with restrictions, or
the preparation of a new JSA for the site, after which the task may proceed
with restrictions.
Copies of the Take 5 Personal Safety Checklist booklet are available from your local SO or
the WHSM.
