The District
Dorchester County Public Schools is located in Dorchester County, the largest county on
the Eastern Shore of Maryland. There are approximately 5000 students in the Dorchester County
School District. Dorchester County covers 593 square miles of land and 108 miles of water.
There are 12 schools in this rural county are made up of 2 high schools, 2 middle schools, a
shared Technology Center, 6 elementary schools and 1 school that goes from Prekindergarten
through 8th grade. Student demographics collected from the 2015 Maryland Report Card show
that Dorchester County has 46% White students, 40% African American students, 7 % Hispanic
students, 6% Mutli-Raced students and 1% Asian students. The following information is divided
by elementary, middle and high school levels. 73% of elementary students, 66.9% of middle
school students and 55.8% of high school students receive Free and Reduced Meals. 5% of each
of those levels are working on a 504 plan or are Limited English Proficient. There are 9.3%
elementary students receiving special education services, 11.2 middle school students receiving
special education services and 9.1 high school students receiving special education services.
73.6% of the students are in a Title I school.
Dorchester County technology includes over 3600 desktop and mobile devices. Most
computers are Windows based. Software is managed from their Microsoft Student Licensing
Agreement. DCPS also uses iPad and Chromebook devices for students and staff. These are
mobile carts that are located in each school. Each school has WiFi for all teacher and student
computers. There are filters on the network that keep students and staff safe from inappropriate
content when using the internet. If teachers find a website blocked by the filter, they may request
it to be unblocked. Their request may be granted or denied by the technology department at the
board. Teachers and students have access to computer labs and mobile carts in each school with
programs such as Typing.com and First in Math already installed. Not all teachers utilize these
programs.
Technology Problems
Dorchester County Schools has developed a new technology plan that is currently in draft
form. This document states, Technology should be a seamless component in the
implementation of our districts approved curricula in all content areas when appropriate (DCPS

Technology Plan, 2016). This statement sounds good, but the district does not have the
technology or knowledge of technology to follow through at this point. The plan that is still
being developed also calls for Each grade level/department shall incorporate plans for the
ongoing integration of technology in their teaching/learning (DCPS Technology Plan,2016).
From talking teachers in my district, there are some with a great deal of knowledge on how to
integrate technology into their classroom, but there are others who barely know how to read their
email, let alone use technology with their students. Survey results showed that 77% of teachers
feel that using technology in their classroom is very important, while about 35% of teachers are
somewhat or not at all comfortable using technology in their classroom and about 64% of
teachers admitted to needing help to know which apps and programs to use. This reveals that
teachers know that technology use is important, but they need help knowing how and what they
should be doing with technology in their classroom. The time to teach these skills to all teachers
could be another problem. Almost 40% of teachers surveyed wanted to learn on a one-on-one
basis that included time to practice the skills.
Technology Needs
The staff of Dorchester County feel strongly that technology is very important to the
classroom (See graph below). Among the staff at DCPS, there is a wide range of background
knowledge about using technology. In addition to needing to know what apps, sites or programs
that they should be using in their classroom, some teachers need training on basic computer
systems and devices that are currently in their classroom.

After asking teachers in the district about what they want to know more about, there is a
need to know how to use or use more effectively, Office 365. Our county migrated to during the
past school year. There are many features that Office 365 offers that staff could use in their
planning. There are also features that our teachers could use with students that could encourage
collaborative work, but they need to know how to use these features before they can use them
with students.
This year our county also has a partnership with Discovery Education. It was discovered
in the survey that our teachers would like to know more about this tool. How to access the
lesson plans, how to assign assignments and how to find relevant material were a few of the
topics teachers would like more training on. The district has a Digital Leader Corp of teachers
that were selected to attend trainings from Discovery Education. Then they take what they have
learned back to the schools to train the staff on how to use the features in Discovery Education.
After one year, there is a need for these leaders to include all staff members which did not
happen this past year. When these teachers provided training during professional development
days, some teachers were pulled into other meetings such as the music, art, physical education
and media teachers. There are also classroom teachers that would like more small group
information on using this program in their classroom.

After being trained on each of these topics, learners will need time to practice and
collaborate with each other on what will work for their classroom or their content area.
Audience
The audience for this technology training plan is all staff in Dorchester County. There are
approximately 377 teachers, administrators, instructional coaches and instructional assistants that
work with the children in Dorchester County. Of the teaching staff, 43% of them have their
Standard Professional Teaching Certificate, 53% have their Advanced Professional Teaching
Certificate and 2 % have been issued Conditional Teaching Certificates as per the chart from the
Maryland School Report Card.

