ABSENT
. WHEREAS, Republic Act 7160, otherwise known as the Local Government Code of
1991, mandates the creation of different local special bodies in the government that are deemed
necessary in its operations;

WHEREAS, one of the programs of the City Government of lloilo is preventive health
care
WHEREAS, tuberculosis os found still to be one of the leadmg causes ofmorb1d1ty rn the
City oflloilo, in the country and the rest of the world;
WHEREAS, recent studies and surveys reveal that tuberculosis is prevalent in urban
areas particularly where living conditions are miserable due to poor housing, overcrowding and
malnutrition;

WHEREAS, the TB Health Volunteers being the primary movers in the implementation
of NTP- Advocacy Communication and Social Mobilization (ACSM) strategy are also
susceptible and vulnerable on the possible effect of TB;
WHEREAS, the City of Iloilo joins the National Government in instituting an effective
program for Tubercnlosis Control through the National Tuberculosis Control Program (NTP).
The Directly-Observed Treatment Short Course (ADOTS) strategy of the National Tuberculosis
Control Program as provided in Executive Order No. 187, 21 March 2003 being the main
strategy to be applied for Tuberculosis Control in the City, shall likewise be the strategy to be
used in the City oflloilo;
WHEREAS, one of the thrust in the health programs of the local government unit is
towards Tuberculosis-free City oflloilo.
This Council shall be known as Local Tuberculosis Council which shall be under the full
supervision of the Local Chief Executive.
The main objective of the council is to address the growing concern of the city regarding
the prevalence of tuberculosis through Advocacy, Communication and Social Mobilization,
provision of support activities to patients and their families by way of medical, counseling and
other allowable assistance as stipulated in Executive Order 187.
I. Plan projects and activities for marginalized TB patients and their families.
2. Implement existing and new projects to respond to individual and collective needs of
patients and their families.
3. Foster advocacy and social mobilization of communities.
4. Recommend measure that would improve the existing program on health care
particularly those that are TB-related.
5. Proposed schemes that would deter the proliferation of tuberculosis.
6. Formulate policies to govern the implementation of projects/programs.
7. Assist the Local Government in assessing and evaluating the extent of tuberculosis in
the city.
8. Create committees, if necessary, to assist the council in the implementation of
projects and program.
9. To keep records as to the number of cases in each barangay.
I. The City Government shall allocate funds to be used for their advocacy and actual
operation

Section 7. Meetings and Quorum. - The council shall meet at least once a month or as
often as may be necessary. The presence of the Chairman and the majority of the members of
the council shall constitute a quorum to transact officially. In the absence of the Chairman, the
Vice Chairman will preside the meeting.

Section 8. Repealing Clause. - All ordinances and other city ordinances, or any part
thereof which are inconsistent with the provision of this ordinance are hereby repealed or
modified accordingly. Should any provision of this ordinance be declared invalid, the validity of
other provision hereof shall be unaffected thereby.