Since all teachers, administrators, coaches and instructional assistants work directly with our
students, they will need to have the same training in the technologies that are available in our
county. There is a wide range of technology experience among the staff of each school.
Therefore, not all professional development training will need to take place all together.
Each school has one or two classroom teachers that applied and were chosen to be part of
a Digital Learning Corp of teachers that will work with Discovery Education representatives to
become experts on using Discovery Education in our classrooms to enhance our lessons. These
representatives will serve as trainers in each school for the topics in the training program as well
as the Instructional Leader assigned to each school, which will be an employee from the IT
department or an identified leader in using technology in their classroom. Topics will be
discussed in the schools with these technology leaders being able to facilitate the sessions. There
will be training for individuals that are new to technology, individuals that are at an intermediate
level and for those individuals that are comfortable with using technology in their classroom.
During the summer a survey will be sent to all staff in the district asking questions about Office
365, Discovery Education and the devices that may exist in their classroom to see where
individuals skill levels range. Once skill levels are determined, groups within each school can
be established. Even though there is a wide range of number of years that teachers and assistants
have been working in the school system, the range of experience using technology does not
follow the same pattern. There are young teachers who are unfamiliar with how to use a device

in their classroom and there are people that have been teaching for over twenty years that have
kept up with technology as it has been introduced into our school system.
Goals/Objectives
The main goal for this training plan is to help teachers and staff become comfortable using
technology in their classroom. They need to know what technology that they have access to and
how to use it effectively to make our students 21st Century Learners. If the teachers, coaches and
instructional assistants are knowledgeable about using technology, then the students will be able
to learn. All staff need to demonstrate the following in their classroom and in their daily lives so
that students see technology as a tool not as a game or just one more thing that they have to
learn. Specific goals for this training plan are those found in the International Society for
Technology in Education.
These goals will include learning what types of devices each school has and what apps, sites and
programs will be useful in each classroom. Grade level teams of teachers and instructional
coaches will develop lessons and activities that will enhance the standards that they are teaching
in their classroom. These activities will be shared with the instructional assistants who can use
them when they pull students out of the classroom for interventions. These goals also include

teachers learning and improving how to help students will special needs use technology. As staff
are designing and modeling digital age learning experiences and assessments students with
special needs will be taught how to utilize the functions on their device that can help them to use
the device (ISTE, 2016).

Instructional Strategies
Instructional Strategies that will be used in this training plan will be hands-on activities
that will give participants the opportunity to see the concept in action as they working through
how to use it and how to apply it to their subject or grade level. To speak to the multiple ways
that all people learn, there will be visuals as well as printed material for each type of learner. As
presented by the Center of Universal Design of Learning, learners need multiple means of
Representation, Action and Engagement to get the what, how and why that they are learning
something (UDL, 2012). These activities will incorporate reading, doing, hearing and seeing
examples of each topic. Such strategies will include:
Participants sharing what they want or need to learn (type of edcamp where participants
say what they want training in)
Leader demonstrations followed by participant action to re-create what the leader
demonstrated or to make the skill work for their own classroom
Following How-to directions or following How-to online videos

Five-Day Workshop
The five-day workshop explained in this section will be an example of what will happen
in all grade levels and in all buildings in our district. This example will be for elementary school
staff. Just like students who learn from each other, adults can share their knowledge with each
other. Some staff will be more comfortable learning new information from their peers instead of
in a large group of people or by one main instructors. Knowing this, there is a need for all levels
of learners to work together on some aspects of this plan and independently on others.
Therefore, this example plan includes beginning learners, intermediate learners and advanced
learners.
This workshop will be delivered during professional development days built into the
school year for all staff. The first training will be a day prior to the start of school. The other
four days will occur one time a month during the planned professional development days.

The topics for todays workshop will be shared at the beginning of the day. Participants will talk to their
peers and decide which topics they need to be trained on and will sign up so the leaders can see where the
focus will need to be. Since training is already planned, leaders will be ready to proceed. Beginners and
intermediate that prefer, can watch the instructor model how to sort email, add an event their calendar,
create documents, etc. on the overhead screen, etc. The option of watching videos will be available for those
who would rather work at their own pace like some intermediate and advanced learners. If learners are
comfortable with a skill, they may proceed to the next skill. Advanced learners will also choose to participate
in learning or helping to teach a skill or concept by working with the participants one-on-one if needed.

Content
This workshop will go over the devices and hardware that each teacher has in their classroom. Each school in
our district may have a different compilation of technology, therefore each school will need to address what
devices their school has access to. Possible devices and hardware are desktop or laptop computers, document
cameras, projectors, 1 iPad, Mimio, Interwrite pads, mobile iPad carts, mobile laptop carts, mobile laptop
stream (small laptop) and /or bluetooth technology. These devices might be in each classroom or in a shared
mobile cart. Every teacher should know how to use what they have in their room and be able to use any of
the mobile carts in their school. All staff members should be able to use these technologies since instructional
assistants are at time in the classroom with teachers or to cover a class for one reason or another. Instructional
Assistants will pair up with a classroom teacher for this activity.

Teachers will need to be with the technology that that they have in their classroom, so this workshop will take
place in selected classrooms in each school. Learners who are familiar and comfortable with the various
technology can lead the workshop for beginners and some intermediate leveled learners. For beginners and
intermediate that prefer, this lesson will be taught by teachers watching the instructor model how to. Other
intermediate level learners and some advanced learners will want to work with the devices on their own right
away. Technology leaders can work through each skill in a collaborative, hands on way.

This workshop will be an overview of the basics of using Discovery Education conducted by the Digital
Leader Corp representatives in each building. Some Instructional Staff have had training on Discovery
Education, the training will be divided into beginning, intermediate and advanced levels. Staff who have not
had Discovery Education training will meet with one leader, staff that have had the training, but want a
refresher can meet with the other leader and staff who feel confident with the basic skills can work on
creating lessons to use in their classroom. These staff will then share what they created with their team
members.

other programs) that can be used in classrooms. The learners will watch how to use the program and then
will be given time to practice and create an item that they can use in their content area.

The materials for these sessions will be shared with all participants on the website
allebachonlineworkshop.weebly.com and through DCPSs OneDrive. The activities found on the
website will guide learners through the items and activities for this workshop and will be
available as a resource when learners are working on building their lessons and integrating
technology in the future. Activities will be interactive so that participants stay engaged in the
training. An example of one of the interactive activities can be found at
https://play.kahoot.it/#/k/927802a4-1279-4518-87e1-7f0fd7cb7476. Kahoot.it is an app for
laptop or iPad that allows teachers to create quizzes and surveys to use with their students. This
survey will be a good way to get participants engaged at the beginning of the first day of
workshops.
Field Test
Before sharing this plan with all staff members, this training plan will be tested with a
group of staff. Each year in DCPS a representative from each school is asked to participate in a
task force for their grade level. The Elementary Task Force is led by the Supervisor of
Elementary Education and includes the Superintendent, Assistant Superintendent, the principal of
each school and a classroom teacher representative of each school. There is a Secondary Task
Force for the middle and high school levels. Before field testing this professional development,
an instructional assistant and teacher from phys ed, art or music should also be added to these
two groups. These groups will be presented with this professional development and will be
asked to give their constructive suggestions of how to improve the workshop. This will need to
be done as summer professional development so that the training is ready to go for all staff
members at the beginning of the school year. Participants will be asked to take feedback notes
throughout the training. This feedback will be given through the following written questions and
open discussion so that feedback is immediate.

Revisions
Based on the information from the field test, trainings will be adjusted by the Digital
Corp leaders as well as the Training Instructors. Adjustments will be made so that each

participant at each school will benefit from the information presented. The vision is for the
information to be presented in a friendly way with a comfortable pace that meets the needs of
everyone involved.
Evaluation
At the end of each workshop day, participants will be asked to complete a survey
evaluating the effectiveness of the training. This evaluation will ask them to give feedback as to
what worked for them or what did not work for them as well as suggestions for improving the
training. This information will be used to make adjustments to the training for the next year.
Teachers will also need to be observed integrating technology into their lessons. Last
school year, Digital Corp Leaders were trained on how to teach others to use the aspects of
Discovery Education. This year, since they have already had the training, their time out of their
classroom will be spent observing teachers or instructional assistant in their classrooms or areas
to see how they are effectively using Discovery Education as well as the other tools presented in
the training to improve their teaching. What they observe will be used to determine which
teachers will need further training and which teachers are effectively using the technology and
tools. Principals and other administrators could also be on the look-out for this integration as
they walk through classrooms or perform their observations. A short tool to help in this

Summative Evaluation
Each workshop day will have its own evaluation found in OneDrive. Since these
workshops will be spread out over the first few months of the school year, at the end of the last
session, there will be a final Evaluation Survey. Participants will be asked to think back over all

of their trainings. At this point, they will have had time to implement or use the strategies that
they learned in the training. They will be asked about what has worked for them so far and what
they feel like they need more information or practice on. They will also be asked to rate
themselves on the various skills presented in the trainings now that they have had time to
practice.

Budget
There is a need in this district for all staff to be trained in integrating technology into their
classrooms, therefore this training plan will be presented during professional development days.
One at the beginning of the school year and one for the first four months of the school year
(September December) on previously scheduled professional development days. All trainings
will take place in each school. Each school will have an instructor who is either from the IT
department or a teacher in the building trained as a Digital Corp Leader. In addition, each school
will have an IT person available for troubleshooting any technical issues. All staff are required
to attend these professional development days that are included in their contract, therefore, there
will be not cost associated with this District Technology Training Plan.
Follow-up
It will be stated at the end of all trainings that the Instructors and Digital Corp Leaders
will be available throughout the school year for follow-up questions and issues that may arise
when teachers attempt to use technology in their classroom. These leaders will also send emails
to their buildings four times a year reminding the staff that they are available for questions or
help.
On our network server, our district has a shared folder that holds reference materials or
information that all employees can access. On this drive, will be all materials that were covered
in this training along with digital copies of all information shared over the five days of
workshops for staff to access as they need refreshers or links.
This question will also be emailed to all staff at the end of the school year by the
Instructional Infusion Specialist that create the training program.
